SPECIAL SESSION OF THE CITY COUNCIL
JUNE 30, 1981
The Schertz City Council convened in Special Session, Tuesday, June 30,
1981 at 7:00 P.M. in the Council Chambers, 1400 Live Oak Road with the
following members present: Mayor Jack M. Stomackin, Sr., presiding;
Richard L. Howe; Barbara Taylor; Jeff Duffield; Earl W. Sawyer and
Jacqueline Lawler. Staff were City Manager Jimmy G. Gilmore and City
Secretary June G. Krause.

JOINT PUBLIC'ZONING HEARING: Mayor Stomackin opened the public
Hearing and welcomed those in

Mr. Linebarger asked Mr. Brooks to show on a map exactly the area in question
on the rezoning request by Mr. Odo Riedel to change from R-2, Single Family
Dwelling District to R-4 Apartment/Multi-Family Dwelling District, the first
508 feet from Pfeil Street, out of the G. Malpaz Survey No. 67 and out of the
Kock Addition, Lots 13-16, Block 6.
The Chairman also explained that this is simply a hearing, then the P&Z has
ten days to make their decision and get their recommendations back to the
City Council.
Mr. Riedel stated that this is the same request he had made last year for
the rezoning in order for him to build single story apartment complexes on
this property. There will be a total of 44 one bedroom apartments with
approximately 460 to 480 sq. ft. to each unit. They will be rented to
singles and couples - no children or pets - with very little grass area.
Mr. Rick Troberman, 823 Curtiss Avenue, spoke against the rezoning request.
He said he had been against it the last three years when it has come before
the public. The ones in his area are not against businesses in the area
but are against apartments as it would bring in too many people in one area.
He also asked what enforcement abilities the City would have over this
as they do not enforce the ordinances on the books at this time.
Mr. Robert H. Baughman, 700 Brooks, was concerned about the elementary school
adjacent to this area if this is approved. He also wanted to know the affect
it would have on the other property along Live Oak Road and if it would also
be rezoned for apartments.

Mr. John Gardner also spoke against the rezoning even though he does not
live within 300 feet of this particular tract. His concern was that once
this is rezoned, then the other two tracts adjacent to it would also go the
same way.
There being no further questions or comments from either the Planning and
Zoning Commission members or the City Council, Mr. Linebarger declared the
public hearing closed at 7:23 P.M.
Mayor Stomackin asked for a five minute recess at this time.

The meeting was reconvened by the Mayor at 7:30 P.M.
#2 COUNTY APPRAISAL DISTRICT: While waiting for Mr. McClure to arrive
the Executive Director, Mr. Norse Hall,
explained how he is setting up the records for the district. He estimated
there are about 35,000 parcels in the county and they are building a new
ownership map for the county at this time. They hope to take the school
district records and have two appraisers double check about 20% of the parcels
in our area for accuracy. He also stated that if the school records are found
to be fairly accurate, they will give some credit to the districts. All values
are to be leveled at 1978 market. A complete history of each parcel will be
maintained of all sales etc.; with this information available to the public.
Mr. McClure arrived and took over the presentation. He said they have bought
a computer system, have 13 employees, 4 of which are appraisers, with some
part time help. Although this year they had some one-time expenses, such as
the computer, furniture etc., they belive they can keep the budget as it was
last year even though next year there will more salary costs.
There followed a question and answer period. Mr. McClure said the effect on
each city's tax office would depend on the City Council decision as to whether
they wanted the county to collect taxes or keep that in the City. Most Tax
Assessors have multiple tasks. In the future, they would like to join with
the County Tax A/C in setting up an office here in Schertz with a terminal
where citizens could check on their property, render, pay taxes (as well as
license tags) etc. He said they would rely on receiving building permits
from the incorporated areas to keep their records updated and hoped the
County Commissioners could help keep the unincorporated parcels updated.
The Council thanked Mr. McClure and Mr. Hall for their presentation, after
which the Mayor recessed the meeting in order for the Council to move to the
Conference room for further business at 8:40 P.M.
The meeting was reconvened at 8:45 P.M. in the Conference Room by the Mayor.
# 3 GENERAL DISCUSSION: A briefing was given by Mr. Gilmore of industrial
development in the Naylor tract, after which
Council concensus was for Mr. Gilmore to pursue the recommendations as
presented.
#4 ADJOURNMENT:
9:19 P.M.
On a motion by Mrs. Lawler, seconded by Mrs. Taylor
and unanimously carried, the meeting adjourned at ;;
