ccss 08-17-1981 76 ,-\ (\ \ \ ') "tl I' SPECIAL SESSION OF THE CITY COUNCIL AUGUST 17, 1981 The Schertz City Council convened in Special Workshop Session, Monday, August 17, 1981, at 7:00 P.M. in the Conference Room of the Municipal Complex, 1400 Live Oak Road, with the following members present: Mayor Jack M. Stomackin, Sr., presiding; Richard L. Howe; Barbara Taylor; Earl W. Sawyer and Jacqueline Lawler. Staff present were City Manager Jimmy G. Gilmore and City Secretary June G. Krause. Also present: Council member Jeff Duffield. #1 BRIEFING: The Mayor, after opening the meeting, introduced Mrs. Lisa Hooks, of the State Department of Highways and Public Transportation, who briefed Council on the Randolph Region Trans- portation Plan. She explained that the first plan developed in 1972 by the six cities working together. This update was done without any con- sultations but::with the cooperation of the cities. She said it does not look feasable at this time to have our own mass transit system in this area. Mrs. Hooks also said that 40% of the 1972 plan has been completed and that an adendum will be forthcoming which will include an enabling ordinance and such things as curb cuts for disabled in subdivisions. I I , I I #3 #2 WORKSHOP: At this time, Mayor Stomackin asked to proceed to item #3 EXECUTIVE SESSION: Mayor Stomackin called an Executive Session under Article 6252-17, V.T.C.S., as amended, Section 2 (f) at 7:15 P.M. The Mayor called a recess of the Executive Session at 7:50 P.M. and the Council were joined by members of the Cibolo Creek Municipal Authority when the Executive Session was reconvened at 7:55 P.M. The Regular Meeting of the City Council was reconvened at 8:20 P.M. #4 Consideration of Water & Sewer Extension: Mr. Sawyer moved the Council authorize the City Manager to negotiate with the Authority along with cities and con- tractors involved for a sewer line along Maske Road along the lines dis- discussed in Executive Session. Mrs. Lawler seconded the motion which carried with the following vote: AYES: Councilmembers Howe, Taylor, Duffield, Sawyer and Lawler NAYS: None Mr. Sawyer then moved to proceed with Mobile Villa Water System as discussed in Executive Session; i.e. the expending of $25,000 to be spread over a period of three years and start with Irola and an 8" line as soon as feasible for our work force to begin work and also authorize Mr. Gilmore to spend $5,000 in the purchase of the water system of Mobile Villa if a gift of the Mobile Villa Water System is not forthcoming. Mrs. Lawler seconded the motion which carried with the following vote: (~ \ AYES: Councilmembers Howe, Taylor, Duffield, Sawyer and Lawler NAYS: None i I I I :\ ~" I I. r; .~ . 77 -- I #2 WORKSHOP: Mr. Howe asked what is wrong with the water pressure in Deer Haven. Mr. Gilmore advised that he would have someone check it out and would have the information the next night for him. Mr. Gilmore said that the question of new aerial maps had come up again and the need is very great. He had investigated and found that Internation Aerial photo Company could do a fly over and make new ones for us with one additional copy each for about $1300. Mr. Howe said he would again contact Tobin Aerial and find out if it was possible to get them any cheaper. Mr. Gilmore reported that this year we would have over a 52 million dollar tax roll. Mr. Howe asked about getting a tax certification of the rolls prior to passing the final reading of the budget ordinance. It was ex- plained to him that the roll was not certified by the BOE as yet and that the tax rate is usually set after the passage of the budget. It was also pointed out that if the budget ordinance is not passed prior to the 20th of August, it automatically becomes adopted. #6 ADJOURNMENT: On a motion by Mrs. Taylor, seconded by Mrs. Lawler and approved unanimously, the meeting was adjourned at 8:40 P.M. () c~ecretary, City bf Schertz, REGULAR MEETING OF THE CITY COUNCIL AUGUST 18, 1981 The Schertz City Council convened in Regular Session, Tuesday, August 18, 1981 at 7:00 P.M. in the Council Chambers, 1400 Live Oak Road, with the following members present: Mayor Jack M. Stomackin, Sr., presiding; Richard L. Howe; Barbara Taylor; Earl W. Sawyer and Jacqueline Lawler. Absent: Mr. Jeff Duffield. Staff were City Manager Jimmy G. Gilmore and City Secretary June G. Krause. Mayor Stomackin opened the, meeting and welcomed everyone present. He then asked Mr. Charles Sharp to come forward and presented him with a Certificate of Appreciation for his ten years of volunteer service on the Planning and Zoning Commission. #1 APPROVAL OF MINUTES: Mr. Sawyer moved the minutes of the Regular meeting of August 4, 1981 be approved. Mrs. Lawler seconded the motion which carried with the following vote: AYES: NAYS: Councilmembers Howe, Taylor, None _ Sawyer and Lawler
