REGULAR MEETING OF THE CITY COUNCIL
AUGUST l7~ 1982
The Schertz City Council convened in Regular Session., Tuesday, August 17,
1982 at 7:00 P.M. in the Council Chambers of the Municipal Complex, 1400
Live Oak Road with the following members present: Mayor Earl W. Sawyer,
presiding; Charles B. Sharpe; Adolph Aguilar and Jacqueline Lawler. Absent
were William G. Courtney and Jeff Duffield. Staff present were City Manager
Jimmy G. Gilmore and City Secretary June G. Krause.
After welcoming everyone to the meeting, Mayor Sawyer said he had a
very pleasant duty to perform. First he introduced Mr. Harry Richburg,
president of the Evening Lions Club who presented checks to Mr. Tom Funk
for SAFES and to Chief Ed Melton for the Fire Department.
Mayor Sawyer then issued a proclamation recognizing the 1982 Schertz-Cibolo-
Universal City Striders for their competition in the National AAUjUSA Junior
Olympics in Memphis. There were eleven students, along with their coach
who were honored. Mr. Sawyer said we are very proud of these athletes.
#1 APPROVAL OF MINUTES: Mrs. Lawler moved the minutes of the
regular meeting of August 3 and the special
meeting of August 11 be accepted as written. Mr. Sharpe seconded the motion
which carried with the following vote:
AYES: Councilmembers Sharpe, Aguilar and Lawler
NAYS: None
#2 HEARING OF RESIDENTS: There were none wishing to be heard.
#3 ORDINANCE: The Mayor introduced and read the caption of an ordinance
as follows:
ORDINANCE NO. 82-M-17
AN ORDINANCE PROVIDING FUNDS FOR THE FISCAY YEAR BEGINNING
OCTOBER 1,1982 AND ENDING SEPTEMBER 3051983, BY APPROVING
THE BUDGET FOR SAID PERIOD AND APPROPRIATING THE NECESSARY
FUNDS OUT OF THE GENERAL AND OTHER REVENUES OF THE CITY OF
SCHERTZ, TEXAS, FOR SAID YEAR FOR THE MAINTENANCE AND OPERA-
TION OF THE VARIOUS DEPARTMENTS AND FOR VARIOUS ACTIVITIES -
AND IMPROVEMENTS OF THE CITY; AND DECLARING AN EMERGENCY.
Mr. Sharpe moved to approve the ordinance adopting a budget beginning
October 1, 1982 and ending September 30, 1983. Mrs. Lawler seconded the
motion which carried with the following vote:
AYES: Councilmembers Sharpe, Aguilar and Lawler

#4 ORDINANCE: The Mayor introduced and read the caption on the follow-
ing ordinance:

AN ORDINANCE BY THE CITY COUNCIL OF THE CITY OF SCHERTZ, TEXAS,
AMENDING THE ZONING ORDINANCE (ORDINANCE NO. 79-S-15), OF THE
CITY OF SCHERTZ, TEXAS, BY REZONING A 3.18 ACRE PARCEL OF LAND

FROM R-l, SINGLE FAMILY RESIDENTIAL DISTRICT TO R-4, APARTMENT}
MULTI-FAMILY RESIDENTIAL DISTRICT; AND REFLECTING SAID CHANGE
ON CERTAIN ZONING MAPS IN ACCORDANCE WITH THE SCHERTZ ZONING
ORDINANCE NO. 79-S-15.
Mrs. Lawler moved to accept the first reading of this ordinance rezoning
3.18 acres from R-l Single Family Dwelling District to R-4 Apartment}
Multi Family Dwelling District. Mr. Aguilar seconded the motion wAich
carried with the following vote:
AYES: Councilmembers Sharpe, Aguilar and Lawler
NAYS: None
#5 FY 1981-82 BUDGET REVISIONS: Mr. Sawyer said these are the re-
quested transfer of appropriations
as discussed at the last Workshop session of the Council.
Mrs. Lawler moved to approve the list of transfer of appropriations for
the FY 1981-82 budget. Mr. Sharpe seconded the motion which carried as
follows:

#6 PERSONNEL: The Mayor asked Mr. Gilmore to explain the necessity
of this request.
Mr. Gilmore explained that is has been increasingly difficutl to hire and
keep dispatchers because everyone in the vicinity of Schertz pays higher
wages. Therefore he was asking Council to approve a reclassification
of position for dispatcher to bring their salaries more in linewwith
the surrounding cities.
Mr. Sharpe moved to approve the modification of grade classification for
dispatchers. Mr. Aguilar seconded the motion which carried with the follow-
ing vote:
AYES: Councilmembers Sharpe, Aguilar and Lawler
NAYS: None
#7 ABSENTEE VOTING: Mayor Sawyer explained that the County Voter
Registrar wrote that she had obtained permission
from Commissioners Court to place an absentee voting box in Schertz if
this would be approved by the City Council. The also wanted suggestions
for placing this bov.
Mr. Gilmore said they were unable to locate it in the Community Center
for the eleven days of operation, since the Center is renting for most of
the days. They are relunctant to place it in the City Municipal Complex.
He recommended placing in at the Housing Authority conference room and had
contacted Mr. Simonson accordingly.

Mr. Sharpe moved that the City of Schertz authorize the Guadalupe County
Election Administrator to establish an absentee voting box to be manned
by the county. Mrs. Lawler seconded the motion which carried as follows:

#8 EXECUTIVE SESSION: None was needed
#9 CITY MANAGER'S REPORT: Mr. Gilmore asked the Council to review
our "Bell Ringer" list to see if items
need to be removed or added to the list. This list to be updated at the next
workshop session.
Mr. Gilmore reported that the water district for Northcliffe, after several
discussions, have delivered a check for their past due account and are
now even until next Friday. They have indicated they will pay the balance
next Friday, the 20th, an overall total of about $19,000.
#10 ITEMS BY COUNCIL: Mr. Sharpe said he had attended a portion of
the meeting of the PUC in Austin where GVEC
is requesting a rate increase. The big battle seems to be with SMI dis-
agreeing with the rates and if their rates are lowered, the rest of the
rates will be higher.
Mr. Aguilar said he noticed in the paper where Northcliffe was having water
difficulties and blamed it on Schertz. Mr. Gilmore explained that about a
month ago they ran out of water in their tank and notified our men. We
showed a 55# pressure at that time at the meter, where are responsibility
stops. What happens after that on their system, we don't know -so whatever
their problem was, it did not have anything to do with our supply of water
to the meter. He said he could not understand their attempting to say it
is Schertz I problem.
#11 ITEMS BY MAYOR: Mr. Sawyer had a draft of a letter to Mayor Ling
of Cibolo regarding the interconnecting water
system request from Cibolo for Council IS consideration.
Mayor Sawyer announced the there will be another Dog Wash & Dip at the
Animal Shelter on September 4, 1982. Also the Humane Society is looking for
more members and volunteers.
Mrs. Lawler asked if the City Manager had spoken to the Chief of Police
about the request by Cibo1o for patrol services. Mr. Gilmore said he
had discussed this with our City Attorney, who advised against any kind of
contract for patrol duties in tme City of Cibolo.
#12 ADJOURNMENT: There being no further business to come before the
Council, Mayor Sawyer declared the meeting adjourned
at 7:25 P.M.
