Mr. Gilmore briefed the Council on Mr. Kistings views on the city requlrlng
a licensed plumber. He also briefed them concerning a proposed ordinance to
allow Social Security disability exemption, progress on the Nacogdoches well,
and interest shown in the street sweeper and a rodding maching by Burnet and
Marion.
#2 GENERAL DISCUSSION: Mr. Sawyer requested information concerning
the right of Reserve Officers to carry a
weapon. Discussed also was the ETJ agreement the City has been attempting
to reach with New Braunfels and the City1s proposed withdrawal from the Texas
Employment Commission. A consensus of the full council was given for Mr.
Gilmore to proceed with withdrawal from the program. Council recommended an
increased rate for persons carried by S.A.F.E.S. who are not in our contract
area. The proposed 1981/82 budget was passed out to Council and the first
Budget Workshop scheduled for June 8.

The Schertz City Council convened in Regular Session, Tuesday, May 19,1981,
at 7:00 P.M. in the Council Chambers, 1400 Live Oak Road with the following
members present: Mayor Jack M. Stomackin, Sr., presiding; Richard L. Howe;
Barbara Taylor; Earl W. Sawyer and Jacqueline Lawler. Absent: Jeff Duffield.
Staff present were City Manager, Jimmy G. Gilmore and Deputy City Secretary
Alice R. Austin.
#1 APPROVAL OF MINUTES: Mr. Howe moved to approve the minutes of the
Regular Meeting of May 5,1981. Mr. Lawler
seconded the motion which carried with the following vote:

#2 HEARING OF RESIDENTS: 1. Mr. Gene Riley addressed the council in
regards to the UA Columbia Cable Service. He
advised there would be a public hearing on Tuesday, July 7, 1981 at the Schertz
Community Center. Mr. Riley cautioned that non-use of the Public Access
Channels could result in UA Columbia scheduling other programing for these
channels.

2. Mrs. Sanchez addressed the Council in regards to the City furnishing
land on which the Humane Society could establish an animal shelter.
The Mayor advised Mrs. Sanchez that several sites had been checked on but
the City must wait to ascertain outcome of SB 291 before a commitment could
be made.
3. Mr. Odo Riedel addressed the Council concerning property owned by him
on Live Oak Road. Mr. Riedel advised he was willing to work with Council
and Planning and Zoning to come to an equitable agreement on what type of
buildings would be allowed on this site. Mr. Riedel requested his name be
placed on the agenda for the next Council Meeting.
#3 RESERVE APPOINTMENT: Chief Schoonover introduced Vicki Gail Slater
for consideration to appointment as a Police
Reserve. Earl Sawyer made the motion to accept Ms. Slater as a Police Reserve.
Mr. Lawler seconded the motion which carried with the following vote:

#4 BID AWARDS: A. Mr. Gilmore submitted the bid which had been received
from Industrial Disposal Supply for a street sweeper for
$48,000.00. Mr. Lawler moved the city accept the bid for $48,000.00. Mr. Howe
seconded the motion which carried with the following vote:

B. The Mayor introduced for consideration the acceptance of a bid for
Phase 2 at the Nacogdoches Plant Water Well from Pike Movers Inc. He explained
this was the only bid received. Mr. Howe made the motion to accept the bid
from Pike Movers, Inc. for $121,922.00. Mrs. Lawler seconded the motion which
carried with the following vote:

#7 ORDINANCE: The Mayor introduced and read the caption of an ordinance
amending the Code of Ordinances Section 19-38 and Section
19-41 as follows:

AN ORDINANCE BY THE CITY COUNCIL OF THE CITY OF SCHERTZ, TEXAS
PROVIDING THAT THE CODE OF ORDINANCES, CITY OF SCHERTZ, TEXAS,
BE AMENDED BY REVISING SECTION 19-38 AND SECTION 19-41 WHICH
PROVIDE FOR RESIDENTIAL USER CHARGE, PUBLIC SCHOOL USER CHARGE
AND DEPOSIT TO ASSURE PAYMENT.

that in six months the sewer rate user charge be reviewed in order to bring
the rate in line with that charged the City by CCMA. Mrs. Lawler seconded

EXPRESSING THE INTENT OF THE CITY TO TERMINATE THE PARTICIPATION
BY THE CITY OF SCHERTZ IN THE FEDERAL SOCIAL SECURITY SYSTEM.
Mr. Howe moved to accept the resolution terminating the city.s participation
in the Federal Social Security System. Mrs. Taylor seconded the motion which
carried with the following vote:

#10 CITY MANAGER1S REPORT~ Mr. Gilmore advised Council of a letter
received from Kiwanis Club outlining \ I,.
their Project Kiwanis 100, which is a program to volunteer up to lOO man
hours of labor to the City. Mr. Gilmore advised the Housing Authority
could use the service for painting and would furnish their own paint.
Council agreed for Mr. Gilmore to coordinate the project for the Housing
Authori ty.
Mr. Gilmore explained that work on the Nacogdoches well was coming not to
soon as the Nacogdoches and Universal City wells had pumped almost to capacity
on Monday.
Information was passed out by Mr. Gilmore to go with Budget.
Mr. Gilmore advised Council that Selma was getting a new plant which will
employ approximately 1000 people and that this should have some impact on
our area.
Mr. Gilmore explained that the reason S.A.F.E.S. was called to Ratama was that
the other organization who normally handles the service had requested S.A.F.E.S
to respond. He also advised that non-service areas were being notified that
S.A.F.E.S. would no longer re~pond in their areas.
#11 ITEMS BY COUNCIL: Mr. Howe requested Mr. Gilmore have staff look into
the zoning on Live Oak Road.
Mr. Sawyer requested information on how the city could pump more water than was
sold. Mr. Gilmore advised him that there had been a large leak in Greenfield
Village. Mr. Sawyer also requested a Municipal Court Report.
