ccss 03-12-1981 18 SPECIAL MEETING OF THE CITY COUNCIL MARCH 12, 1981 The Schertz City Council convened in Special Meeting, Thursday, March 12, r-- 1981 at 7:00 P.M. in the Conference Room of the Municipal Complex, l400 Live Oak Road with the following members present: Mayor Jack M. Stomackin Sr., presiding; Barbara Taylor, Jeff Duffield; Richard L. Howe; Earl W. Sawyer and Jacqueline Lawler. Staff present were City Manager Jimmy G. Gilmore and City Secretary June G. Krause. #l WORKSHOP DISCUSSIONS: A. 911 CONTRACT: Council discussed the different benefits and non-benefits of the 911 telephone system. One of the things discussed was the direct New Braunfels line for the benefit of those citizens in the newly annexed areas and the fact that this direct line cannot be used for 911 calls; After discussion, it was Council concensus to proceed with the direct line and consider extending the 911 contract. B. Bonding: Mr. Gilmore stated that Mr. Anderlitch does not have a lot of hope of receiving any bids - much less good bids on the bonds under consideration for the water improvements. Answering Mr. Sawyer's question, Mr. Gilmore said there was money available for'the well even if the bids are not available. C. Annexations. In considering the proposed annexations along I35, Mr. Gilmore informed the Council that he had received a possible request for a moratorium on taxes for a small parcel of land in the proposed annexation. He explained that the Council does not have to consider a straight seven year moratorium but whatever term they deemed necessary or fitting. Also.there are other type of concessions that can be given an industry. Council discussed the need for guidelines concerning the granting of a tax break - that just because a company wants to build on 135 does not mean it should be considered for a moratorium. ------- I D. Coy Simmons. Mr. Gilmore said that Mr. Simmons is breaking ground on Unit III. Unit IV is still creating problems with both the City and Mr. Simmons; mainly the entrance on Circle Oak and FM 3009. As the agreement with Mr. Simmons is several years old, something needs to be done soon. #2 GENERAL DISCUSSION: Mr. Gilmore advised Council that he has talked to Mr. Von Scheele, who is interested in building some garden homes in the area near where CCMA is building. He seems to be in the mood to start building again and says that now that Schertz has a more progressive City Council, this is the place to start. Mr. Sawyer said that he had met with the Alamo Council on Aging from AACOG, along with Mr. Gilmore. Since the City is getting pressure to use the Community Center for the senior citizens lunch program, he was told that the money was available to refurbish the kitchen area~ If we ask for money to provide for the senior citizens, it is available; but the Center I ~ . f 19 could still be used as it is being used now. There are several ways it could be done - such as dividing the large room into three separate rooms by adding folding walls. Part of the building could be used for the library, part for senior citizens and part for renting out. Mr. Gilmore announced that Student Government Day would be March 17th, starting at 9:00 AM, with noon luncheon at about 11:30 and a mock Council meeting at 3:30 P.M. Mrs. Lawler and Mr. Howe said they would both be available a 11 day. Mr. Gilmore also announced the resignation of Mr. Aguilar from the Planning and Zoning Commission with perhaps another one of two resigning. Perhaps the Council would like to look at the make-up of the Commission at this time. The City Manager also advised that the SAFES Director needs an assistant very quickly. He can't take leave because there is no one to leave in charge and if he got sick, the City would really be in trouble. After discussion it was Council concensus to advertise for an assistant now. Mrs. Lawler advised that donations are being accepted now for new pagers for SAFES if anyone cares to donate. A street sweeper demonstration was announced for Tuesday evening at 5:30 PM. Also the Business Club is going to donate a live Christmas tree for in front of the Municipal Building. It will be presented this next week, if possible.. Mayor Stomackin announced that Mr. Deloney has volunteered to draft maps of the City for us free. He is now in the process of getting maps on the water lines, etc. Going back to the P&Z Commission, Mr. Sawyer suggested Council should appoint a Chairman as soon as possible.
