ccss 06-23-1981 55 SPECIAL MEETING OF THE CITY COUNCIL JUNE 23, 1981 ,- The Schertz City Council convened in Special Session, Tuesday, June 23,1981, at 7:00 P.M. in the Council Chambers, 1400 Live Oak Road with the following members present: Mayor Jack M. Stomackin, Sr., presiding; Richard L. Howe; Barbara Taylor; Jeff Duffield; Earl W. Sawyer and Jacqueline Lawler. Staff were City Manager Jimmy G. Gilmore and City Secretary June G. Krause. #1 Discussion and consideration of the proposed IDC Plan and Utility Extension Policy for the City of Schertz, Texas. Council met jointly with the members of the Industrial Development Committee. Chairman Harry B. Richburg explain the Plan, which gives a general outline of what Schertz has to offer. This information is what they intend sending to people interested in locating in Schertz' Industrial District, along with the brochure produced by the Texas Industrial Commission and one of our own. Council agreed it might be best for the City to set up their own corporation for Industrial Revenue Bonds rather than going through the Cibolo Creek Muni- cipal Authority. .~ The general concensus of Council was to approve the plan and the Utility Extension Policy with the changes made on items I-A, I-B, I-C-4 and II-B-2. The City Manager was asked to have a resolution to this effect ready for the next regular meeting of the Council. #2 GENERAL DISCUSSION: Mr. Sawyer advised that Mrs. Rita Sabo wished to speak to the Council at their July 21sti meeting on the semior citizen programs. She also had asked for the Community Center and park pavilion for some of their activities. The City Manager said he had already discussed this with her and there would be no fee charged. Mr. Gilmore called attention to anew.$ article stating that Gutierrez Disposal landfill would be shutting down garbage pickup service September lst and phasing out trash pickup shortly thereafter. He said that Gutierrez has al- ways done an exceptio~~ob for the City and we have had very few complaints against the company. He has contacted other cities involved and there will be a meeting soon to see what alternatives are available. Mr. Sawyer asked if we could request an extension of time (perhaps 6 months) in order for the cities to work something out. Mr. Gilmore was to send a request to the State Health Department for this extension. #3 ADJOURNMENT: On a motion by Mr. Howe, seconded by Mr. Duffield and unanimously vmeeting adjourned a. 7 . w' ~.
