Howe, presiding; Merwin G. Willman, Walter F. Schneider, Earl W. Sawyer and Earl Johnson. Absent: Mayor Robert C. Bueker. Staff present: City Manager Walter W. Hill, Assist- ant City Manager Hal Baldwin and Administrative Assistant Joe Garza. #1 Counicl discussion and approval of ~ommunity Developme.nt Application. Mr. Hill briefed the Council on meetings with Mr. Galindo of the HUD concerning the City's application for fourth year monies under the Community Development Black Grant. He explained the application would include $95,000 for a fire truck, $65,000 for drainage improvements and $15,000 administrative costs. Council discussed taking a survey to determine the annual income per house- hold of families living in the Lone Oak and Rio Vista Subdivision area, in order to justify to the HUD the eligibility of the funds for drainage im- provements in the area. Mr. Sawyer moved to submit the application for fourth year monies for the Community Development Block Grant as discussed. Mr. Johnson seconded the motion which carried with the following vote: AYES: Councilmen Willman, Schneider, Sawyer and Johnson NAYS: None VI '/ 'e -': ~ ... ., ' ,~, ll~ #2 PAYMENT ESTIMATE: Mr. Schneider moved to authorize payment of Estimate #10 on the Municipal Building to O. A. Fessenden in the amount of $37,608.60. Mr. Sawyer seconded the motion which carried by the following vote: ;5-n AYES: Councilmen Willman, Schneider, Sawyer and Johnson NAYS: None At the request of Mr. Hill, Mr. Howe recessed the meeting at 7:43 P.M. stating the meeting would be reconvened at 7:00 P.M. Wednesday, February 15, 1977 . The Special Session of the City Council was reconvened at 7:00 P.M. in the Conference Room of the Municipal Buuilding, 1400 Live Oak Road, with the following members present: Mayor Robert C. Bueker, presiding; Richard L. Howe, Merwin G. Willman, Walter F. Schneider, Earl W. Sawyer and Earl Johnson. A work session was held by the Council.
