Council agreed to delay this item until a later meeting, which would allow them time to decide on a name or if they even wanted to name the building. #3 PERSONNEL MATTERS: Mayor Bueker recessed the Special Session at 7:16 P.M. and then called an Executive Session under Article 6252-17, VATS, Section 2(g) as amended. The meeting was reconvened at 8:35 P.M. and immediately, on a motion duly made and seconded, the meeting was adjourned. Bueker, presiding; Richard L. Howe, Merwin G. Willman, Walter F. Schneider, Earl W. Sawyer and Earl Johnson. Also City Manager Denny L. Arnold, City Secretary June G. Krause, Asst. City Manager Hal Baldwin. Mayor Bueker welcomed all citizens present to the first Council meeting in the new Municipal Building. He then stated the purpose of the Public Hearing as being to furnish all inter- ested persons a right to appear and be heard on the proposed annexation of three certain tracts of land containing 144.0 acres, 31.34 acres and 73.09 acres respectively, out of Comal and Guadalupe Counties by the City of Schertz, Texas. There were no citizens wishing to be heard on the proposed annexation. Mayor Sippel of the City of Cibolo asked if one of these annexations would be in connection with straightening out the ETJ between the City of Schertz and Cibolo. Mr. Arnold explained by showing on the map that one was to start proceedings for that purpose. ~ :\l ...... Citl Secreta ry, e'ity of Schertz PUBLIC HEARING DECEMBER 6, 1977 The Schertz City Council held a Public Hearing Tuesday, December 6, 1977 at 7:05 P.M. in the Council Chambers of the Municipal Building, 1400 Live Oak Road, with the following members present: Mayor Robert C. Bueker, presiding; Richard L. Howe, Merwin G. Willman, Walter F. Schneider, Earl W. Sawyer and Earl Johnson. Also present were City Manager Denny L. Arnold, Asst. City Manager Hal Baldwin and City Secretary June G. Krause and City Attorney Richard W. Harris. The purpose of the Public Hearing as explained by Mayor Bueker, was to obtain citizen input pertaining to city problems for the formulation of 1978 Com- munity Development application. Mayor Bueker called on Mr. Farr, C.D. Coordinator, to explain the citizen participation plan for the 1978 Community Development Block Grant. He listed the priorities for 1978 as left over from previous years, asking the City Council to prioritize the list. These being auxillary fire equipment; toddler parks in low and moderate income areas; traffic channelization markers; water and sewer program and code enforcement. Mr. Farr also handed out literature giving some of the eligible activities as well as ineligible activities under this grant. He invited citizens to drop by his office with suggestions. In order to balance the budget for 1977, Mr. Farr said the City needs to finish street seal coating and paving of park- ing lots in the park. After Mr. Farris presentation, Mayor Bueker opened the meeting for citizens to speak. Mr. Dick Chambless asked about the finishing of streets in project #1 with the Mayor explaining that project is in a cost overrun. Mr. Farr stated the City Engineer is finishing plans on this project and should advertise for bids in January with the letting of bids by the first of February 1978. '84 Mr. Jacobson asked about the drainage between Village II and III and was told this project is also in a project overrun. Mr. Howe suggested that drainage should be #1 priority for the coming year. Mayor Bueker asked Mr. Farr to have ready prior to the next Regular Meeting of the Council a presentation of all continuing projects with cost figures. Mr. Schneider moved to approve the minutes of the Regular Meeting of Mr. Sawyer seconded the motion which November 15, 1977 as presented. carried with the following vote: AYES: Mr. Howe, Mr. Willman, Mr. Schneider, Mr. Sawyer and Mr. Johnson NAYS: None B. Mr. Willman pointed out that no caption of the ordinance was in the minutes of the November 22 Special Meeting under Item No. 1 and asked that it be inserted as follows: AN ORDINANCE SETTING A TIME, PLACE AND DATE FOR A PUBLIC HEARING ON THE PROPOSED ANNEXATION OF THREE CERTAIN TRACTS OF LAND CONTAINING 144.0 ACRES, 31.34 ACRES AND 73.09 ACRES RESPECT- IVELY OUT OF COMAL AND GUADALUPE COUNTIES, BY THE CITY OF SCHERTZ TEXAS, AND AUTHORIZING AND DIRECTING THE CITY SECRETARY TO PUBLISH NOTICE OF SUCH PUBLIC HEARING 91 Manager position. Council agreed to meet Friday the 9th of December at 5:00 PM E. Mr. Howe asked if "Dead End" street signs could be put up in Deer Haven to facilitate traffic flow and help the citizens living on these dead end streets. ~ N ~ ~ ~ UJ F. Mr. Sawyer was still concerned about a meeting place for the Senior Citizens and asked if the small room at the Community Center could be used for them. However, it was brought out that they want a room for their ex- clusive use and this is a community room. They can use it when necessary. Mayor Bueker said this item needs to be explored more thoroughly. G. Mr. Johnson asked the status of the sidwalk/drainage contractor's work. Mr. Arnold said he was not doing anything at the moment but he and Mr. Gaddis will meet or contact the contractor with a completion date that must be met. #19 ADJOURNMENT: On a motion by Mr. Howe and seconded by Mr. Schneider, and unanimously carried, the meeting adjourned at 10:42 P.M.
