ccss-12-11-1979 101 SPECIAL MEETING OF THE CITY COUNCIL DECEMBER 11, 1979 The Schertz City Council convened in Special Session, Tuesady, December 11, 1979 at 7:00 P.M. in the Council Chambers, 1400 Live Oak Road, with the follow- ing members pre~ent: Mayor Robert C. Bueker, presiding; Mayor Pro Tem Earl W. Sawyer; Walt~r F. Schneider; and Jack Stomackin. Absent: Richard L. Howe and Gail Hyatt. Staff present: City Manager Jimmy G. Gilmore and Deputy City Secretary Alice R. Austin. #1 JOINT MEETING WITH THE PLANNING Ar~D ZONING COMMISSION: The meeting was called to order by Mr. Charles Sharp, Acting Chairman of the Planning and Zoning Commission. Mr. Sharp explained that this was a Public Hearing on a rezoning request by Magdalena Corporation to rezone a 3.016 acre tract of land out of an 8.927 acre tract located between Pfeil Street and Live Oak Road from R-2 Single Family Dwelling District to R-4 Multiple Residence Dwelling District. Mr. Sharp allowed those in opposition to the rezoning to speak first. Those speaking in opposition were: Ellis Carrol, 816 Brooks; Lew Bohrer, 808 Brooks; John Gardner, 800 Brooks; Robert Baughman, 700 Brooks; and David Leal, 804 Brooks. Mr. Gardner explained that of the 26 residents receiving notification of the rezoning application, 18 had signed the petition. Opponents were con- cerned about possible traffic on Pfeil Street. Mr. Jerry Harmon of Magdalena Corporation presented a pictorial drawing of appartment project. He explained the location of apartments on land and location of ingress and egress to property. He also advised that although they would be using used lumber for some of the buildings, the construction would be new. Also speaking for Magdalena Corporation were Bill Peek and Jim Mathews. Citizens speaking in favor of rezoning were Mrs. Bobby Koch and Dickie George. Mr. Sharp closed the public hearing and recessed the meeting at 8:29 P.M. #2 WORKSHOP: The City Council reconvened in Workshop Session at 8:45 P.M. Items discussed were Cable Television, Fire Department purchase of a 1-ton van, meeting between Council and Volunteer Departments and committees. Traffic surv~y, vacancies on Housing Authority Board, single unit low cost housing, sewer problem on Valley Oak, and advertising sale of SAFES building and lot. #3 ADJOURNMENT: On a motion by Mr. Schneider, seconded by Mr. Stomackin and unanimously carried, the meeting adjourned at 10:03 P.M. Bueker, presiding; Mayor Pro Tem Earl W. Sawyer; Richard L. Howe; Gail Hyatt; Walter F. Schneider; and Jack Stomackin. Staff present: City Manager Jimmy G. Gil- more and City Secretary June G. Krause. #1 WORKSHOP: A. Mr. Tom Harm, acting president of the Buffalo Valley Youth Association, discussed their annual contracts with Council. B. Mr. Douglas Mikus, President of the Schertz Bank and Trust, discussed his bid for the City Depository with the Council. C. Mr. Ed Ford, engineer for Comprehensive Design, addressed the Council concerning the Schertz water system. After explaining the present system he gave his estimate on priorities needed to improve the long range system as follows: 1. move the pressure relief valve from its location near the Deer Haven well to a point further down on FM 3009 line and install warning devises at both the U.C. and Nacogdoches wells - $11,600.2. add a second well to the r~acogdoches system (possibility of purchase of Garden Ridge system or a new well site) - $100,000 to $150,000. 3. tying 1/2 million gallon tank back into the system. 4. Modifying pumps and put in a 1 million gallon storage tank - $252,000 and 5. installing 12" water line to Mibile Villa - $21,321.
