ATTEST: SPECIAL SESSION OF THE CITY COUNCIL AUGUST 11, 1982 The Schertz City Council convened in Special Session, Wednesday, August 11, 1982 at 7:00 P.M. in the Council Chambers, 1400 Live Oak Road with the follow- ing members present: Mayor Earl W. Sawyer, presiding; Charles B. Sharpe; Jeff Duffield; and Jacqueline Lawler. Absent: William G. Courtney and Adolph Aguilar. Staff present were City Manager Jimmy G. Gilmore and City Secretary June G. Krause. #1 PUBLIC HEARING: The Mayor, after welcoming the citizens, gave the purpose of the public hearing as being to receive citizen input pursuant to the adoption of a budget for fiscal year 1982-83. Mr. Dick Chambless, 504 Aviation, said he had understood that there would be funds for seal coating of streets in the budget and he did not see any allocation for this. Mr. Gilmore said that he would estimate the Council could put in approximately $15,000 for seal coating right now and perhaps more later when he gets the report from the auditor. Mr. Walter Schneider asked if the City had received their tax rolls from the county appraiser, and if not what was being used to arrive at a tax figure for the budget. Mr. Gilmore said he used last year's figures plus the new properties brought onto the rolls in this past year to arrive at his estimate. Mayor Sawyer said the City has not as yet received an adequate tax roll. Mrs. Roberta Schneider asked about personnel and the need for assistants. Mayor Sawyer explained the Council, being working people, have to depend on the Council-Manager form of government and that most city employees have multiple jobs. Both Mr. and Mrs. Schneider also asked about street repair and what happened to the funds that had been set aside for that. Mayor Sawyer explained that since 1979 /80, when the alloted money was used for sealcoating, there has not been a budgeted line item for street repair; however, Council is putting it back in the budget this year. 204 There being no other citizens wishing to be heard, the Mayor declared the public hearing closed at 7:48 P.M. and called for a short recess in order for the Council to move to the Conference Room for a work session. The meeting was reconvened at 7:55 P.M. #2 BUDGET REVIS~ONS: Mr. Gilmore presented a letter f~am~our auditors giving facts and figures on sale tax estimations. They recommend cities to be prudent and underestimate sales tax. Mr. Gilmore then presented a list of transfer of appropriations for the current years budget that he was recommending. Council concurred and ask this be an agenda item for the 17th meeting. The City Manager then explained that with the low pay scale of the City on dispatch salaries, we have not been able to fill vacancies or if we do, they immediately quit and go somewhere else for higher pay. He requested permission to raise their pay scale bracket, which would effect the current budget as well as the 1982-83 budget. Council approved his request, with the starting salary being $4.04 per hour. This also is to be included in the agenda of the 17th of August. #3 CONSIDERATION OF ZONING MODIFICATION: Mr. Gilmore asked this item be removed from the agenda as the P&Z did not finish their study of this modification. #4 CONSIDERATION OF PROVIDING SERVICES TO LOCAL GOVERNMENTS: The Mayor asked this item be skipped over at this time as Mayor Ling from Cibolo had to leave for a few minutes. #5 EXECUTIVE SESSION: Nonel'needed. #6 GENERAL DISCUSSION: Mayor Sawyer had a call from a citizen asking that recognition be given to the S-C-UC striders, who brought back trophies from the AAUIUSA Junior Olympics. Council decided to issue them a proclamation at the next council meeting. Mr. Sawyer advised that he and Mr. Gilmore had met with the editors of the new Recorder-Times newspaper, which should be commencing delivery in Schertz this week. They will be unable to have a reporter at each of our meetings at first but will after they are completely organized. He had received an invitation from the City of Converse to be a part of their parade during the Nights in Ole Converse, which he will attend. Mr. Sharpe again said that he will be glad to hand carry anything available in the news department to the Cablevision office and do his best to see that it gets on TV. Mayor Sawyer asked to return to item #4 as Mayor Ling had returned. j i I I I I I 205 Mr. Sawyer said that he was sure the Council was aware that the Chief of Police in Cibolo had resigned and that Mr. Gilmore had allowed our police to continue to back up Cibolo in an emergency. Mr. Gilmore said this goes back to our agreement with all surrounding cities to help when called in an emergency. Mayor Ling is now asking for help on a temporary basis in perhaps patrolling his city twice a