REGULAR MEETING OF THE CITY COUNCIL
FEBRUARY 17, 1981
The Schertz City Council convened in Regular Session, Tuesday, February 17,
1981, at 7:00 P.M. in the Council Chambers, 1400 Live Oak Road with the
following members present: Mayor Jack M. Stomackin, Sr., presiding; Jeff
Duffield; Barbara Taylor; Richard L. Howe; Earl W. Sawyer and Jacqueline
Lawler. Staff present were City Manager Jimmy G. Gilmore and City Secretary
June G. Krause.

#1 APPROVAL OF MINUTES: A. Mr. Sawyer moved the minutes of the Regular
meeting of February 3, 1981 be approved.
Mrs. Lawler seconded the motion which carried with the following vote:
AYES: Council members Duffield, Taylor, Howe, Sawyer and Lawler
NAYS: None
B. Mrs. Lawler moved to approve the minutes of the Special Meeting of Febru=
ary 9, 1981. Mr. Sawyer seconded the motion which carried with the following
vote:
AYES: Councilmembers Duffield, Taylor, Howe, Sawyer and Lawler
NAYS: None
#2 HEARING OF RESIDENTS: There were no residents wishing to be heard.
#3 ORDINANCE: The Mayor introduced the following captioned ordinance:
ORDINANCE NO. 81-E-5
AN ORDINANCE BY THE CITY COUNCIL OF THE CITY OF SCHERTZ, TEXAS,
CALLING AN ELECTION TO BE HELD ON APRIL 4, 1981, FOR THE PURPOSE
OF ELECTING THREE (3) COUNCILMEMBERS.. .

Mr. Sawyer moved this ordinance be approved on final consideration. Mrs.
Lawler seconded the motion which carried with the following vote:

.#4 ORDINANCE: Mayor.Stomakcin introduced the read the caption on the
following ordinance:
ORDINANCE NO. 81-D-6
AN ORDINANCE ESTABLISHING SPEED LIMITS ON FM 3009 FROM THE NORTH-
WEST CITY LIMITS OF SCHERTZ SOUTHEASTERlY TO THE INTERSECTION OF
F.M. 78 IN THE CITY OF SCHERTZ, TEXAS, AND REPEALING ALL ORDINANCES
IN CONFLICT.
Mrs. Lawler moved this ordinance be approved on the final consideration.
Mr. Sawyer seconded the motion which carried as follows:

#5 ORDINANCE: The Mayor introduced the following ordinance as an emergency
measure and read the caption as follows:
ORDINANCE NO. 8l-D-7
AN ORDINANCE OF THE CITY OF SCHERTZ, TEXAS, PROVIDING THAT THE
CODE OF ORDINANCES BE AMENDED BY REVISING SECTIONS 18-32, 18-58,
18-76 AND 18-91 OF SAID CODE PROVIDING ADDITIONAL TRAFFICE LIGHTS
ON FM 78; ESTABLISHING MAXIMUM LIMITS ON SPECIFIC STREETS, PARK-
ING PROHIBITIONS; AND DECLARING AN EMERGENCY.
Mr. Duffield moved this ordinance be approved as an emergency measure.
Taylor seconded the motion which carried with the following vote:

#6 EXECUTIVE SESSION: None needed at this time.
#7 CITY MANAGER'S REPORT: Mr. Gilmore announced the Council had received
an invitation to attend the Cub Scout Pack 18
Blue & Gold Banquet to be held on February 26 at 7:00 P.M. at the V.F.W. Hall.
He advised that Commissioner Ackermann would like to have the Council IS nomi-
nation for a Guadalupe County Hospital Board member this week. Mr. Sawyer
nominated Mr. Mike Lawler for this position with the general concensus of the
Council being in favor of the nomination. Mr. Gilmore was instructed to so
notify the County Commissioner's Court.
Mr. Gilmore reminded the Council that Financial Advisory Tom Anderlitch would
meet with the Council on Monday, March 16,1981.
#8 ITEMS BY COUNCIL: Mr. Duffield said that he appreciated Mrs. Lawler
going to all the County Commissionerls meetings
and reporting back to Council. He also suggested a letter be sent to the
Commissions Court Clerk that Schertz request to be sent copies of their agendas,
with a copy of the letter going to Mr. Ackermann.
Mr. Duffield also asked about the progress of the Industrial Development Committee.
Mr. Gilmore said they were meeting this same night and the Council should be
getting some formal information by the end of March. He also said he had talked
with the peopl e at DPD and they have a 11 thei r plans done to the 1 east detai 1
but their hold up right now is money.
Mr. Duffield also asked if anything more had been presented concerning the
Community Center use potential. The City Manager said the Council would pro-
bably be getting a request by the Senior Citizens as they could be getting a
grant to rehab the kitchen area in order to use the Center for their hot meals
program.
In answer to Mr. Duffield's question as to the status of the Volunteer of the
month plans, Mr. Gilmore said he just had not implemented the plan as yet but
would get started on it soon.

Mr. Howe asked if the streets would be worked on now during the dry spell
and was told they would probably be fixed this week.
Also Mr. Howe was told that the speed sign on FM 3009 at intersection of 135
has been placed.
Mr. Howe asked about Mr. Coy Simmons progress. Mr. Gilmore said the high
interest rates were about all that is holding up that project.
Mr. Sawyer said that since so many residents of Schertz are getting letters
about the house numbering, perhaps we should put something in the newsletter
regarding the requirements, why, the size etc.
Mrs. Lawler, reporting on Commissioner's Court meeting, said that Judge Fleming
said as far as the Hospital was concerned, it was a dead issue; however, he
did table the question rather than cancel. Now they are discussing going to
the legislature to see about a ~% sales tax increase.
Mrs. Taylor asked what was the opinion of the City Attorney on the GVEC rate
increase ordinance. Mr. Gilmore said that in essence we do not have a leg to
stand on.
.#9 ITEMS BY MAYOR: Mayor Stomackin said that concerning the hospital,
there is no way the County could reverse the decision
of the voters but it can come back to the voters in one year. In his discussion
on this subject, he said that Schertz did not defeat the issue but Seguin
beat themselves and we should keep up our spirits in this city.
