REGULAR MEETING OF THE CITY COUNCIL
JUNE 17, 1980
The Schertz City Council convened in Regular Session, Tuesday, June 17th, 1980
at 7:00 P.M. in the Council Chambers, 1400 Live Oak Road with the following
members present: Mayor Jack M. Stomackin, Sr, presideing; Mayor Pro Tem
Richard L. Howe; Barbara Taylor; Walter F. Schneider; Earl W. Sawyer and
Jacqueline Lawler. Staff present: City Manager Jimmy G. Gilmore and City
Secretary June G. Krause.

leaders and parents, for the use of the City's recreation facilities for
a week long camp of swimming, hiking and study.
#2 BUILDING USAGE REQUEST: Mr. Sawyer made a motion to grant Guadalupe
Valley Council on Alcoholism and Drug
Dependence use of the building at 401 Oak Street for a period of six months
only based on the discussion at the workshop session on June 16, 1980. Mrs.
Lawler seconded the motion which carried with the following vote:.
AYES: Councilmembers Howe, Taylor, Schneider, Sawyer and Lawler.
NAYS: None

#4 ORDINANCE: The Mayor introduced the following captioned ordinance
with the City Manager reading the caption:

ORDINANCE NO. 80-D-15
AN ORDINANCE BY THE CITY COUNCIL OF THE CITY OF SCHERTZ, TEXAS,
PROVIDING THAT THE CODE OF ORDINANCES, CITY OF SCHERTZ, TEXAS,
BE AMENDED BY REVISING SECTIONS 12-6(b) and 12-6(d); PROVIDING
THAT NOTIFICATION BE MAILED TO PARTIES WHO FAIL TO APPEAR IN
MUNICIPAL COURT AND PROVISIONS FOR ARREST, CONFINEMENT, FINE
AND POSTING OF BONDS.
Mr. Schneider moved to accept the final reading of the above ordinance and
au~horize the Mayor to sign same. Mr. Howe seconded the motion which carried

as an emergency measure, with the City Manager reading

AN ORDINANCE AUTHORIZING THE USE OF PARKS AND RECREATION AREAS
OWNED AND CONTROLLED BY THE CITY OF SCHERTZ, TEXAS; NAMING THE
TRACTS OF LAND DESIGNATED AS CITY PARKS; REGULATING POSSESSION
AND CONSUMPTION OF ALCOHOLIC BEVERAGES IN SUCH PARKS; STATING
THE POLICIES AND REG8LATIONS GOVERNING THE USE OF SUCH AREAS;
ESTABLISHING A CURFEW TIME FOR PARK USAGE; PROVIDING A PENALTY
FOR VIOLATIONS OF THIS ORDINANCE; REPEALING ALL ORDINANCES IN
CONFLICT; AND DECLARING AN EMERGENCY.
Mrl. Howe moved to accept this ordinance as an eme~gen~y measure and approve

#6 NEWSLETTER: Mr. Schneider suggested adding an article on the new
park ordinance just passed and Mr. Howe suggested
adqing one explaining that citizens should direct any questions or problems
to Icity staff.

The Mayor reconvened the regular meeting at 7:47 P.M.
Mr. Sawyer made a motion that the personnel matters regarding the City
Secretary's compensation and salary increase commence on first of July
depending on the City Manager's action. Mrs. Lawler seconded the motion
which carried with the following vote:

NAYS: None
Mr. Gilmore explained this motion concerned his appointing the City Secretary
as Assistant City Manager.
