Te as ATTEST: ~r~t~ ~ ':,'1 ~~nertz SPECIAL SESSION OF THE CITY COUNCIL MARCH 17, 1981 The Schertz City Council convened in Special Session, Tuesday, March 17, 1981 at 7:00 P.M. in the Council Chambers with the following members present: Mayor Pro Tem Richard L. Howe, presiding; Jeff Duffield; Barbara Taylor; Earl W. Sawyer and Jacqueline Lawler. Staff present: City Manager Jimmy G. Gilmore and City Secretary June G. Krause. After calling the meeting to order, Mayor Pro Tem Howe welcomed everyone present and explained that this day was Student Government Day in which High School students from the Government class acted as Mayor and Council as well as other City employees for the Day. He then asked the Student Mayor Mary Huffman to introduce her Council: Mayor Pro Tem Jody McLeod, Council- members: Place 2 Mae Malear, Place 3 Pat Galindo, Place 4 Larry Ball, Place 5 Kathy Phelps, City Manager Carol McFarland and City Secretary/As'st. City Manager Cindy Delgado. These students had held a Council Meeting earlier in the day using the same agenda and were sitting in to see how the City Council handled the same issues. A portion of their meeting was played for the benefit of those unable to attend the earlier meeting. #1 APPROVAL OF MINUTES: Mrs. Lawler asked that the sixth paragraph on page 17 of the minutes of March 3, 1981, be amended to show the proposed hospital district tax would be 10~/$100 valuation rather than the 10~/$l.00 as shown. Mr. Sawyer the moved the minutes of the Regular Meeting of March 3,1981, be approved as amended. Mrs. Lawler seconded the motion which carried with the following vote: AYES: Councilmembers Duffield, Taylor, NAYS: None , Sawyer and Lawler "-- ! I I I #2 HEARING OF RESIDENTS: Mr. Kenneth Place, Government teacher at I j Samuel Clemens High School and sponsor of Government Day, expressed his appreciation and thanks to the City of Schertz Council and Staff for their kindness and generosity in the Student Day activities. 23 Mayor Pro Tern Howe recognized the Pack #512 Boy Scouts in the audience who are attending as a part of the citizenship badge. - I; The following people again expressed their objections to the proposed annex= ations by the City of Schertz: Mrs. Amy Jordon, Glenn Morris, John Fuhrman, Elgin Ott, H.B. Bussey and Mr. Majesky. #3 ORDINANCE: The Mayor Pro Tem intorduced the ordinance on the proposed annexation of 103.65 acres of land out of Comal and Guadalupe Counties, with the City Secretary reading the caption as follows: AN ORDINANCE PROVIDING FOR THE EXTENSION OF THE BOUNDARY LINES OF THE CITY OF SCHERTZ, TEXAS, BY THE ANNEXATION OF A TRACT OF LAND CONTAIN- ING 103.65 ACRES OF LAND, MORE OR LESS, OUT OF THE COUNTIES OF COMAL AND GUADALUPE Mr. Sawyer moved this ordinance on the proposed annexation of 103.65 acres of land out of Comal and Guadalupe Counties be approved on the first reading. Mr. Duffield seconded the motion which carried with the following vote: AYES: Councilmembers Duffield, Taylor, Sawyer and Lawler NAYS: None 1'1 ' - ' ' #4 ORDINANCE: Mayor Pro Tem Howe introduced the ordinance on the pro- posed annexation of approximately 331.35 acres of land out of Comal and Guadalupe Counties, with the City Secretary reading the caption as follows: AN ORDINANCE PROVIDING FOR THE EXTESION OF THE BOUNDARY LINES OF THE CITY OF SCHERTZ, TEXAS, BY THE ANNEXATION OF A TRACT OF LAND CONTAINING 331.35 ACRES, MORE OR LESS, OUT OF COMAL AND GUADALUPE COUNTIES. Mr. Sawyer moved the first reading of an ordinance on the proposed annexation of approximately 331.35 acres of land out of Comal and Guadalupe Counties be approved on the first reading. Mrs. Lawler seconded the motion which carried with the following vote: Ii AYES: Councilmembers Duffield, Taylor, Sawyer and Lawler NAYS: None 3L1- #5 ORDINANCE: Mr. Howe introduced the ordinance on the proposed annexation of approximately 130.3 acres of land out of Comal County, with the City Secretary reading the caption