REGULAR MEETING OF THE CITY COUNCIL

The Schertz City Council convened in Regular Session, Tuesday, June 6, 1978
at 7:00 P.M. in the Council Chambers, 1400 Live Oak Road with the following
members present: Mayor Robert C. Bueker, presiding; Mayor Pro Tern Walter F.
Schneider; Richard L. Howe; Gail Hyatt; Earl W. Sawyer and Earl Johnson.
Staff present were City Manager Walter W. Hill Jr., City Engineer Howard W.
Gaddis, City Attorney Roy W. Richard Jr., and City Secretary June G. Krause.

#1 APPROVAL OF MINUTES: A. Mr. Schneider moved to approve the minutes
of the Special Session of May 15, 1978 as
presented. Mr. Johnson seconded the motion which carried with the following
vote:

NAYS: None
ABSTAINING: Councilwoman Hyatt.
B. Mr. Howe moved the minutes of the Regular Session of May 16, 1978 be
approved as presented. Mr. Sawyer seconded the motion which carried with the
following vote:
AYES: Councilmembers Howe, Hyatt, Schneider, Sawyer and Johnson
NAYS: None
C. Mr. Schneider moved the minutes of the Special Meeting of May 23, 1978
be approved. Mrs. Hyatt seconded the motion which carried with the following
vote:
AYES: Councilmembers Howe, Hyatt, Schneider, Sawyer and Johnson
NAYS: None
D. Mr. Johnson moved to approve the minutes of the Special Meeting of May 30,
1978 as presented. Mrs. Hyatt seconded the motion which carried with the follow-
ing vote:
AYES: Councilmembers Howe, Hyatt, Schneider, Sawyer and Johnson
NAYS: None
#2 HEARING OF RESIDENTS: Mrs. Blackburn, representing the Committee that
is petitioning for recall of the Council,
addressed the Council concerning the LaCombe public Personnel Board Hearing
and the petition they are carrying as a result of that hearing.
Mrs. Nell Funk also addressed the Council on this same matter.
#3 PAYMENT ESTIMATE: The City Manager presented a request by Mayfield
Company for final payment on the sidewalk contract,
stating that it had been verified by the Engineer and that Mr. Mayfield will
sign a statement that the charges to the city do not include any work which
he collected directly for.

Mr. Howe moved to authorize final payment to Mayfield Company in the
amount of $20,846.92 for sidewalk construction work. Mr. Schneider
seconded the motion which carried with the following vote:

#5 WATER SERVICE REQUEST: Mr. Sawyer moved to approve Mr. Delman Wetz'
request for water service on 135. Mr.
Schneider seconded the motion which carried with the following vote:
AYES: Councilmembers Howe, Hyatt, Schneider, Sawyer and Johnson.
NAYS: None
#6 911 AGREEMENT: The City Manager presented an agreement between the
City of San Antonio and the City of Schertz to enter
into the 911 Universal Emergency System, which shows the Schertz share as
being $514.19 for the year.
During Council discussion, they expressed a desire to have additional in-
formation concerning the population figures and if any city that has
implemented this system has evidence of it working well. Mr. Hill said he
would try to get this information as well as any other pertinent information
available and present it at the first meeting in July.
#7 PAYMENT REQUEST: Mayor Bueker listed the requests from the engineer
as being a. Street Improvements and parking areas
in the amount of $2,671.08; b. Street Improvements and parking areas in the
amount of $9,071.87; and c. Sidewalk Project in the amount of $5,579.49.
Mrs. Hyatt moved to authorize payment of all three requests from the engineer
as outlined by the Mayor. Mr. Sawyer seconded the motion which carried with
the following vote:

#8 NEWSLETTER: Council approved the proposed newsletter for the month of
May with the addition of articles on the following subjects:
1. Library opening. 2. July 4th Jubilee; 3. Center lane traffice on FM 78;
and Swimming Pool activities.
#9 CITY MANAGER1S REPORT: Mr. Hill mentioned the Workshop held with
CDI on the Job Classification Plan and
stated that if there were no objections he would notify them that their con-
tract obligations have been fulfilled.

He called attention to the joint meeting with the P&Z on the 14th and the
joint meeting with other cities on 208 planning for the 12th. Mr. Hill said
staff would have specifications and bid documents for a fire truck for the
meeting of the 20th and asked for a short workshop after this meeting to
discuss a vehicle for SAFES.
#10 ITEMS BY MAYOR: Mayor Bueker reminded the Council that the 208
meeting was a finalization and for Council to be
thinking of what alternatives there might be.
#11 ITEMS BY COUNCIL: Mr. Howe suggested a newsletter item thanking
all people who have volunteered for the various
committees this year, saying how thankful we are that people are willing to
do these volunteer tasks.
Mrs. Hyatt said she would like the Council to send thank-you letters to the
Library Advisory Board and the Gary Job Corp, who built the shelving units
for the library. She would also like to know what it would take to get rid
of the vehicles in back of the SAFES building. Mr. Hill said that one
auction had been held to no avail; however, staff would try again. Mayor
Bueker reminded the Council that they had talked about a yard with high
fencing to hide these vehicles from view.
Mr. Schneider suggested it is time for the City to have a new logo, saying
a Citywide contest would enable all citizens to get involved in this. A
resident suggested waiting until school starts and get students involved in
a project of this sort.
Mr. Schneider also asked if the City Manager had received a reply to his
letter to the architects of the Municipal Complex deficiencies and was told
no reply had been received. Mayor Bueker asked the City Manager to call them
to ascertain if they were in Ireceipt of the letter and asking for a time frame
for completion.
Then Mr. Schneider asked what progress there was in placing a reserve officer
in the parks on weekends and at night. Mr. Hill said he would find out.
Mr. Sawyer sited an instance of a very sick child being brought to his house
and commended the police and SAFES for their prompt and efficient service to
the child and family.
He also said that Mrs. Tienor asked him to convey to the Council the Library
Boards thanks for their support and help in getting the library opened.
Mrs. Hyatt suggested sending a formal letter of invitation to the School Board
to meet jointly. Mayor Bueker said he had already talked with the president
of the board and they had agreed to have 2 or 3 members of each body to meet
first to lay ground rules and then later have open meetings of the full board
and Council.
At 8:22 P.M. Mayor Bueker called a brief recess then Council would meet
for a short workshop session on emergency vehicles for SAFES as they had one

vehicle in an accident over the weekend.
The Workshop was reconvened at 8:30 P.M.
#12 ADJOURNMENT: On a motion by Mrs. Hyatt, seconded by Mr. Howe
and uanaimously carried, the meeting adjourned

The Schertz City Council convened in Special Joint Session with the Cibolo
Creek Municipal Authority and representatives of surrounding cities, Monday
June 12, 1978 at 7:00 P.M. in the Municipal Complex Building, 1400 Live Oak
Road with the following members present: Mayor Robert C. Bueker, Richard
L. Howe, Gail Hyatt, Walter F. Schneider, Earl W. Sawyer and Earl Johnson.
#1 Workshop session with representatives of other cities and
Cibolo Creek Municipal Authorities on 208 planning~ -
#2 Council then met in Workshop Session to discuss the City's
Pay Plan.
#3 Meeting~adjourned at 10:00 P.M. on a motion duly made and
seconded and unanimously carried.
