SPECIAL WORKSHOP SESSION OF THE CITY COUNCIL
SEPTEMBER 15, 1982
The Schertz City Council convened in Special Workshop Session, Wednesday,
September 15, 1982 at 7:00 P.M. in the Conference Room of the Municipal
Complex, 1400 Live Oak Road with the following members present: Mayor
Earl W. Sawyer, presiding; Charles B. Sharpe; Jeff Duffield; Adolph Aguilar;
and Jacqueline Lawler. Staff present were City Manager Jimmy G. Gilmore
and City Secretary June G. Krause.
#1 WORKSHOP DISCUSSION
A. Renegotiation of Water contract with the City of Cibolo.
Mayor Sawyer welcomed the members of the Cibolo City Council
and said that they had requested this meeting to negotiate a new water
contract between the two cities. Each member of the two Council was given
a copy of a proposed contract.
Mayor Ling of Cibolo, said that he and one of his Councilmembers had met
with Mr. Gilmore and this proposal contained just about everything they had
discussed. There was one thing he proposed adding - that was connecting
to the Dobie water line. Mayor Sawyer said that, at this time, the Council
just wanted to negotiate for the sale of water only. Connections and inter-
looping of their line could be separately negotiated.
During the discussion, there were two points that Cibolo would like to
have included in the contract. (1) that the water quality would meet
the drinking water quality of state requirements; and (2) a paragraph
stating when the billing would be done, the bills mailed and payment was
expected. The Schertz Council agreed with these two inclusions.
There being no further discussion, Mayor Sawyer recessed the meeting at
7:20 P.M and asked for a short recess.
The meeting was reconvened at 7:27 P.M..
B. 911 Contract. The Mayor reminded Council that they had sent a
letter to San Antonio setting out our intent to withdraw from the 911 emergency
system contract. He informally polled the Councilmembers to see if they
still felt the same. Councilmembers concurred that the City should not
renew the contract with the City of San Antonio for a 911 emergency number
system contract.
C. General Discussion items: Mr. Gilmore called attention to an
invitation from the Greater Randolph
Area Veterans Council to have an entry in their twelth annual Veterans Day
Parade on November 6, 1982, in Universal City. It was concensus of Council
that the City of Schertz should participate in some manner in this parade.
B. Mr. Gilmore said that he was approached this date by a man representing
an industry that would like to build in the City of Schertz using industrial
bonds. He had talked with both the City Attorney and City Financial
Advisor~ who would be drawing up the papers. First the Council would
have to appoint three members as the Schertz Industrial Commission, who

would then petition the Council concerning this type bonds. This would
be a clean industry, using water and sewer only for their offices. The
man has already borrowed the money for the land and talked with the bank
on the bonds. Council was interested in setting up a Schertz Industrial
Commission and suggested names to the Mayor to see who might be willing to
serve: Harry Richburg, George Barnard, Dr. Roy Richard and Walter Schertz
were suggested. The Mayor was to contact these men and get back with the
Councilmembers later.
#2 EXECUTIVE SESSION: The Mayor called an executive session under
Article 6252-17 V.T.C.S. Section 2 )g).
at 8:03 P.M.
The regular meeting was reconvened at 8:10 P.M. Mayor Sawyer advised that
Council had discussed the appointment of someone for Place 2, Mr. Courtney's
position, on the Council. They had agreed in favor of Mr. Hal Baldwin.
#3 CITY MANAGER"S REPORT: Mr. Gilmore had no additional items

Advisory Board Meeting and they are still

as well as expertise in fund raising, of the Lion1s Club; and will be
coming back to the Council at a later date when they have their plans etc.

Mr. Aguilar also mentioned several trailer type vehicles parked at house
throughout the city as well as junked automobiles. Mr. Gilmore said he
would check this out.
Mr. Sharpe mentioned a very good article in one of the local papers on an
interview with our Librarian.
#5 ITEMS BY MAYOR: Mr. Sawyer said he would cutting the ribbon
for an opening of a CPA office, Thursday at
4:30 P.M.
Mrs. Lawler said a new janitorial service was opening an office on Main
Street soon also.
#6 ADJOURNMENT: There being no further business to come before the
Council, Mayor Sawyer declared the meeting adjounred
at 8:25 P.M.
