SPECIAL MEETING OF THE CITY COUNCIL
JANUARY 5, 1981
The Schertz City Council convened in Special Workshop Session, Monday,
January 5, 1981 at 7:00 P.M. in the Conference Room of the Municipal
Complex, 1400 Live Oak Road with the following members present: Mayor
Jack M. Stomackin, presiding; Jeff Duffield; Barbara Taylor, Mayor Pro Tem
Richard L. Howe; Earl W. Sawyer and Jacqueline Lawler. Staff present were
City Manager Jimmy G. Gilmore and City Secretary June G. Krause.
#1 LIBRARY FINANCE COMMITTEE: Mayor Stomackin introduced Mr. Douglas
Mikus, Chairman of the Library Advisory
Board Finance Committee. Mr. Mikus said that the Board feels they have out-
grown the present building and are looking at either adding on to the present
building or building a new Library. As they are a department of the City of
Schertz, they have come before the Council for advisement. They have investi-
gated adding on to the present building at an estimated cost of $12,000 (year
old estimate) for an additional 400-500 sq. feet, which would soon be in-
sufficient. They also looked into a new building and received an estimate
of $75,000 for a metaTic building of about 3000 sq. feet. They have tried
fund raising but the $75,000 is out of fund raising reach. As they have al-
ready looked into grants and found the City does not have the right minority
makeup to receive grants, they would like guidance from the Council.
Mrs. Lawler suggested checking with the Ford Foundation. Mr. Howe requested
someone do a cost study on a 5000 sq. ft. building as far as operating is
concerned. The Committee said they had about $12,000 in their building fund
but part of that was grant type monies and it took them three years to get.
There was a suggestion made that perhaps the Community Center could be
converted to a Library, leaving the front offices for SAFES use. The City
Manager was to look into this.
After discussion, the Mayor called a recess at 7:25.
The meeting was reconvened by Mayor Stomackin at 7:30 P.M.
#2 CHARTER REVIEW COMMITTEE: Mayor Stomackin turned this item over to
the City Manager, who asked the Chairman
and members of the Committee to give their reasoning behind each of their
recommendations.
1. This item was a recommendation for two additional Councilmembers,
making the total 7 members. The Committee Chairman, Mr. Joyner, said the
committee felt that the growth of the city and the number of good volunteers
and two additional members of the Council would give better representation.
Mr. Sawyer pointed out the increase in budgeting, City Manager and Staff time
and that the meetings would probably be much longer with two addition members.
It was also brought out that very few cities near the size of Schertz had
more than five councilmembers.

Section 4.10 merely adds a safety clause.
Section 6.07 is to correct an error made in the original, which conflicts
with State law. .
Section 7.06 - the Council had to quarrel with this section.
Section 8.01 - this limits the number of members to P&Z to 7 and sets term
of office.

Section B.02 on Board of Adjustments - the Committee stated there is a slight
conflict with the state law and that they felt that if a citizen had an appeal,
they should be able to appeal to someone other than the people who made the
law in the first place.
After discussion, Mayor Stomackin again recess the meeting at 8:22 P.M.
He then reconvened the special meeting at 8:26 P.M.
#3 FM 78 BY-PASS: Mr. Gilmore advised that the State Engineer wants
to know what the Councils thoughts are on the FM 78
By-Pass before calling another public hearing. If Council doesn't feel the
people would vote on a bond issue for this purpose, they there would be no
point in having another public hearing.
After discussion, it was Council concensus that the citizens would not vote
for a bond issue, which would mean a tax increase, at this time.
Mr. Gilmore then told the Council that the State is going to raise Elbel road
at the FM 3009 intersection to alleviate some of the problems at that intersec-
tion.
#4 General Discussion; It was at this point that Mr. Duffield brought
up the possible use of the Community Center for
a public library building.
#5 ADJOURNMENT: On a motion duly made, seconded and unanimously
the meeting adjourned at 8:50 P.M.

1981 at 7:00 P.M. in the Council Chambers, 1400 Live Oak Road with the
