ATTEST: ~.. ,M C~Iary, City of Sc WORKS~OP MEETING OF THE CITY CO~NCIL SEPTEMBER 14, 1981 The Schertz City Council convened in Workshop~ession, Monday, September 14, 1981 at 7:00 P.M. in the Confe~ence Room, 1400 Live Oak Road with the follow- ing members present: Mayor Jack M. Stomackin, presiding; Richard L. Howe; Barbara Taylor, Jeff Duffield; Earl W. Sawyer and Jacqueline Lawler. Staff present were City Manager Jimmy G. Gilmore and City Secretary June G. Krause. #1 WORKSHOP: Mr. Gilmore briefly went over some of the agenda items for the Tuesday night meeting. He advised that the meeting with the Mobile Villa residents was just for informational purposes in order that they may receive answers to any specific questions. --, In discussing the proposed ordinance on fire codes, Mr. Sawyer asked if the City has a reciprocal agreement with Guadalupe County. Mr. Gilmore said that we do not at this time but he will get what information he can and report back. Mr. Sawyer also suggested that before the City finalizes on the disannexation we should get a letter of mutual agreement with Cibolo. Council concurred that the City Manager should pursue this matter. The City Manager explained that we are 18 months ahead of the schedule of billing per capita for SAFES participation by cities. The $1.32 per capita will be instituted this coming fiscal year. He had talked with our Warrant Officer and he would be willing to collect unpaid bills for SAFES on a per- centage basis. Mrs. Lawler brought to Council attention that with the split day kindergarten, we have small children crossing Live Oak Road at Curtiss going to their 11:30 A.M. classes and there is no Crossing Guard at that time. During this particular time, the High School students are out and crossing Live Oak is very dangerous for the small children. Mr. Gilmore was to have a patrol there for a few days to help and check the number of citizens involved. Council concurred to leave this matter to the City Manager's discretion. ...--., , \ u ", i RS - I I Both Mrs. Taylor and Mr. Sawyer highly recommended the appointment of Mr. Quinlan as a member of the Housing Authority Board. Mr. Gilmore announced the hiring of an Animal Control Officer, Mr. Green B. Wallace. It was difficult to find someone who would be willing to take the pos iti on. Mr. Gilmore also advised for the following night. County as our preference but the Board requires a that there is a need to add an item to the agenda A resolution should be passed designating Guadalupe for Tax Appraisal Board. This was done informally, resolution. Mr. Gilmore said that he had gone to the County Revenue Sharing Meeting and they had alloted $10,500 to SAFES and although the Library had asked for $9,000, they were alloted approximately $6,000. However, the Judge had suggested approximately $3,000 be alloted the Library out of the County General Fund. Mr. Sawyer asked how much revenue sharing funds was left over that was split between the Commissioners. Mr. Gilmore said approximately $89,000 and that he had ~lready told the SAFES and Library to ask Com. Ackermann for his share. ATTEST: ~ (],:u _ J:1I:~~ ~ Secretafy, Clty of Schertz REGULAR MEETING OF THE CITY COUNCIL SEPTEMBER 15, 1981 The Schertz City Council convened in Regular Session, Tuesday, September 15, 1981 at 7:00 P.M., in the Council Chambers, 1400 Live Oak Road with the following members present: Mayor Jack M. Stomackin, Sr., presiding; Richard L. Howe; Barbara Taylor; Jeff Duffield; Earl W. Sawyer and Jackqueline Lawler. Staff were City Manager Jimmy G. Gilmore and City Secretary June G. Krause. Prior to the regular meeting, a period was set aside for the residence of Mobile Villa to ask questions concerning their water system. Mr. Gilmore explained that the City is negotiating to purchase the Mobile Villa Water System from Mr. Swinebroad, with the commencing of city operation being October 1,1981. They will bill through September, then the City will take over. He explained that when that happens, those residents will be