as follows: AN ORDINANCE PROVIDING FOR THE EXTENSION OF THE BOUNDARY LINES OF THE CITY OF SCHERTZ, TEXAS, BY THE ANNEXATION OF A TRACT OF LAND CONTAINING 130.3 ACRES MORE OR LESS OUT OF COMAL COUNTY; Mrs. Lawler moved to accept the first reading of an ordinance on the proposed annexation of 130.3 acres of land, more or less, out of Comal County. Mr. Sawyer seconded the motion which carried with the following vote: 24 ~\ \' :? S ,.';J ~) ;\ 33 AYES: Councilmembers Duffield, Taylor, Sawyer and Lawler NAYS: None #6 911 CONTRACT: Mr. Gilmore said he was unable to obtain any additional information on the 911 system. Council discussed the pros and cons, with Mrs. Taylor saying she still had some doubts as to the effectiveness of the system. r-- I Mr. Sawyer then moved to continue the service with 911 and the City Manager be authorized to sign the contract. Mr. Duffield seconded the motion which carried with the following vote: AYES: Councilmembers Duffield, Taylor, Sawyer and Lawler NAYS: None Mr. Howe asked that the City Manager advise the Counil when the next budget is being discussed and to keep monitoring the system and have evidence available. #7 BALLOT COUNT: Mr. Sawyer moved the ballot count as submitted by Mrs. Krause be approved with Ballots numbers l-25 being used for absentee voting and ballots numbers 26-1500 being used on Election Day. Mrs. Lawler seconded the motion which carried as follows: AYES: Councilmembers Duffield, Taylor, Sawyer and Lawler NAYS: None #8 EXECUTIVE SESSION: None needed at this time. #9 CITY MANAGER'S REPORT: Mr. Gilmore handed out the monthly Finan- cial reports. The only other item he had was to say that the student Government Day went very well. c_ I #10 ITEMS BY COUNCIL: 1. Mr. Sawyer reminded Council of the Library film presentation by Gary Johnston of the State Department of Highways on March 19th at 7:00 P.M at the Library Building. Also the Library will be holding their annual book sale at the Community Center on March 27, 28 and 29th. 2. Mr. Duffield said he was sorry he could not attend Government Day, that he felt he missed much more than the students gained. 3. Mrs. Taylor expressed her delight at having the students for Government Day and that she was happy to see the scouts in attendance. 4. Mrs. Lawler also said she enjoyed being with the student ,all day and was impressed with the group. #11 ITEMS BY MAYOR: Mayor Pro Tem Howe expressed his admiraton for the students also. He then recognized Claire Gilbert of the Weekly Herald, who asked that Council instruct Mrs. Krause to notify the newspapers when something of interest is coming up. There have been times recently when the papers were not notified. Mr. Howe assured her this would be done, that he had already discussed this with both the City Manager and City Secretary. ,---, I I : ,i &)5 ~J I- I Mr. Sayer asked if anyone had notified the newspapers about the "Meet the Candidates" night. #12 ADJOURNMENT: 7:55 P.M. Stomackin, Sr., pre- siding; Jeff Duffield; Barbara Taylor; Earl W. Sawyer and Jacqueline Lawler. Absent: Mr. Richard L. Howe. Staff present City Manager Jimmy G. Gilmore and City Secretary June G. Krause. #1 ORDINANCE: The Mayor introduced an ordinance canvassing the results of the April 4th General Election as an emergency measure, reading the caption as follows: ORDINANCE NO. 81-E-13 AN ORDINANCE BY THE CITY COUNCIL OF THE CITY OF SCHERTZ, TEXAS, CANVASSING THE RETURNS AND DECLARING THE RESULTS OF THE CITY OFFICERS ELECTION HELD IN SAID CITY ON THE 4TH DAY OF APRIL, 1981, AND DECLARING AN EMERGENCY. Mr. Sawyer moved this ordinance canvassing the returns of the election of April 4th, 1981 be approved as an emergency measure. HOWE ARRIVED AT 7:05 P.M. #2 STREET SWEEPER: The City Manager presented the maintenance record of the Wayne Street Sweeper, which was purchased in February 1972, showing a cost to the City of $8,851.17 since October of 1977 when records were first kept on the sweeper.
