#15 ITEMS BY COUNCIL:. Mr. Howe mentioned the resignation of Mike Lawler
from the Cable TV Advisory Board and suggested
the alternate, Mr. Gene Riley, take over until the next meeting when it could
be voted on.
Mrs. Hyatt asked about the numerous water breaks on the south side and was
told they were the results of the Telephone Company doing work there.

SPECIAL MEETING OF THE CITY COUNCIL
MARCH 25, 1980
The Schertz City Council convened in Special Session, Tuesday, ~~rch 25, 1980
at 7:00 P.M. in the Council Chambers, 1400 Live Oak Road with the following
members present: Mayor Robert C. Bueker, presiding; Richard L. Howe, Gail
Hyatt; Walter F. Schneider, Earl W. Sawyer and Jack M. Stomackin, Sr. Staff
present were City Manager Jimmy G. Gilmore and City Secretary June Krause.
#1 ORDINANCE: The Mayor introduced the following captioned ordinance
appointing members of the Board of Equalization.
Mr. Schneider moved to declare an emergency and pass the ordinance appointing
Richard M. Mansfield, John B. McClure and Roman Froboese to the Board of
Equalization. Mrs. Hyatt seconded the motion which carried with the following
vote:
AYES: Councilmembers Howe, Hyatt, Schneider, Sawyer and Stomackin

#2 911 SERVICE: Mayor Bueker, before the discussion was held on this
subject, said he wanted to make some factsknownas,(
he was the recipient of a very caustic letter from the Chairman of 911 - Pat
Broach - making some accusations against him personally and the City in general.
From the minutes of the Counci1meeting of July 5, 1977, the Mayor acknowledged
receipt of a proposal on the 911 system from AACOG. On July 19, the then
City Manager briefed the Council on the benefits and detriments of the 911
system, stating the Chief of Police, SAFES Chairman thought that 911 would not
benefit the residents of the entire Schertz area significantly over the possible
detrimental effects of the system.
The next discussion on this subject occurred at the meeting of August 16th,
1977, with Gordon Blake, Capt. Hardy and Pat Broach in attendance. Mr. Bueker
made reference to the bad experience of the City of Denver and the good ex-
perience of the City of Seattle and asked about the computer function and
the lapse times. The minutes reflect that Mayor Bueker summarized by saying that
in part perhaps there would be minimal dilution or confusion of our present
system if we entered the 911 system. He also asked for the Chief of Police
input and the Chief said that after further study, he could see benefit for
the City. Mayor' Bueker also said at that time that the financial partici-
pation is minute as long as the City has the right to withdraw at any time.
Mayor Bueker then stated that at that point i.n time and on the letter sent
this year as result of Council action, that if and when the 911 could be
proven to be more beneficial and be a full service to our area here, we would
at any point be open to the 911 system service.
Mrs. Hyatt said that lately she had been working closely with SAFES, EMS
Sheriff Garza IS office and later 911 came into it and she feels the Council
made a mistake by pulling out of 911. We only gave this one year and any
program takes longer than that to work out all the problems and by pulling
out we have become one of the problems. We fell down by not reporting problems
in writing. She strongly urged the Council to reconsider and rejoin the
911 Emergency flumber System.
Extensive discussion followed in which Capt. Hardy answered questions of the
Council. There were three specific incidences cited where problems in the
system caused delay in emergency help for citizens.
Capt. Hardy said that one of the policy changes they have made that should
help, is that when the operators get the wrong agency given to them, instead
of calling the citizens back, they will do the calling themselves. It was
also brought out that they no longer have CETA people working the phones.
After lengthy discussion, Mrs. Hyatt made a motion that the City join the
911 System again. Mr. Stomackin seconded the motion.
Mr. Schneider asked Capt. Hardy what plans he had to educate the people and
was told that the current plans are to reactivate the committee for educating
the people and verifying problems by listening to the tapes. He also asked
Council to call him with the date, name, problem and time as near as possible
and he will listen to the tape to verify the accuracy of the incident and so
noti fy the Ci ty.
Mayor Bueker then called for a vote on the motion before Council. Motion
carried by the following vote:

Mr. Howe qualified his vote by saying he voted yes on the basis that a review
is made every year. Mr. Schneider qualified his vote by saying he voted yes,
with the stipulation that the the City has the option to withdraw if the
problems are not solved.
Again, Capt. Hardy said that if they have a problem to let him know the name,
location, date and time as close as possible and he will investigate.
#3 GENERAL DISCUSSION: Mrs. Hyatt suggested that before commencing
further annexation on I35, the letters to
adjoining property owners be hand carried to the people and explain to them
personally just what the City is doing and why. Also take along a statement
from the tax department, saying just what the tax increase would involve.
Mr. Sawyer explained that Mrs. Tienor of the Library Advisory Board to get
Council feelings on expansion of the Library building. They have $10,000
toward the building fund and are in line for trust for matching funds grant.
It was CouRci1 concensus for the Library Committee to follow through on the
grant and plans as stated.
Mayor Bueker asked about the hiring of an employee in the Building Inspector
slot. Mr. Gilmore said he was hired as City Inspector to handle the adminis-
tration of the department and the VA professionals would continue with the
actual inspections; therefore, he was hired at a lower salary than the pre-
vious man.
The Mayor also said that in light of the Council IS denial of the request for
specific use permit to Scheonfe1d for the gravel pit, he felt the Council
should immediately start proceedings for annexation of the balance of the
area in question.
Concensus of Council was to commence the survey which preceeds annexation.
Mr. Bueker also asked that his name be removed as alternate realtor for the
Industrial Development Committee as he had originally asked to be a member
of the committee and did not feel he wanted to be secondary.
#4 ADJOURNMENT: On a motion by Mrs. Hyatt, duly seconded and carried
unanimously, the meeting adjourned at 8:55 P.M.
