the City's agreement to make improvements to the Circle Oak entrance to
Oak Forest Subdivision.
Mr. Gilmore advised that he is working with SAFES Director on a system
to put the department into a more business like basis without destroying
the volunteer concept. He will keep the Council informed on this.

DECEMBER 16, 1980
The Schertz City Council convened in Regular Session, Tuesday, December 16,
1980 at 7:00 P.M. in the Council Chambers, 1400 Live Oak Road with the follow-
ing members present: Mayor Jack M. Stomackin, Sr., presiding; Jeff Duffield; ,--
Barbara Taylor; Richard L. Howe; Earl W. Sawyer and Jacqueline Lawler. Staff
present were City Manager JimmY G. Gilmore and City Secretary June G. Krause.
#1 APPROVAL OF MINUTES: Mrs. Lawler moved the minutes of the Regular
meeting of December 2, 1980 be accepted as
written. Mr. Sawyer seconded the motion which carried with the following
vote:
AYES: Council members Duffield, Taylor, Howe, Sawyer and Lawler
NAYS: None
#2 HEARING OF RESIDENTS: None at this time.

#3 PERSONNEL: Mr. Sawyer moved that Mrs. Krause' salary be set at the
rate discussed at the Regular Session Executive Session
of November 25th, 1980. Mrs. Lawler seconded the motion which carried with
the following vote:
AYES: Councilmembers Duffield, Taylor, Howe, Sawyer and Lawler
NAYS: None
#4 RESOLUTION: Mr. Sawyer stated that as an ex-officio member of the
Library Advisory Board, he recommended the Board member-.
ship be changed to reflect representation from the county on the Board.

appointments to include county board memberships. Mr. Howe seconded the
motion which carried with the following vote:

NO. 78-R-l, APPOINTING MEMBERS TO THE LIBRARY ADVISORY BOARD.
#5 BOARD APPOINTMENTS: Mr. Sawyer moved that M. Riley, D. Grainger,
E. Rogers and R. Bledsoe be reappointed and
that Mrs. Elaine S. Schlather and Mrs. Doris Courtney be appointed as members
to the Library Advisory Board. Mrs. Lawler seconded the motion which carried
with the following vote:

and read the same as follows:

PROVIDING STANDBY AUTHORITY TO THE MAYOR UPON AUTHORIZATION BY
THE CITY COUNCIL TO DECLARE THAT A NEED FOR MANDATORY WATER
CONSERVATION EXISTS OR THAT A WATER EMERGENCY EXISTS; PROHIBITING
OUTDOOR USE OF WATER DURING MANDATORY CONSERVATION AND EMERGENCY
PERIODS; PROVIDING FOR DRAUGHT WATER SURCHARGES; PROVIDING FOR A
PENALTY; PROVIDING FOR A SAVINGS CLAUSE AND REPEALING CONFLICTING
ORDINANCES.
Mr. Howe moved the first reading of this ordinance be approved. Mr. Duffield
seconded the motion which carried with the following vote:

#7 TML WC JOINT INS. FUND BOARD: Mr. Sawyer moved the Council cast their
votes for Richard D. Brown, Betty
McKean and George L. Nichols for terms expiring December 31,1983 on the TML
Workers' Compensation Joint Insurance Fund Board of Trustees, and authorize the
Mayor to sign resolution to this effect. Mrs. Lawler seconded the motion which
carried with the following vote:

At 8:00 P.M. the Schertz City Council met informally in the Council Chambers
1400 Live Oak Road with Mayor Sippel, Councilmembers Thurman, Nirider and
Swenson from Cibolo.
They discussed problems both cities, as well as others in the area, are having
with railroad trains, tracks, etc. with Southern Pacific Transportation
Company representatives Michael E. McGinley (Regional Engineer) and J. K.
Jacobs, Assistant Trainmaster.
