ccss 12-15-1980 241 SPECIAL MEETING OF THE CITY COUNCIL DECEMBER 15, 1980 The Schertz City Council convened in Special Session, Monday, December 15, 1980 at 7:00 P.M. in the Conference Room of the Municipal Complex, 1400 Live Oak Road with the following members present: Mayor Jack M. Stomackin, Sr., presiding; Jeff Duffield; Barbara Taylor; Richard L. HOwe; Earl W. Sawyer and Jacqueline Lawler. Staff present were City Manager Jimmy G. Gilmore and City Secretary June G. Krause. #1 Communication Discussion: The Mayor called Mike Lawler to discuss with the Council the report of the Communi- cations Committee. Mr. Lawler said their report was about 95% complete; however, before completing the report they wanted Council input on two particular subjects. One is the need for a toll free number to the newly annexed citizens living near New Braunfels. Would the City Council consider having a straight New Braunfels line put into the Municipal Building. Two - the need for a police department repeater system. The department has had two frequencies granted but only have 180 days to implement them or lose them. Mr. Lawler said the police have STEP money for the hardware but need a new higher tower. The two ways of gaining this suggested were either building our own tower with building and equipment or leasing. After discussion, Council asked the City Manager to look into the leasing on a short range basis with perhaps erecting our own in later budget years. He would also look into costs of a straight line from New Braunfels versus a watts line. #2 Discussion of ordinance on Emergency Water conservation. Mr. Duffield ..- thanked the City Manager for rewriti ng the proposed ordi nance by mak- ing it a much better working ordinance. Council agreed. #3 Discussion of Mobile Home Ordinance: Mayor Stomackin pointed out several sections he felt needed studing further. After discussion, Council agreed this was a fair ordinance that could be amended later if the need arose. #4 Charter Review Committee Recommendations: Mr. Duffield said he felt Council should follow the City Manager's recommendation and meet with the committee members to get their reasoning behind the recommendations to Council. It was agreed to meet with them at the next workshop session. #5 GENERAL DISCUSSION: Mr. Sawyer briefed Council on the recent IDC meeting held in Austin, stating they will be down here soon for a team training session. Mr. Gilmore suggested a tour of the city when they come down. Mrs. Lawler advised of the problem of someone popping garbage bags of leaves and scattering the leaves down the middle of some streets. She suggested the City might have a "Beautification Week" where citizens would be urged to clean the streets in front of their residences, as the street sweeper is out of com- mission. -, Council then briefly discussed such items as the Volunteer Recognition program, capital improvement program, the meeting proposed with the Railroad Representa- tives, the continuing annexations and a letter from Coy Simmons concerning the 242 the City's agreement to make improvements to the Circle Oak entrance to Oak Forest Subdivision. Mr. Gilmore advised that he is working with SAFES Director on a system to put the department into a more business like basis without destroying the volunteer concept. Stomackin, Sr., presiding; Jeff Duffield; ,-- Barbara Taylor; Richard L. Howe; Earl W. Sawyer and Jacqueline Lawler. Staff present were City Manager JimmY G. Gilmore and City Secretary June G. Krause. #1 APPROVAL OF MINUTES: Mrs. Lawler moved the minutes of the Regular meeting of December 2, 1980 be accepted as written. Mr. Sawyer seconded the motion which carried with the following vote: AYES: Council members Duffield, Taylor, Howe, Sawyer and Lawler NAYS: None #2 HEARING OF RESIDENTS: None at this time. /7/- .f'tJ #3 PERSONNEL: Mr. Sawyer moved that Mrs. Krause' salary be set at the rate discussed at the Regular Session Executive Session of November 25th, 1980. Mrs. Lawler seconded the motion which carried with the following vote: AYES: Councilmembers Duffield, Taylor, Howe, Sawyer and Lawler NAYS: None #4 RESOLUTION: Mr. Sawyer stated that as an ex-officio member of the Library Advisory Board, he recommended the Board member-- ship be changed to reflect representation from the county on the Board.
