The City Manager also advised that for the Library to maintain state membership,
it iis necessary to spend $1.50 per capita including the surrounding area. State
membership provides several equipment items for the library as well as loan ,of
films on specific subjects. This approximate $16,500 will have to be budgeted;
however, it is hoped that some of the money can be replaced by donations and
budgeted amounts from Guadalupe County. He suggested that perhaps several of
theCouncilmembers could set up a meeting with the County Judge and our County
Commissioner and ask to be included in their county budget for the library,
SAFES and fi re depa rtment.

The ~chertz City Council convened in Regular Session, Tuesday, May 20, 1980
at 71:00 P.M. in the Council Chambers, 1400 Live Oak Road with the following
memblers present: Mayor Jack M. Stomackin, Sr., presiding; Barbara Taylor;
Waltler F. Schneider; Earl W. Sawyer and Jacqueline Lawler. Absent: Richard
L. Howe. Staff present were City Manager Jimmy G. Gilmore and City Secretary
Junei G. Krause.
1 #1 APPROVAL OF MINUTES: A. Mrs. Lawler moved the minutes of the'
Regular Meeting of May 5, 1980 be approved
as written. Mr. Sawyer seconded the motion which carried with the following

#3 ORDINANCE: The Mayor introduced the following captioned ordinance

Mr. Sawyer moved the first reading of the ordinance amending the Zoning
ordinance be approved. Mrs. Lawler seconded the motion which carried with
the following vote:

AN ORDINANCE
BY THE CITY COUNCIL OF THE CITY OF SCHERTZ, TEXAS, AMENDING
THE ZONING ORDINANCE (ORDINANCE NO. 79-S-15) OF THE CITY OF
SCHERTZ, TEXAS; CHANGING THE CLASSIFICATION OF A 300 ACRE TRACT
OF LAND FROM PD TO GB AND M-1; A 335 ACRE TRACT OF LAND FROM
PD TO GB AND R-1; A 324.13 ACRE TRACT OF LAND FROM PD TO GB
AND R-1; AND REFLECTING SAID CHANGE ON CERTAIN ZONING MAPS IN
ACCORDANCE WITH ARTICLE II AND III OF SAID ZONING ORDINANCE.

ADOPTING ARTICLES 974a AND 970a, REVISED CIVIL STATUTES OF TEXAS;
REGULATING THE SUBDIVISION OF LAND WITHIN THE CORPORATE LIMITS AND
WITHIN THE APPROPRIATE SURROUNDING LANDS; ESTABLISHING SUBDIVISION
DESIGN STANDARDS; PROVI DING FOR IMPROVEMENTS TO BE MADE OR"GUARANTEED
TO BE MADE BY THE SUBDIVIDER AND PRESCRIBING THE SPECIFICATIONS OF
SUCH IMPROVEMENTS; REQUIRING AND REGULATING THE PREPARATION AND
PRESENTATION OF PLATS TO THE CITY PLANNING COMMISSION AND SETTING

#6 CONTRACT: The City Manager explained this is the contract dis-
cussed in Workshop session as requested by the Chamber
of Comme rce .
Mr. Schneider said that due to the fact that the City has an Industrial Develop-
ment Committee and Business Club, I move 'the City does not enter into a contract
wit~ the Greater Randolph Area Chamber of Commerce. Mr. Sawyer seconded the
moti!on which carried with the following vote:
AYES: Councilmembers Taylor, Schneider, Sawyer and Lawler.

#7 EXECUTIVE SESSION: There was no need for an executive session.

#8 CITY MANAGER'S REPORT: Mr. Gilmore advised that the letter as re-
quested by the City Council to the Cable-
vis:Mn: Committee would be going out the next day. He also called attention
to the monthly reports.
#9' ITEMS BY MAYOR: Mayor Stomackin advised that he has been keeping
the Mayor's office open on Saturdays; however he
will not the next two Saturdays as he will be out of town.
#10 ITEMS BY COUNCIL: Mr. Schneider asked how long after the Telephone
is through working and leaves town is their
str~et'work guaranteed. The City Manager said he thought for 90 days but
he ~ould check and advise for sure later.
Mr. Sawyer as~ed if the City is working on an ordinance regulating spas or
massage parlors as a new spa has been opened on FM 78 between Schertz and
Ran~olph. The City Manager said that the staff are working on one at the
moment and hope to have it ready for Council soon.
#11 ADJOURNMENT: On a motion by Mr. Sawyer and seconded by Mr.
Schneider, the meeting adjourned at 7:18 P.M.
