SPECIAL MEETING OF THE CITY COUNCIL
MAY 19, 1980
The Schertz City Council convened in Special Session, Monday, May 19, 1980,
at 7:00 P.M. in the Conference Room of the Municipal Complex, 1400 Live
Oak Road with the following members present: Mayor Jack M. Stomackin, pre-
siding; Barbara Taylor; Walter F. Schneider; Earl W. Sawyer and Jackie Lawler.
ABsent: Richard L. Howe. Staff present: City Manager Jimmy G. Gilmore and
City Secretary June G. Krause.
#1 Council discussed the request of Guadalupe Valley Council on
Alcoholism and Drug Dependence for use of the city owned building
at 401 Oak Street for office use. The City Manager said he had calls from
several citizens, including Dr. Mays, endorsing this project. After brief
discussion, Council requested staff ask~ Mr. Woh1 to come before the Council
to discuss this request and give them more details about the project.
#2 Council discussed the pros and cons of entering a contract with
the Greater Randolph Area Chamber of Commerce. The City Manager
recommended not entering a contract but the city could support them if Council
so desired. Council concensus was not to contract, since the Chamber really
does very little if anything for the City of Schertz and the Business Club
does help the City.
#3 The street dedication request of the Housing Authority was discussed.
Mr. Gilmore asked that the Council separate the street dedication
from the payment in lieu of taxes and at this time just consider the dedication
of streets. Council concensus was to accept the dedication of streets and
meet with the Housing Authority Board at a June Workshop to discuss the pay-
ment in lieu of taxes issue.
#4 Community Center Rental Rates: Mr. Gilmore explained that the City
is losing money on the rental of the
Community Center using the present rates and had some recommended rates for
Council consideration. After receiving Council favorable consideration, the
City Manager was directed to prepare an ordinance covering these new rates.
#5 When discussing the new proposed subdivision ordinance, Mr. Sawyer
said the City is sorely in need of an updated ordinance regulating
subdivisions and recommended passage of the proposed one. It was pointed out
that if something needed changed, it could always be done at a later date.
Council concurred with this statement.
#6 General Discussion; Mr. Gilmore reported that the new City patrol
vehicle was in a wreck over the weekend and
that he had the preliminary report for their perusal. There was discussion
of the Council doing its own investigation of the accident; but the City
Manager reminded them that the accident was investigated by an outside agency,
who obtained several witness statements. There was also discussion of the
recent resignations from the police department, with Council wanting to dis-
cus the reasons for the resignations~ and investigate same. Mr. Gilmore
said that investigation without specific changes is not the Council perview; ,
however, checking into City policies is and should be looked at.

The City Manager also advised that for the Library to maintain state membership,
it iis necessary to spend $1.50 per capita including the surrounding area. State
membership provides several equipment items for the library as well as loan ,of
films on specific subjects. This approximate $16,500 will have to be budgeted;
however, it is hoped that some of the money can be replaced by donations and
budgeted amounts from Guadalupe County. He suggested that perhaps several of
theCouncilmembers could set up a meeting with the County Judge and our County
Commissioner and ask to be included in their county budget for the library,
SAFES and fi re depa rtment.
#7 Adjournment;
On a motion by Mr. Schneider, seconded by Mr. Sawyer
and unanimously carried, the meeting adjourned at

at 71:00 P.M. in the Council Chambers, 1400 Live Oak Road with the following
memblers present: Mayor Jack M. Stomackin, Sr., presiding; Barbara Taylor;
Waltler F. Schneider; Earl W. Sawyer and Jacqueline Lawler. Absent: Richard
L. Howe. Staff present were City Manager Jimmy G. Gilmore and City Secretary
Junei G. Krause.
1 #1 APPROVAL OF MINUTES: A. Mrs. Lawler moved the minutes of the'
Regular Meeting of May 5, 1980 be approved
as written. Mr. Sawyer seconded the motion which carried with the following
vote!:

#2 HEARING OF RESIDENTS: There were no citizens wishing to be heard.
#3 ORDINANCE: The Mayor introduced the following captioned ordinance
with the City Manager reading the caption.
