ccss-07-14-1980 184 MAYOR STOMACKIN ARRIVED AT 7:36 P.M. Council continued to discuss the proposed 1980-81 budget. Mr. Gilmore gave them figures concerning several ways additional revenues could be obtained; such as increasing water rates and writing a new solid waste contract with additional charges built in. He mentioned he was not sure how the transfer of funds from water and sewer system would affect our bond rating. A majority of the Council felt the budget could not be cut substantially and that the most logical way of raising additional revenues was a tax increase of some sort. #2 ADJOURNMENT: ATTEST: ~ < JJl(; ~ il _<! Schertz SPECIAL MEETING OF THE CITY COUNCIL JULY 14, 1980 The Schertz City Council convened in Special Session, Monday, July 14, 1980 at 7:00 P.M. in the Council Chambers, 1400 Live Oak Road with the fallowing members present: Mayor Jack M. Stomackin, Sr., presiding; Richard L. Howe; Barbara Taylor; Walter F. Schneider; Earl W. Sawyer and Jacqueline Lawler. #1 RESOLUTION: Mayor Stomackin introduced the following captioned resolution which was read in full by the Ctty Manager. RESOLUTION NO. 80-R-7 A RESOLUTION BY THE CITY COUNCIL OF THE CITY OF SCHERTZ, TEXAS, SETTING A TIME, DATE AND PLACE FOR A PUBLIC HEARING PURSUANT TO ADOPTION OF A BUDGET FOR FISCAL YEAR 1980-81. //7-- f:J Mrs. Lawler moved to pass this resolution as presented. Mr. Schneider seconded the.motion which carried with the following vote: AYES: Councilmembers Howe, Taylor, Schneider, Sawyer and Lawler NAYS: None #2 JOINT MEETING WITH CHARTER REVIEW COMMITTEE: Chairman Joyner, Mr. McCabe, Mr. Webster, Mr. Harm and Mr. Courtney were present with Mr. Hamm absent. They met briefly with the Council to receive copies of the current charter and get the feelings of the Council as to how they wished them to proceed. 185 #3 BUDGET WORKSHOP SESSION: Prior to commencing discussion of the pro- I posed budget, the Mayor asked Mr. Gilmore to 1xplain the situation concerning the loan for the new SAFES ambulance. Mr.~iGilmore explained that, since the company wanted payment on delivery, the ban would loan the money but it would have to be loaned to the City - not to SAF S directly. The bank will donate the interest to SAFES, so it will not cos~ the city anything. The Concensus of the Council was to proceed with the loary as outlined. Council then continued their study of the proposed 1980-81 budget. #4 ADJOURNMENT: On a motion by Mr. Schneider, duly seconded and carried unanimously, the meeting adjourned at 9:40 P.M.
