Mr. Gilmore advised that he is working with SAFES Director on a system to put the department into a more business like basis without destroying the volunteer concept. Stomackin, Sr., presiding; Jeff Duffield; ,-- Barbara Taylor; Richard L. Howe; Earl W. Sawyer and Jacqueline Lawler. Staff present were City Manager JimmY G. Gilmore and City Secretary June G. Krause. #1 APPROVAL OF MINUTES: Mrs. Lawler moved the minutes of the Regular meeting of December 2, 1980 be accepted as written. Mr. Sawyer seconded the motion which carried with the following vote: AYES: Council members Duffield, Taylor, Howe, Sawyer and Lawler NAYS: None #2 HEARING OF RESIDENTS: None at this time. /7/- j?tJ #3 PERSONNEL: Mr. Sawyer moved that Mrs. Krause' salary be set at the rate discussed at the Regular Session Executive Session of November 25th, 1980. Mrs. Lawler seconded the motion which carried with the following vote: AYES: Councilmembers Duffield, Taylor, Howe, Sawyer and Lawler NAYS: None #4 RESOLUTION: Mr. Sawyer stated that as an ex-officio member of the Library Advisory Board, he recommended the Board member-. ship be changed to reflect representation from the county on the Board. Riley, D. Grainger, E. Rogers and R. Bledsoe be reappointed and that Mrs. Elaine S. Schlather and Mrs. Doris Courtney be appointed as members to the Library Advisory Board. Mrs. Lawler seconded the motion which carried with the following vote: AYES: Council members Duffield, Taylor, Howe, Sawyer and Lawler NAYS: None /7.3 _J, #6 ORDINANCE: The Mayor introduced the following captioned ordinance and read the same as follows: -, , AN ORDINANCE PROVIDING STANDBY AUTHORITY TO THE MAYOR UPON AUTHORIZATION BY THE CITY COUNCIL TO DECLARE THAT A NEED FOR MANDATORY WATER CONSERVATION EXISTS OR THAT A WATER EMERGENCY EXISTS; PROHIBITING OUTDOOR USE OF WATER DURING MANDATORY CONSERVATION AND EMERGENCY PERIODS; PROVIDING FOR DRAUGHT WATER SURCHARGES; PROVIDING FOR A PENALTY; PROVIDING FOR A SAVINGS CLAUSE AND REPEALING CONFLICTING ORDINANCES. Mr. Howe moved the first reading of this ordinance be approved. They discussed problems both cities, as well as others in the area, are having with railroad trains, tracks, etc. with Southern Pacific Transportation Company representatives Michael E.
