Both Mrs. Taylor and Mr. Sawyer highly recommended the appointment of Mr.
Quinlan as a member of the Housing Authority Board.
Mr. Gilmore announced the hiring of an Animal Control Officer, Mr. Green B.
Wallace. It was difficult to find someone who would be willing to take the

Mr. Gilmore said that he had gone to the County Revenue Sharing Meeting and
they had alloted $10,500 to SAFES and although the Library had asked for
$9,000, they were alloted approximately $6,000. However, the Judge had
suggested approximately $3,000 be alloted the Library out of the County
General Fund. Mr. Sawyer asked how much revenue sharing funds was left over
that was split between the Commissioners. Mr. Gilmore said approximately
$89,000 and that he had ~lready told the SAFES and Library to ask Com.
Ackermann for his share. Mr. Gilmore said that the new County Judge seems
to be pulling for us now and that if we continue to go to him, thank him
and encourage him, he will continue to work for us as long as we can show
him why.

REGULAR MEETING OF THE CITY COUNCIL
SEPTEMBER l5~ 1981
The Schertz City Council convened in Regular Session, Tuesday, September
15, 1981 at 7:00 P.M., in the Council Chambers, 1400 Live Oak Road with the
following members present: Mayor Jack M. Stomackin, Sr., presiding; Richard
L. Howe; Barbara Taylor; Jeff Duffield; Earl W. Sawyer and Jackqueline Lawler.
Staff were City Manager Jimmy G. Gilmore and City Secretary June G. Krause.
Prior to the regular meeting, a period was set aside for the residence
of Mobile Villa to ask questions concerning their water system.
Mr. Gilmore explained that the City is negotiating to purchase the Mobile
Villa Water System from Mr. Swinebroad, with the commencing of city operation
being October 1,1981. They will bill through September, then the City will
take over. He explained that when that happens, those residents will be

under the City's water system just like any other citizen of the City.
They will pay the same rates, the meters will be the property of the
City, with us doing all the necessary repairs and meter checks. Within
two years, we plan to lay new water lines and update the whole system.
Pat Myers, representing the six Mobile Villa citizens present. She was
assured that the pressure will be approximately what it is now and that
the residents should not have any expense to their own lines when the
new water lines are installed; also that sufficient fire hydrants would
be installed at that time.

AWARDS: Mayor Stomackin presented plaques of commendation to four SAFES
volunteers for their achievement in obtaining paramedic status; namely,
Harry Gordon, Don Scott, Carline Sco! and Kenneth Curll.

five years with the option to renew. Mrs. Taylor seconded the motion which

'.- #11 CITY MANAGER'S REPORT: Mr. Gilmore related he had checked other
cities with regard to Crossing Guards and
the Police Departments do carry them in their budget. The schools are res-
ponsible for the education and school yards, with the cities being responsible
for streets, etc. He had a patrol check the Live Oak and Curtiss crossing
for 30 minutes during the time children are going to kindergarten and they
reported 230 cars and 7 pedestrians (1 adult with two children, 2 children
by themselves going eastbound and 2 going westbound). This intersection
will be run again and figures brought to Council. Mrs. Taylor suggested
an item on this subject could be put in the next newsletter.

#12 ITEMS BY COUNCIL: Mr. Howe asked the status of the street
entrance at Oak Forest. Mr. Gilmore said a
portion of the money is set aside in this years budget toward getting this
corrected, the last estimate being $61,000.
Mr. Howe also asked the status of the driveway the city agreed to put in
on Antler in exchange for a sewer easement. Mr. Gilmore said he had talked
with the gentleman and had shown him the city's plans, and it is in the
schedule of work at this time. The man seemed to be satisfied.
Mr. Duffield said that he was pleased in having been part of the budget
process. He thinks this budget show potential for industrial development.
It is an excellent budget and speaks well for Mr. Gilmore.
Mr. Sawyer asked if the IDC has written Austin regarding training. Mr.
Gilmore said Austin is short of staff at the present but they hope to have
it all straightened out by October 1. Also the brochure should be ready
soon. Mr. Gilmore said that since it has gotten out about the sewer lines
going in across the highway, he has had contact with several people regarding
that growth in that area.

SPECIAL SESSION OF THE CITY COUNCIL
SEPTEMBER 28, 1981
The Schertz City Council convened in Special Workshop Session, Monday,
September 28, 1981 at 7:00 P.M. in the Conference Room of the Municipal
Complex, 1400 Live Oak Road with the following members present: Mayor Jack
M. Stomackin, Sr., presiding; Richard L. Howe; Barbara Taylor; Jeff Duffield;
Earl W. Sawyer and Jacqueline Lawler. Staff were City Manager Jimmy G.
Gilmore and City Secretary June G. Krause.
#1 GENERAL WORKSHOP SESSION: The Mayor said he called the workshop
as there were five Tuesdays in the month
and there are several things that should be discussed. One being the security
of the Municipal Complex. On being asked the status, Mr. Gilmore said that
it would require 52 lock changes at an approximate cost of $1700.00. This
