ATTEST: c:k:. _ ~ ~retarY"City of Schertz SPECIAL MEETING OF THE CITY COUNCIL FEBRUARY 9, 1981 The Schertz City Council convened in Special Workshop Session, Monday, February 9, 1981 at 7:00 P.M. in the Conference Room of the Municipal Complex 1400 Live Oak Road with the following members present: Mayor Jack M. Stomac- kin, Sr., presiding; Richard L. Howe; Barbara Taylor; Earl W. Sawyer and Jacqueline Lawler. City Staff present: City Manager Jimmy G. Gilmore and City Secretary June G. Krause. #1 G.V.E.C.: Mr. George Barnard, representing Guadalupe Valley Electric Cooperative, was present to answer questions of the City Council. The questions mainly concerned the recent rate increase approved by the PUC and City Council and the effective date of the increase. Some members of the Council was of the opinion the rate increase was reflected as being retroactive on the recent February 1st billing by GVEC. Mr. Gilmore was asked to get the City Attorney's opinion concerning the wording of the ordinance as passed on March 27, 1981. #2 ORDINA~CE: The Mayor introduced and read the following captioned ordinance: AN ORDINANCE ESTABLISHING SPEED LIMITS ON FM 3009 FROM THE NORTHWEST CITY LIMITS OF SCHERTZ SOUTHEASTERLY TO THE INTERSECTION OF FM 78 IN THE CITY OF SCHERTZ, TEXAS, AND REPEALING ALL ORDINANCES IN CONFLICT. f I I I I , I- I ,..--~ 11 r-- Mrs. Lawler moved this ordinance be accepted on the first reading. seconded the motion which carried with the following vote: Mr. Sawyer AYES: Councilmembers Duffield, Taylor, Howe, Sawyer and Lawler NAYS: None / {I rJ- c.' #3 ORDINANCE: The Mayor introduced an ordinance revising certain sections of the Traffic Control Ordinance. Mr. Gilmore explained that some of the sections concerning traffic lights placed by the Highway Department was confirmation of work already accomplished. The new portions of the ordinance concerned Traffice Control devices and speed limits on Maske Road. Council discussed the necessity of some of the limitations and asked that this ordinance be placed on the next agenda for further consideration. #4 ORDINANCE: Mayor Stomackin introduced an ordinance providing key security for the Municipal Complex buildings. Council discussed at length the recommendations of the City Manager, adding suggestions, such as the possibility of a camera to cover the gas tank and SAFES building at the rear of the complex. #5 ORDINANCE: Mr. Gilmore advised there had been several inquiries regarding tax exemptions for the disabled other than veterans. He had contacted other cities in the area and found that two of the six contacted did allow these exemptions. One allows $8,000 exemption and the other the minimum $3,000 exemption. He stated if the Council decides this should be allowed, each request would be evaluated on its on merit, based on verification of disability and would be on a year to year basis. Council requested Mr. Gilmore to pursue this ordinance recommendation further. #6 GENERAL DISCUSSION: Mr. Howe requested the City Manager to check as to why there was not a speed sign on FM 3009 west of I 35. Mr. Duffield asked the City Manager to expand his monthly financial report to include such revenues as sales tax and permit fees. He also complimented Mr. Gilmore on his very good annual report.
