SPECIAL MEETING OF THE CITY COUNCIL
APRIL 9, 1979
The Schertz City Council convened in Special Session, Monday, April 9, 1979
at 7:06 P.M. in the Council Chambers, 1400 Live Oak Road with the following
members present: Mayor Pro Tem Walter F. Schneider, presiding; Richard L.
Howe, Gail Hyatt, Earl W. Sawyer and Earl Johnson. Absent Mayor Robert C.
Bueker. Staff present City Manager Walter W. Hill, Jr. and City Secretary
June G. Krause.
#1 ORDINANCE: The Mayor Pro=Tem introduced the following captioned
ordinance which was read in full by the City Manager.
Mr. Johnson moved that said ordinance be considered by the Council as an
emergency measure, whi'ch moti on was seconded by Mrs. Hyatt. Whereupon sai d
motion was fully piscussion and considered. The Mayor Pro Tem put the motion
to consider said ordinance as an emergency measure to the Councilmembers and
said motion was approved by the following vote:
AYES: Councilmembers Howe, Hyatt, Schneider, Sawyer and Johnson.
NAYS: None

MAYOR BUEKER ARRIVED AT 7:10 P.M.
The Mayor then introduced the hereinafter set forth ordinance as an emergency
measure. Thereupon it was moved by Mr. Johnson and seconded by Mrs. Hyatt that
said ordinance by finally passed and adopted. The Mayor put the motion to a
vote of the members of the Council and the ordinance was finally passed and
adopted by the following vote:
AYES: Councilmembers Howe, Hyatt, Schneider, Sawyer and Johnson.
NAYS: None

ORDINANCE NO. 79-E-10
AN ORDINANCE BY THE CITY COUNCIL OF THE CITY OF SCHERTZ,
TEXAS, CANVASSING THE RETURNS AND DECLARING THE RESULTS
OF THE CITY OFFICER ELECTION HELD IN SAID CITY ON THE
7TH DAY OF APRIL 1979, AND DECLARING AN EMERGENCY.
#2 ORDINANCE: The Mayor introduced the following captioned ordinance
which was read in full by the City Secretary. Mr. Howe
moved that said ordinance be considered by the Council as an emergency measure.
which motion was seconded by Mr. Schneider. Whereupon said motion was fully
discussed and considered. The Mayor put the motion to consider said ordinance
as an emergency measure to the members of the Council and said motion was
carried by the following vote:
AYES: Councilmembers Howe, Hyatt, Schneider, Sawyer and Johnson.
NAYS: None

ORDINANCE NO. 79-E-ll
AN ORDINANCE BY THE CITY COUNCIL OF THE CITY OF SCHERTZ,
TEXAS, CANVASSING THE RETURNS AND DECLARING THE RESULTS
OF A CHARTER AMENDMENT ELECTION HELD IN SAID CITY ON THE
7TH DAY OF APRIL 1979, AND DECLARING AN EMERGENCY.
#3 SWEARING-IN CEREMONY: Mr. Earl Johnson stepped down and Mayor
Bueker sworn in the newly elected City
Councilmembers as follows: Walter W. Schneider, Place 3; Earl W. Sawyer,
Place 4; and Jack M. Stomackin, Sr., Place 5.
#4 MAYOR PRO-TEM ELECTION: Walter F. Schneider, out going Mayor Pro-
Tem, called for nominations for a new
Mayor Pro Tem.

Mr. Howe moved to elect Mr. Earl W. Sawyer as Mayor Pro Tem for the coming
year. Mr. Stomackin seconded the motion which carried with the .following vote:
AYES: Councilmembers Howe, Hyatt, Schneider, Sawyer and Stomackin.
NAYS: None
#5 ADJOURNMENT: Mr. Howe moved the meeting be adjourned at 7:32 P.M.,
which motion was seconded by Mrs. Hyatt and unani-
mously carried.
