ccreg 03-03-1981 Ib REGULAR MEETING OF THE CITY COUNCIL MARCH 3, 1981 The Schertz City Council convened in Regular Session, Tuesday, March 3,1981, at 7:00 P.M. in the Council Chambers, 1400 Live Oak Road with the following members present:Mayor Jack M. Stomackin, presiding; Barbara Taylor, Jeff Duffield; Richard L. Howe, Earl W. Sawyer and Jacqueline Lawler. Staff present City Manager Jimmy G. Gilmore and City Secretary June G. Krause.. PUBLIC HEARINGS: The purpose of the public hearings, advised the Mayor, is to allow citizens to give their views on the following proposed annexations: A. Mayor Stomackin opened the public hearing, explaining Tract A concerns a 103.65 acre tract of land, more or less, being situated in the Rafael Garza and Calvin P. Abbott Surveys out of the counties of Comal and Guadalupe. He then pointed out oh the map the location of this proposed annexation. As there were no citizens wishing to give their views on this annexation, the Mayor closed the public hearing at 7:06 P.M. B. The Mayor immediately opened the public hearing on the proposed annexation of 331.35 acres of land, more or less, in the Rafael Garza and the Calvin Abbott Surveys, out of Comal and Guadalupe Counties. The following people spoke against the proposed annexation. All of them asking what services they would be getting for the additional tax dollars. The Mayor explained they would be getting the police and fire protection as other citizens, plus garbage service and utilites when available. 1. Mrs. Amy P. Jordan 2. H.P. Bussey 3. August Masar 4. Reagan Heitkemp There being no further discussion on the proposed annexation, Mayor Stomackin declared the public hearing closed at 7:56 P.M. C. Mayor Stomackin immediately opened the public hearing on the Tract C proposed annexation, which consists of 130.35 acres of land, more or less, in the Rafael Garza and the J.F. Zepeda Surveys, out of Comal County. There being no citizens wishing to speak directly to this proposal, the Mayor closed the public hearing at 7:58 P.M. At this point, Mayor Stomackin called a recess. The meeting was reconvened at 8:10 P.M. #1 APPROVAL OF MINUTES: Mrs. Lawler moved the minutes of the Regular meeting of February 17, 1981 be approved. Mr. Duffield seconded the motion which carried with the following vote: 16 AYES: Councilmembers Duffield, Taylor, Howe, Sawyer and Lawler NAYS: None #2 HEARING OF RESIDENTS: Those citizens wishing to speak on agenda items and those having matters they wish to discuss which have not previously been submitted to the City Manager will be heard at this time. There were no residents wishing to be heard. #3 911 CONTRACT: Mr. Gilmore explained that the City budgeted $1200 for the 1980-81 911 contract, with the cost indicated on the contract being $1,148.77. This is a five-year contract with a termination clause allowing the city to terminate with 30 day notice. The contract also has a stipulation whereby they will add cost of living increases annually if needed. He stated he had discussed 911 with SAFES, who deferred to the Police Department and the Fire Department. The fire Department had one documented problem. The Police received 108 calls on 911 from March 1980 to December 1980; five or six calls were not properly 911 emergency calls. Problems of a year ago have been corrected. They believe 911 is working. The cost per call last year was $8.83 per call. This cost goes down as calls go up. Mrs. Taylor asked how many total calls the Police Department received. Gene Schoonover, Chief of Police, said they receive approximate 300 per month. Mrs. Taylor said this was a small number of calls using 911. Chief Schoonover explained they encouraged people to use the regular emergency numbers rather than the 911, reserving that number for the sightless, small children and new comers/ visitors. After further discussion by Council, Mr. Duffield moved to table this item at this time. Mr. Sawyer seconded the motion which carried with the following vote: 6 \ ;' ~ ~ AYES: Councilmembers Duffield, Taylor, Howe, Sawyer and Lawler NAYS: None #4 EXECUTIVE SESSION: There was no need for an executive session. #5 CITY MANAGER'S REPORT: Mr. Gilmore handed out the Library sections to the annual report. He reported that the wind had partially torn off the roof of the small building on Oak Street used by the Alcohol Abuse people. He also reported that as of this date the drillers had cased the first 170 feet of the new well and were continuing at a steady pace. The finished well should be approximately 650 feet, which is deeper than any present San Antonio well. #7 ITEMS BY MAYOR: Mayor Stomackin informed Council that he would not be able to be at the next regular Council meeting as he would be in a school in Austin. He also advised that the City would be observing Government Day on the 17th of March, in case any Councilmembers could be available that day to help the students understand city government. i ,Ji 17 ~ #6 ITEMS BY COUNCIL: Mr. Duffield asked the City Manager to have some type of report on 911 and the WATTS line, for the next workshop. He also asked the status of the antenna - Mr. Gilmore said we I are waiting for the well drilling equipment to be moved before installing it.. Mrs. Taylor asked if we could try improving our presentation at public hearings by using flip charts, etc. in order for the Council and the citizens to know the exact area in question. She felt that some of the people protesting at the last public hearing did not reside in the area being proposed for annexation. Mr. Howe said that he had again talked to Mr. Tobin about getting a topo map but they have lost the numbers. If we can furnish those numbers to him, he feels they will furnish up-to-date topo maps for us. Mayor Stomackin advised that the City of Seguin has purchase a new building for their PD and plan to install 1 or 2 additional telephone lines into the San Antonio area. That way we will not have to pay toll for calling the County Attorney. Mr. Sawyer briefed the Council on Library activities, including a presentation by Mr. Johnson of the Highway Department on the IIFriends of Library Groupll and the upcoming Library Book Sale on the 27th, 28th and 29th of March. -- Mrs. Lawler reported that the County tax issue is hanging loose at the moment and that if they decide to raise taxes, they would have to have a public hearing probably in August, for the 10~/$1.00 tax for the hospital district. Mr. Gilmore reported that the County had been notified that we would like to receive copies of their agendas and the County Clerk has been calling the City Secretary giving her the agenda items.
