ccss 11-25-1980 235 SPECIAL MEETING OF THE CITY COUNCIL NOVEMBER 25, 1980 The Schertz City Council convened in Special Session, Tuesday, November 25, 1980 at 7:00 P.M. in the Conference Room of the Municipal Complex, 1400 Live Oak Road with the following members present: Mayor Jack M. Stomackin, Sr., presiding; Jeff Duffield; Barbara Taylor; Richard L. Howe; Earl W. Sawyer and Jacqueline Lawler. City Staff present: City Manager Jimmy G. Gilmore, Engineer Edward Ford, Financial Advisory Tom Anderlitch and City Secretary June G. Krause. #1 WORKSHOP: Mr. Tom Anderlitch explained that the interest rates were a little higher than discussed at the last workshop meeting; .but even if the estimated interest rate on the bonds was as high as 10%, the City could still issue the $400,000 in Utility System Revenue Debt Service bonds with slight adjustment in the schedule to comply with the 1.50 x coverage. Mr. Ed Ford reiterated the three phases of the improvement project for the utility system as being: (1) new well, including pumps etc. at the Nacog- doches Road well site; (2) upgrading the U.C. system by adding a one million gal long storage tank; and (3) tying the Deerhaven storage into the City system. After Mr. Fords presentation, Mr. Anderlitch said it seemed to him that there was just one priority with three phases and he recommended going with the full $550,000 issue and banking the money and earn interest until the engineer was in need of it. He said he would have new bond issue schedules for the January 15, 1981 meeting in order to go out for bids in January and have the money in the bank by mid February. Council then discussed with the engineer the possibility and cost estimates of a 12' water line from the Mobile Villa line down the IH35 frontage road to the John tracts. Updating on sites for a new well location, Mr. Ford said that two possible sites had presented themselves. One at the Comal Elementary School where there is a real good well that was tapped because of pumping problems. The other possible site would be near the Blue Bonnet on I 35. He has asked the Department of Health to furnish data on both well sites. #2 GENERAL DISCUSSION: Mayor S.tomacki n tol d the Council that he and the City Manager would be meeting with Guadalupe County Judge Fleming Wednesday morning. Mr. Stomackin had contacte,jthe Mayors from the Guadalupe County cities and they are all in agreement that representatives from all area of the county should fjJl the appointments on the Hospital Board. There were several questions Council wanted the Judge to furnish answers for; such as how long are the terms of office; when appointments are made and is the hospital a private institution, Seguin/County or just a County hospital. Mr. Gilmore presented an invitation to the Council to attend a meeting of the Humane Society at the Community Center on the 3rd of December. Along with the invitation, there was a list of questions the Society would like the Council to be prepared to answer if possible. '" 236 Some of the answers the Council agreed on were: the Society would furnish the materials and labor for construction; the City would pay utilities and building maintenance as they do with other city owned buildings; the City would only contribute financially what is now in the budget with an infla- tionary consideration; the Animal Control Officer should be the Shelter Warden; and instead of using land in back of the municipal complex, look at a site between the utility yard and scout hut on FM 15l8; and there should be a written agreement setting out just what the Society would do and what the City would do; and that any negotiations with other cities should be conducted with the City. Mr. Sawyer expressed concern that the City maintain control and that perhaps our ordinance needs to be eased a bit concerning enclosed animal runs, as it would be healthier with the addition of open runs. Mr. Sawyer also suggested inviting Mr. McClure, our representative on the County Tax Appraisal Board, to meet with the Council at the next Workshop to bring us up to date. He also advised that the Library Board thought it wise to have a member on the Board from outside the city. Mr. Howe mentioned he had received a call concerning a ticket a man had been given for having a parked car on his own property but without current tags. The man told him that upon questioning the Police Department about this, he was told that they had a committee going around checking on these cars. Mr. Gilmore said he would check into it for Mr. Howe. Mr. Sawyer asked to call an Executive Session on personnel #3 EXECUTIVE SESSION: At Mr. Sawyer's request, Mayor Stomackin called an Executive Session under Article 6252-17 V.T.C.S. Section 2 (g) at 8:38 P.M.