day. Since receiving Mayor Lingls letter, we have lost another police officer; so we are now three short. Mr. Gilmore said he had not talked with Chief Keith since this last resignation to see if he felt he could provide two patrols a day if the Council agreed to this. Mr. Duffield said that if we can, he feels we should do everything possible to extend this courtesy. Mayor Ling said that visibility is a deterrent to crime and that he has also asked help from the Highway Patrol, Constable and the Sheriffls office. He said it would probably be needed for one to two months. Mr. Duffield also asked the City Manager to check into the insurance coverage for our men should an accident accur while patroling in andther municipality. Council then discussed several ways in which this patrolling could be accomplished. The City Manager was to check with the Chief what could be worked out. Mayor Ling then expressed his gratitude to each of the Council for their attitude. Council gave Mr. Gilmore permission to pursue this and make what arrangements he could to help the City of Cibolo. #6 (back to general discussion) Regarding a letter in Council packets relating to the request for a rate in- crease from GVEC, Council discussed the increase and asked the City Manager to draft a letter form the Mayor1s signature setting out the Council IS formal disagreement with the increase. They felt the rate structure should be reversed, rather than granting lower rates to the high consumer customers, as this was not encouraging conservation. Mr. Duffield asked if the City had replied to the Cibolo Council on the question of water. Mr. Gilmore said he had told Mayor Ling that it would not come up again until after the budget process was over. After Council discussion, Mr. Gilmore was requested to draft a letter to Mayor Ling letting him know just how the Council feels about the situation. The points being that we were still not sure of the legality of them hooking on to Green Valley and our system and that we still want to be the sole purveyor of water to them. They may allow Green Valley to furnish water outside their city limits if they so desire as long as it is not interconnected to the lines furnished by Schertz. There was discussion about the handling of animal calls in the evening hours and on weekends, when we do not have an animal control officer on duty. After lengthy discussion, Mr. Gilmore was authorized to offer to pay the police officer on duty a warrant fee to pick up animals on an emergency call basis. 206 Mr. Gilmore advised that on October 1st, the fire department has asked to use the Council Chambers to host a combined meeting of all area fire depart- ments. Council agreed this would be very good for all concerned. The City Manager said he would like permission to pursue applying for some of the Community Development Block grants that may be opening up later in the year. He said if we could get into that he would need a college student to do some of the leg work involved in applying for grants. That he and Mr. Brooks would also work on it. Council concurred with his request. I -~ The Housing Authority has asked that the Mayor write a letter supporting housing for the aged in our city. Council concurred in this request. The City has also had a request from TML asking if Schertz wishes to participate with other cities in a joint study of Southwestern Bellis rate increase request. Mr. Gilmore said Schertz I share would amount to abo~t $255.00. Council concurred saying they had already authorized this expen- diture and for the new budget also. Announcements: At the 17th Council meeting, the Evening Lionls Club would like to present checks to both SAFES and the Fire Department. This Club is now disbanding. Thursday at 2:00 P.M the Library w~ll be handing out certificates for the childrenls summer reading program. The Mayor will also hand out free swimming passes to the children. Friday at 10:00 AM, the VFW Auxiliary will present a check for $100 to the City and the Humane Society for continued work at the animal shelter. On Saturday morning, the 7th of August, the Humane Society will have a dog wash and dip. The charge for this is $3.00 per animal. I . , I i I L Dr. Revel now has his dentist office open and has invited everyone to come by 911 Cloverleaf. Mr. Gilmore said there is a fire hydrant on Main street that has to be re- placed. He said it was his understanding that this is what the water re- placement fund was set up for and he would like to start using it. Council agreed. Mr. Duffield suggested giving the old fire hydrant to the Animal Shelter. #7 ADJOURNMENT: There being no further business to come before 'Council, the Mayor declared the meeting adjourned at 9:38 PM ATTEST: I i j .
