REGULAR MEETING OF THE CITY COUNCIL
JUNE 16, 1981
The Schertz City Council convened in Regular Meeting, Tuesday, June 16, 1981
at 7:00 P.M. in the Council Chambers, 1400 Live Oak Road with the following
members present: Mayor Jack M. Stomackin, Sr., presiding; Barbara Taylor;
Earl W. Sawyer and Jacqueline Lawler. Absent: Richard L. Howe and Jeff
Duffield. Staff present were City Manager Jimmy G. Gilmore and City Secre-
tary June G. Krause.
#1 APPROVAL OF MINUTES: A. Mrs. Lawler moved to approve the minutes
of the Regular Meeting of June 2, 1981.
Mr. Sawyer seconded the motion which carried with the following vote:

B. Mrs. Taylor moved to approve the minutes of the Special Workshop meeting
of June 8,1981. Mrs. Lawler seconded the motion which carried as follows:

#2 HEARING OF RESIDENTS: Mr. Scott Pearson addressed the Council
concerning an event he witnessed and became
involved in. On his way home from Randolph AFB on June 2, he saw a young man
running toward the railroad tracks being chased by a woman; after watching
a few' minutes, it became apparent that the man was trying to commit suicide
with the woman trying to prevent it. Mr. Pearson called the Schertz Police
and on relaying the message, he was dismayed when the dispatcher laughed, but
she did agree to send a patrolman. Mr. Pearson went back to see if he could
be of help and witnessed the woman pull the man off the tracks just before
he could be hit by a passing train. He was told that the man had just helped
bury his uncle that day and was very depressed and had gotten drunk. In re-
lating the events, it turned out the woman had time to go home and bring

back more relatives and get the young man into the car and drive off before
the police arrived and then it was an investigator in civilian clothes.
It turned out that the patrol car broke down and the investigator was called
as backup. Mr. Pearson, being extremely upset not only at the length of
time to answer a life and death call but at the dispatcher for laughing it
all off, went to the Police Department to file a complaint. He was told
by the Patrolman that the complaint would have to be made to the Chief of
Police, who was not available at that time. Mr. Pearson went back to the
PD the next morning to see the Chief and was told the Chief was in a meeting
and they could not make an appointment. Mr. Pearson made the third attempt
to report the complaint the following day and the Chief of Police was out
ill. He then decided to bring it to the Council.
Council commended Mr. Pearson for his efforts in behalf of the family and
assured him that corrective action would be taken in the case.
#3 MOBILE VILLA WATER RATES: Mr. & Mrs. K.C. Fink, operators of the
Mobile Villa Water System addressed
the Council asking for a pass-through increase in their water rates. This
as a result of the increase imposed on them by the City of Schertz. They
explained the improvements they had made in both administration and system
and said they were following the PUC guidelines for their requested increase.
Council ascertained that the complaints they had received in the pass with
the billing system had been corrected and apparently the citizens of Mobile
Villa are satisfied with the current system.
Mr. Sawyer moved that the Council approve the rate structure as presented
by Mr. & Mrs. Fink. Mrs. Lawler seconded the motion which carried with i '

#4 ORDINANCE: The Mayor introduced and read the caption on the
following proposed ordinance:

AN ORDINANCE REGULATING AND ESTABLISHING A PLANNED RESIDENT
UNIT DEVELOPMENT SUBDIVISION DESIGN STANDARDS; PROVIDING FOR
IMPROVEMENTS TO BE MADE OR GUARANTEED TO BE MADE BY THE SUB-
DIVIDER AND PRESCRIBING THE SPECIFICATIONS OF SUCH IMPROVEMENTS;
REQUIRING AND REGULATING THE PREPARATION AND PRESENTATION OF
PLATS TO THE CITY PALNNING COMMISSION AND SETTING FORTH THE
PROCEDURES TO BE FOLLOWED IN APPLYING THESE RULES, REGULATIONS
AND STANDARDS IN ORDER TO EFFICIENTLY SUBDIVIDE THE LAND WHILE
PRESERVING THE HEALTH AND INTEREST OF THE PUBLIC; PROVIDING

#5 ORDINANCE: The Mayor introduced and read the caption on the
proposed ordinance as follows:
ORDINANCE NO. 81-T-19
AN ORDINANCE BY THE CITY COUNCIL OF THE CITY OF SCHERTZ, TEXAS,
AUTHORIZING CERTAIN PERSONS WHO ARE DISABLED AND UNABLE TO WORK
AND DRAWING DISABILITY BENEFITS AS AUTHORIZED BY THE SOCIAL
SECURITY ADMINISTRATION TO BE ENTITLED TO AN AD VALOREM PROPERTY
TAX EXEMPTION ON THEIR PROPERTY LOCATED IN THE CITY OF SCHERTZ,
TEXAS, AS AUTHORIZED BY ARTICLE VIII, SECTION l-b (b) OF THE
TEXAS CONSTITUTION.
Mrs. Lawler moved to approve this ordinance on the final reading. Mrs.
Taylor seconded the motion which carried with the following vote:

#6 MEETING DATE CHANGE: Mr. Sawyer moved the Regular Meeting date
in July be changed from the 7th to the 6th.

#7 EXECUTIVE SESSION: Mayor Stomackin called an Executive Session
under Article 6252-17, Section 2 (g) of V.T.C.S.
at 7:55 P.M.
The Regular session was reconvened at 8:05 P.M.
Mr. Sawyer moved that the City Manager be instructed by the City Council to
look into the personnel aspects of Mr. Pearson's complaint. Mrs. Lawler
seconded the motion which carried with the following vote:

#8 CITY MANAGER'S REPORT: A. Mr. Gilmore advised that Mr. McClure
of the County Tax Appraisal Board
could not meet with the Council on the 20th of July as planned. He
suggested asking him to meet with the Council on June 30th immediately after
the public hearing. He suggested that Council set the date of July 14
tentatively as the date to meet with the Board of Equalization.
Also Mr. Gilmore had been contacted by the Randolph Area Veterans Association
that they would like to extend their November 7th parade into the Schertz
area this year. In the past it has been only in Universal City and, being

an area organization, they want to include Schertz. The parade would
start in U.C. on Aviation Bldg. and cross the low water crossing and
continue to our City park pavilion where they would continue the day's
activities.

#9 ITEMS BY COUNCIL: None at this time.
#10 ITEMS BY MAYOR: The Mayor announced the Pony Softball Tourna-
ment in our park on July 16 through 18th.
The City Manager advised Council it was brought up last weekend that he
has a need for walkie talkie type communications. His car would not
start last weekend, so he had no direct communications during the flood
waters. Mr. Sawyer asked the City Manager to look into the costs for
this as Council definitely saw the need for it.
