SPECIAL MEETING OF THE CITY COUNCIL
JANUARY 10, 1980
The Schertz City Council convened in Special Session, Thursday, January 10,
1980, at 7:00 P.M. in the Council Chambers, 1400 Live Oak Road with the
following members present: Mayor Robert C. Bueker, presiding; Mayor Pro
Tem Earl W. Sawyer; Richard L. Howe; Gail Hyatt; Walter F. Schneider; and
Jack Stomackin. Staff City Manager Jimmy G. Gilmore and City Secretary June
G. Krause.
#1 City Council met with Builders, Contractors and citizens for
their comments of Building Codes and Enforcement.
Mayor Bueker explained the purpose of this meeting was to receive complaints
and comments and then take them into consideration.
Mrs. Bobbie Koch asked a question concerning the requirement or not of a
fence around commercial property on a corner lot. TheCity Manager was to
contact her later with a reply.
The following people presented complaints and comments to the Council:
Mr. Tom Yar1ing - Thomas Enterprises - who was doing his own contracting
on a business building.
Mr. Odo Riedel - Builder of apartments on FM 78
Mr. George Escki1sen - A11craft Builders and his attorney
Mr. David Clarkson
Bud Dailey - Live Oak Apartments manager
Mr. Coy Simmons - Developer
Mayor Bueker thanked everyone ,that spoke, saying the only way the City
Council can really get a good feel is for people to come forward and they
will listen and assimilate the information. All will be taken into consi-
deration but no decision can be given at this meeting.
Mayor Bueker called an Executive Session at 8:19 P.M under Article 6252-17
V.A.T.C. Section 2 (g).
The Special Session was reconvened by Mayor Bueker at 9:45 P.M.

The Mayor said there were two issues; the first was personnel and secondly
validity of building code or any changes.
Mr. Howe moved the City Manager take steps and action on discussion and if
necessary call an emergency meeting for tomorrow night. Mrs. Hyatt seconded
the motion which carried with the following vote:
AYES: Council members Howe, Hyatt, Schneider, Sawyer and Stomackin
NAYS: None

Mr. Howe then made a motion for the City Manager to contact TML and get help
down here not later than Monday and if not, we will go into it Monday evening
in our Workshop. Mr. Sawyer seconded the motion which carried with the follow-
ing vote:
AYES: Counci1members Howe, Hyatt, Schneider, Sawyer and Stomackin
NAYS: None

ADJOURNMENT: On a motion by Mrs. Hyatt, seconded by Mr. Sawyer and
unanimously carried, the meeting adjourned at 9:47 P.M.

The Schertz City Council convened in Special Workshop Session, Monday,
January 14, 1980 at 7:00 P.M. in the Conference Room of the Municipal Complex
1400 Live Oak Road with the following members present: Mayor Robert C. Bueker
presiding; Richard L. Howe; Gail Hyatt; Walter F. Schneider, Earl W. Sawyer
and Jack M. Stomackin. Staff present: City Manager Jimmy G. Gilmore and
City Secretary June G. Krause.
#1 Discussion of public meeting for FM 78 By-Pass. Council discussed
the need for a public meeting to inform the citizens concerning
the proposed FM 78 By-pass. It was Council concensus to go ahead with the
plans for a bond election but wait until after the meeting with the three
advisorys for the City before setting a date. Mayor Bueker was to contact
Judge Fleming of Guadalupe County and the officials at Randolph Air Force
Base.
#2 Personnel Matters: The City Manager said that with no Building
Inspector, the inspections were stacking up. He
had contacted the surrounding communities but they would not do all of our
inspections; ie apartments. Also TML does not have anyone who could come
and speak to the Council on this subject. He recommended the Council study
the administration section of the building code and discuss various parts
that need to be clarified.
