ccss-02-15-1980 127 SPECIAL MEETING OF THE CITY COUNCIL FEBRUARY 15, 1980 The Schertz City Council convened in Special Session, Friday February 15, 1980 at 7:00 P.M. in the Conference Room of the Municipal Complex, 1400 Live Oak Road with the following members present: Mayor Robert C. Bueker, presiding; Richard L. Howe; Gail Hyatt; Walter F. Schneider; Earl W. Sawyer and Jack M. Stomackin, Sr. Staff present were City Manager Jimmy G. Gilmore and City Secretary June G. Krause. #1 SHH1MING POOL RATES: The Ci ty Manager presented some proposed rates for the swimming pool for the coming season; stating these rates were needed immediately in order for citizens to charge them on their March, April and May water bills. To allow for inflationary costs, he recommended the following: 80~ per swimming per day; season pass individual - $16, 2 members - $26; 3 members - $36; 4 members - $46 and 5 or more members - $56 with reservations being 1 to 50 - $25; 51 to 100 - $35; and 101 and above being $45. Council discussed the various rates, suggesting that perhaps an older person as cashier would be advisable. Mr. Sawyer made a motion the swimming pool rates be approved as prepared in the City ~1anagerl agenda notes of 2-15-80 with the following changes: 85~ per swimmer and reservations being 1-50 $30; 51-100 $40 and 101 and above $50. Mr. Schneider seconded the motion which carried with the following vote: AYES: Counci1members Howe, Hyatt, Schneider, Sawyer and Stomackin NAYS: None ~ I_\)O J (p , #2 CURB-CUT REQUEST: The Mayor explained this is a request for curb- cut variance by Mr. Edward A. [Jiland. The City Manager presented Mr. Ni1and's request along with the appropriate drawing showing this as a corner lot and the curb-cut would allow to build a garage on the back of the lot. Mr. Stomackin made a motion to grant the variant as requested by Mr. Niland. Mr. Schneider seconded the motion which carried as follows: AYES: Councilmembers Howe, Hyatt, Schneider, Sawyer and Stomackin. NAYS: None 3(/--3C- #3 JOHn MEETING DATE: Mr. Gilmore informed the Council that the Cibolo Council had agreed to a joint meeting and said that either the 26th or 28 of February would be fine with them. Mr. Schneider moved to meet with the Cibo10 City Council on the 26th of February. Mr. Sawyer seconded the motion which carried with the following vote: AYES: Council members Howe, Hyatt, Schneider, Sawyer and Stomackin NAYS: None -:; ~' , ) 128 #4 WORKSHOP: A. Building Code Revision. Council discussed the revisions presented by the City Manager showing changes requested by Council at previous meetings. Mayor Bueker suggested the first category on fees be changed to 500 or less instead of the $100 as shown. The City Manager requested to add the handbook that most builders use as guide book for quality. B., Mr. Gilmore explained that the City He1fare Department is being kept open by Mrs. Barnes; and although she does not desire to maintain this position, she will keep it open until the Council can find someone to take over. C. Annexations; The City Manager advised that the annexation process will continue. He recommended starting annexing along I35 as businesses will be locating in several areas along I35 and at present the City does not have any contnol of this development. After discussion, it was the majority of Council concensus to start annexation proceedings on the Bl i gh property on FM 78 and from :. the end of our present annexation along I35. Council also discussed several of the items on the next agenda. Mr. Baldwin explained his request for refund of VA exemption on taxes that he inadvertently left off the current tax statements. Mike Lawler gave an update of the most recent meeting of the Cable TV ADvisory Board, asking the various cities to contribute clerical and supply support to them until they can get formally organized with Charter. The City Manager was asked to call the managers of the cities involved to get their commitment to contribute. Mr. Kusek of the Business Club asked to be on the Council IS next agenda to further discuss the 4th of July Jubilee, giving their reasons for re- questing a temporary fence and charging for the late night dance this year. Mrs. Hyatt again brought up the matter of SAFES not being allowed to trans- p0rt patients of accidents along FM 1518 south and FM 78 in Bexar County. Mayor Bueker said he had contacted both Mr. Miller of EMS and Mr. Bustamante and was awaiting a reply from the county. It was suggested getting in touch with the people that live in that unincorporated area and calling a meeting to see if they even want the SAFES service.
