SPECIAL MEETING OF THE CITY COUNCIL
NOVEMBER 15, 1979
The Schertz City Council convened in Special Session, Thursday, Novem-
ber 15, 1979 at 7:04 P.M. in the Conference Room of the Municipal Complex,
1400 Live Oak Road with the following members present: Mayor Pro Tem Earl
W. Sawyer, presiding; Walter F. Schneider; and Jack Stomackin. Absent:
Mayor Robert C. Bueker, Richard L. Howe and Gail Hyatt. Staff present
City Manager Jimmy G. Gilmore and City Secretary June G. Krause.
#1 CALL TO ORDER: Mr. Sawyer called the meeting to order at 7:04 PM.
#2 F.M. 78 LOOP: Mr. Walter Ehlers, Resident Engineer for the Texas
Department of Highways and Public Transportation,
along with Mr. William E. Jones and Richard Talbott, all from the Seguin
office addressed the Council on the proposed F.M. 78 Loop.
MRS. HYATT ARRIVED AT 7:14 P.M.
Mr. Ehlers gave a brief update of the proposed loop, saying that in 1977
the Schertz City Council passed a resolution asking the Highway Department
to proceed with right-of-way acquisition for this project. At this time,
they were asking the Council if they were still in agreement with the
resolution so passed, and if so, they would set up a public meeting to
let all interested parties know what is being proposed.
Mr. Ehlers estimate called for an approximate expenditure from the City of
$206,000 for construction costs on a 90-10% basis, plus acquisition costs I I
along F.M. 78 in front of the VFW and guttering and storm sewers on FM 78
between Live Oak Road and F.M. 3009. As the Loop has been so designated
by the Department of Highways and Public Transportation, the acquisition
of the Beck Concrete property would also be on a 90-10 basis. Mr. Ehlers
said it would be a minimum of two years before any city outlay of monies
would be involved.

After further discussion, Mr. Schneider made a motion that the Council
reaffirm the resolution No. 77-R-8 passed and approved on May 3, 1977.
Mrs. Hyatt seconded the motion which carried with the following vote:
AYES: Councilmembers Schneider, Hyatt and Stomackin
NAYS: None
#3 ADJOURNMENT:
On a motion by Mr. Schneider, seconded by Mrs. Hyatt,

SPECIAL SESSION OF THE CITY COUNCIL
NOVEMBER 19, 1979 .
The Schertz City Council convened in Special Workshop Session, Monday,
November 19, 1979 at 7:00 P.M. in the Conference Room of the Municipal
Complex Building, 1400 Live Oak Road with the following members present:
Mayor Pro Tem Earl W. Sawyer, presiding; Richard L. Howe; Walter F. Schneider;
Jack M. Stomakcin, Sr. Absent: Mayor Robert C. Bueker and Gail Hyatt. Staff
present: City Manager Jimmy G. Gilmore and City Secretary June G. Krause.
#1 WORKSHOP: Mayor Pro Tem Sawyer introduced Mr. Gene Riley. Mr. Riley
then gave a little of his background as it would apply to
his volunteering for membership on the Cable TV Advisory Board. Mr. Sawyer
explained the Council would make a decision on the appointment at the regular
Council meeting and would so advise him.
B. Council then met with the members of the Housing Authority Board and dis-
cussed their request for street dedication in the Clyde Ford Village project.
MAYOR BUEKER ARRIVED AT 7:13 P.M. AND GAIL HYATT ARRIVED AT 7:28 P.M.
Among other items discussed by the Council were (a) the completion of the
SAFES amublance building (b) BVYA contracts (c) Mobile Villa water system
(d) police vehicle bids (e) Industrial Development Committee formation
(f) recommended changes to the Traffic Control Ordinance. With the consent
of the Council Mayor Bueker appointed Mr. Schneider, Mr. Stomackin and Mr.
Willman as a committee to qualify the needs of and justify the sign placement
for the changes to the traffic control ordinance.
#2 EXECUTIVE SESSION: Mayor Bueker called an executive session at
10:22 P.M. under Article 6252-17, Section 2 (g)
of the Vernon Texas Civil Statutes, as amended.
#3 ADJOURNMENT: On a motion duly made, seconded and unanimously carried,
the meeting adjourned at 11:12 P.M.
