SPECIAL MEETING OF THE CITY COUNCIL
JUNE 8, 1981
The Schertz City Council convened in Special Workshop Session, Monday,
June 8, 1981, at 7:00 P.M. in the Conference Room of the Municipal Complex,
1400 Live Oak Road with the following members present: Mayor Jack M. Stomackin,
Sr, presiding; Richard L. Howe; Barbara Taylor; Jeff Duffield; Earl W. Sawyer;
and Jacqueline Lawler. City Staff were City Manager Jimmy G. Gilmore and
City Secretary June G. Krause.
#1 BUDGET WORKSHOP: Before getting into general budget review, Council
met with members of the Library Advisory Board.
Mr. Sawyer started the discussion off by saying he had taken Mr. Gilmore's
comments on the budget to the Board and told them he did not think the City
could go along with their request for $8,000 for books and a secretary.
He said the Board felt that Mr. Gilmore's interpretation of the State law
was not the way they interpreted it with regards to in-kind expenses in
particular. There was discussion on whether they would have to include
a portion of Guadalupe County residents since they had received County Revenue
Sharing Funds. They said that since they did not spend the Revenue Sharing
money, they did not have to include the outside city limit residents who
share the library. The Board did say that State law requires that they
increase their book money by 6%. Mr. Gilmore said there was no problem with
rearranging their inter-department allocations of monies.

The Council then discussed difference portions of the budget in their initial
budget review.
The next budget workshop will be on the 15th day of June. They also set the
22nd of June as a Budget Workshop.
Council then set the Workshop meeting of July 20th as a joint meeting with
the Board of Equalization to give the Council's recommendations, especially
in regards to the tax rate for commercial vacant lots.
Council suggested it was time to again review the Municipal Complex keying
ordinance, since there may be a need to budget for this locking system change.
The date of June 23rd was set for a meeting with the I'ndustrialllDevelopment
Committee.
Mr. Gilmore reported that the County had voted to allow the Tax Assessor/
Collector to set up a sub-station in Schertz, starting sometime after the
4th of July. They will have one employee out here two time a week to
begin with, who will be selling license tags, transferring titles etc.
Council requested staff send letters of appreciation to Commissioners Turner
and Ackermann and to County Tax A/C. Ralph Giles.
Mr. Gilmore also said the Fire Department has approached him to get the
Councils feelings on helping to install a big bar-b-que pit near the large
pavilion in the park. If they could get a little financial help from the
City, they would furnish additional funds and labor plus materials for this
project.

The Schertz City Council convened in Special Workshop meeting Monday, June 15,
1981 at 7:00 P.M. in the Conference Room of the Municipal Complex, 1400
Live Oak Road with the following members present: Mayor Jack M. Stomackin,
Sr., presiding; Richard L. Howe; Barbara Taylor; Jeff Duffield; Earl W.
Sawyer; and Jacqueline Lawler. Staff were City Manager Jimmy G. Gilmore
and City Secretary June G. Krause.
#1 BUDGET WORKSHOP: Council continued their review of the proposed
Budget for Fiscal Year 1981-82.
During the discussion, it was brought out again that where possible Revenue
Sharing monies should be used primarily for capitol improvement items. Also
that the City Manager should notify the City of Selma that in the future
SAFES would not cover ambulance calls to that city as they do not participate
in the SAFES budget as other cities covered. The City Manager was also
instructed to institute a charge to other cities, when we house their
prisoners in our holding cells.
'- Council discussed the capitol improvement suggestions portion of the budget
and it was the concensus to take them up individually as the needs arise.
Mrs. Taylor had to leave the meeting at 9:03 P.M., saying that she concurred
with the budget as proposed.
Council then discussed future annexations and requested the City Manager
to contact the City of San Marcos as to their incentive program for enticing
industry into their community. Mr. Gilmore said he would also go to Austin
to talk to the Industrial Commission concerning the possibility of the
Industrial Bond situation.
The general concensus of the Council was that they approved of the budget
as discussed and that no further budget meetings would be needed prior to
