REGULAR MEETING OF THE CITY COUNCIL
APRIL 21, 1981
The Schertz City Council convened in Regular Session Tuesday, April 21,
1981 at 7:00 P.M. in the Council Chamber, 1400 Live Oak Road with the
following members present: Mayor Jack M. Stomackin, Sr., presiding;
Richard L. Howe; Barbara Taylor; Mayor Pro Tem Jeff Duffield; Earl W.
Sawyer and Jacqueline Lawler. Staff: City Manager Jimmy G. Gilmore and
City Secretary June G. Krause.
#1 APPROVAL OF MINUTES: A. Mrs. Lawler moved the minutes of the
Special meeting of April 6, 1981 be
approved. Mr. Howe seconded the motion which carried with the following
vote:
AYES: Councilmembers Howe, Taylor, Duffield, Sawyer and Lawler
NAYS: None
B. Mr. Sawyer moved the minutes of the Regular Meeting of April 7, 1981
be approved. Mr. Howe seconded the motion which carried with the following
vote:
AYES: Councilmembers Howe, Taylor, Duffield, Sawyer and Lawler
NAYS: None
C. Mr. How moved the minutes of the Special Meeting of April 8, 1981
be approved. Mrs. Taylor seconded the motion which carried as follows:

#2 HEARING OF RESIDENTS: None
Mayor Stomackin read and signed a proclomation declaring the week of May
10-16 "City Secretaries Week".
#3 RESOLUTION: Mayor Stomackin introduced a resolution and read
the caption as follows:

A RESOLUTION BY THE CITY COUNCIL OF THE CITY OF SCHERTZ, TEXAS,
ACKNOWLEDGING THE DESIGNATION OF WASTEWATER TREATMENT MANAGEMENT
AGENCY' FOR THE OPERATION AND MAINTENANCE OF THE SEWAGE COLLECTION
SYSTEM OF THE ASSIGNED SERVICE AREA AND CARRYING OUT SUCH APPRO-
PRIATE SECTIONS OF THE AREAWIDE WASTEWATER TREATMENT MANAGEMENT
PLAN FOR THE SAN ANTONIO 208 PLANNING AREA CONSISTENT WITH THE
CITY'S FINANCIAL CONDITION AND NEEDS IN RESOLVING WASTEWATER
COLLECTION CONCERNS..
Mr. Sawyer moved this resolution designating City of Schertz as Wastewater
Treatment Management Agency be approved. Mrs. Lawler seconded the motion
which carried with the following vote:

#4 SEWER RATES: Mayor Stomackin requested this item be tabled for
the time being.
#5 BUDGET AMENDMENTS: Mrs. Taylor moved the budget amendments as
outlined in the City Managers notes be approved.
Mr. Duffield seconded the motion which carried with the following vote:

#6 EXECUTIVE SESSION: Mr. Sawyer requested the Mayor call an Execu~
tive Session under Article 6252-17 V.T.C.S.
as amended, Section 2 (g). The Executive Session was called at 7:06 P.M.
The Regular meeting was reconvened at 7:44 P.M
Mr. Sawyer moved the City Manager's salary be increase to the amount dis-
cussed in Executive Session. Mrs. Lawler seconded the motion which carried
with the following vote:

#7 CITY MANAGERIS REPORT: Mr.Gilmore advised Council the City had re-
ceived $475.00 Bond money at 11:30 this
morning, stating that since we had insisted the bonds be dated February 1st,
we also received $10,273.00 in earned interest, which the buyer had to pay.
This money was immediately placed in investments. The G.O. Bonds money
should be received by Wednesday of next week.
He also announced that he had allowed the use of the Council Chambers to
the Drug Abuse people for the showing of a 2 hour cablevision program
Sunday at 2:00 P.M
#8 ITEMS BY COUNCIL: Mr. Howe asked if we are going to have the well
in operation for this summer. Mr. Gilmore said
we hope to have in it operation by June. Mr. Howe also asked if the interest
earned on the CDs could be put on the monthly financial reports. Mr. Gilmore
said he would like to give Council this information when he presents the
preliminary proposed budget in May.
Mr. Sawyer asked about when the next leg of annexations would be commenced.
Discussion followed on the area to be annexed next, such as making a T at
the end of our ETJ on I 35 and protecting the railroad area to the northwest.
