ccss 01-26-1981 o SPECIAL MEETING OF THE CITY COUNCIL JANUARY 26, 1981 The Schertz City Council convened in Special Session, Monday, January 26,1981, at 6:56 P.M. in the Conference Room of the Municipal Complex, 1400 Live Oak Road with the following members present: Mayor Jack M. Stomackin, Sr., presid- ing; Jeff Duffield, Barbara Taylor; Richard L. Howe; Earl W. Sawyer and Jacque- line Lawler. Staff present were City Manager Jimmy G. Gilmore and City Secre- tary June G. Krause. #1 BID AWARD: Mr. Gilmore explained that when we first went out for bids on the new water well at the Nacogdoches site, we did not receive any bids, so the opening date was extended. At that time, bids were mailed to eight prospective bidders. The only two responding were Frank Rosenkranz and Son, in the amount of $48,000; and Alsay-Texas, in the amount of $130,000. We believe this last bid was just a curtesy bid. Both the Engineer and City Staff had revealed the Rosenkranz Company is not only experienced and well thought of but are very knowledgable of this area. The Engineer recommended accepting the Rosenkranz bid. It was determined that the bid was a turnkey bid as far as drilling the well but does not include the pump or motor. These would be paid from bond money. Mr. Howe moved to let the job go to Rosenkranz for $48,000 based on the actual bid sent to them. Mrs. Lawler seconded the motion which carried with the following vote: AYES: Councilmembers Duffield, Howe, Taylor, Sawyer and Lawler NAYS: None ,I ) ) r " #2 ORDINANCE: The Mayor introduced and read the caption of the fOllowing stated ordinance. AN ORDINANCE PROVIDING FOR THE EXTENSION OF THE BOUNDARY LINES OF THE CITY OF SCHERTZ, TEXAS, BY THE ANNEXATION OF A TRACT OF LAND CONTAINING 124.5 ACRES MORE OR LESS OUT OF COMAL COUNTY. Mr. Sawyer moved this this annexation move forward by approving the first reading of the ordinance. Mrs. Lawler seconded the motion which carried with the following vote: AYES: Councilmembers Duffield, Howe, Taylor, Sawyer and Lawler NAYS: None ,/ I )/)J~' #3 COMMUNICATION TOWER: Mr. Gilmore explained that a new Communication Tower can be installed at the Nacogdoches well site for approximately $5,000. This would include the $3,780 for the tower plus the base, ankers etc. being done in house. Council discussed the possibilities of renting space, with Mr. Steve Simonson and Mike Lawler giving them an update of their findings and possibilities. They discussed the possibility of some type of warning system as far as vandals are concerned. 6 Mrs. Taylor moved to approve the expenditures necessary for the Communications Tower. Mr. Sawyer seconded the motion which carried as follows: ~ AYES: Councilmembers Duffield, Sawyer, Howe, Taylor and Lawler ~" NAYS: None \J #4 GENERAL DISCUSSION: Mrs. Krause advised Council that upon discussing the proposed charter amendments with the City Attorney, it was discovered we would be unable to hold an election on these amendments in April along with the General election. The statutes states that charter amendments can only be voted on every two years. As the election in 1979 was held on April 7th and the election this year will be on April 4th, that is 3 days short of the required two years. Council agreed that the pro- posed amendments could be carried over until the 1982 April election. With reference to the inquiry about getting a straight telephone line to the New Braunfels phone system to enable our newly annexed citizens faster and cheaper access to the Schertz Municipal phone numbers, Mr. Gilmore explained the cost would be $121.10 for installation and then a basic monthly rate of $210.70. Staff had also investigated the possibility of a watts line but found it far exceeds our present long distance billing. Mr. Gilmore said that he apparently overlooked advising the Council that he had authorized the purchase of a mini-dump for the Public Works Department. That Department was able to bring to conclusion a project under the budgeted figure, so he had used that money for this expenditure. After further dis- cussion, Council agreed that was good management judgement. Mr. Gilmore also handed out the audit reports for the past fiscal year. The auditor will present these formally to the Council at the February 3, 1981 meeting and be available for questioning. ~' '. Council discussed ways of being notified of County Commissioner'meetings, especially as it would effect the recent bond election for County hospital improvements. Mrs. Lawler reported on a County Commissioners meeting she had attended that morning on this subject. #5 ADJOURNMENT: 8:06 P.M.
