ccss 10-02-1980 2J6 I SPECIAL MEETING OF THE CITY COUNCIL OCTOBER 2, 1980 The Schertz City Council convened in Special Session, Thursday, October 2, 1980 at 7:00 P.M. in the Council Chambers, 1400 Live Oak Road with the following members present: Mayor Pro Tem Richard L. Howe, presiding; Barbara Taylor; Jeff Duffield; Earl W. Sawyer and Jacqueline Lawler. Absent: Mayor Jack M. Stomackin, Sr.. Staff present: City Manager Jimmy G. Gilmore and City Secretary June G. Krause. PUBLIC HEARING: Mr. HOWE opened the public hearing at 7:00 P.M. and explained the purpose was to allow citizens to be heard on the re-establishing of the tax rate for the year 1980. He explained that the valuation on people's homes had been set already, that tonight they would just consider setting a tax rate. Mr. Gilmore explained that following the IITruth in Taxationll law, which became effective January 1,1979, requires that the City base their tax rate on computation worksheet to produce sufficient revenues for debt service and for last years expenditures. Following this procedure, this computation showed that using a tax assessment ratio of 65%, the tax rate came out to $.72 per $100 valuation for the 1979 budget. The budget for 1980-81 requires a tax rate of $1.00/$100 valuation be re-established. Under this new law, the tax rate will have to be set each year, unlike it was before when you could use the same rate year after year. This public hearing is to re-establish this rate of $1.00 per $100 valuation to support the 1980-81 budget. Mr. Jerry Graham, Mr. Wills, Mr. Kuechler, Mr. Mansfield, Mr. Bailey and Mr. Riley all asked questions of the Council concerning the tax rate. They were not necessarily against having to re-establish the tax rate but mainly wanted clarification. Mr. Bailey asked if the City is looking into rai.sing the exemption for the over 65 from $3000 to $6000. Mr. Gilmore explained that he was looking into this as well as other exemptions Council had inquired about; such as veterans. There being no further questions; Mayor Pro Tem Howe declared the public hearing closed at 7:21 P.M. #1 TAX RATE: Mr. Sawyer moved the City Council consider a proposal to increase the tax rate for the year 1980 at the next regular meeting to be held on October 7, 1980 at 7:00 P.M..
