The Schertz City Council convened in Special Session Monday, July 10, 1978
at 7:00 P.M. in the Conference Room of the Municipal Building, 1400 Live Oak
Road with the following members present: Mayor Robert C. Bueker, presiding;
Mayor Pro Tern Walter F. Schneider; Richard L. Howe; Gail Hyatt; Earl W. Sawyer;
and Earl Johnson. Staff present: City Manager Walter W. Hill, Jr. and Assist-
ant City Manager Hal Baldwin.
#1 WORKSHOP: Council met in Workshop Session.
#2 ADJOURNMENT: On a motion duly made, seconded and unanimously
carried, the meeting adjourned at 10:00 P.M.

REGULAR MEETING OF THE CITY COUNCIL
JULY 11, 1978
The Schertz City Council convened in Regular Session, Tuesday, July 11, 1978
at 7:00 P.M. in the Council Chambers, 1400 Live Oak Road with the following
members present: Mayor Robert C. Bueker, presiding; Mayor Pro Tern Walter F.
Schneider; Richard L. Howe, Gail Hyatt; Earl W. Sawyer and Earl Johnson. Staff
present: City Manager Walter W. Hill, Jr. and Asst. City Mgr. Hal Baldwin,
City Attorney Richard W. Harris and City Engineer Howard W. Gaddis.
#1 APPROVAL OF MINUTES: A. Mr. Schneider moved to approve the minutes
of the Regular Meeting of June 20, 1978.
Mr. Sawyer seconded the motion which carried with the following vote:
AYES: Councilmembers Howe, Schneider, Sawyer and Johnson, and Hyatt.
NAYS: None

B. Mr. Schneider moved to accept the minutes of the Special Meeting of June 27,
1978 as presented. Mr. Sawyer seconded the motion which carried as follows:
AYES: Councilmembers Howe, Hyatt, Schneider, Sawyer and Johnson
NAYS: None
C. Mr. Howe moved to approve the minutes of the Joint Meeting of June 28, 1978.
Mr. Schneider seconded the motion which carrisd with the following vote:

ABSTAINING: Mrs. Hyatt.
#2 HEARING OF RESIDENTS: None
#3 911 CONTRACT: Mr. Sawyer moved to authorize the Mayor to sign
a contract with the City of San Antonio pertaining
to the 911 Universal Number System. Mr. Schneider seconded the motion which
carried with the following vote:
AYES: Councilmembers: Howe, Schneider, Hyatt, Sawyer and Johnson
NAYS: None
#4 CPSB CONTRACT:
Mr. Sawyer moved to authorize the Mayor to sign a
contract with CPSB pertaining to streetlighting
Mr. Schneider seconded the motion which carried
in Mobile Villa Estates.
with the following vote:
AYES: Councilmembers: Howe, Hyatt, Schneider, Sawyer and Johnson.
NAYS: None
#5 ORDINANCE: The Mayor introduced the fo.llowin~ captioned ordinance
which was read in full by the 'City Manager~ Mr.~chneider
moved that said ordinance be considered by the Council. Mr. Sawyer seconded
the motion. The ordinance was then discussed and Council agreed to a 10%
increase in Solid waste collection fees for Gutierrez rather than the 5%
as stated in the ordinance. Mr. Schneider then withdrew his motion and Mr.
Sawyer withdrew his second.
Mr. Howe moved to table this item until the next meeting. Mr. Schneiaer
seconded the motion which carried with the following vote:
AYES: Councilmembers Howe, Hyatt, Schneider, Sawyer and Johnson.
NAYS: None
#6 PAYMENT ESTIMATE: Mr. Schneider moved to authorize final payment
to Bruce Contracting Company, Inc. in the amount
of $59,941.87, for street and parking area improvements. Mrs. Hyatt seconded
the motion which carried with the following vote:
AYES: Councilmembers Howe, Hyatt, Schneider, Sawyer and Johnson.
NAYS: None
#7 P&Z RECOMMENDATION: Mr. Sawyer moved to that the City accept the
recommendations of the P&Z and rezone Mobile
Villa Estates Unit 1 from Pre-development to Mobile Home District and also
to rezone a 22.85 acre tract of land located in th~ T. Herrera Survey No. 68
with the exception of two pieces of land along the IH 35 Frontage Road 650'
by 150' deep, from Pre-development to Mobile Home District, known as El
Rancho Mobile Home Park. Mr. Schneider seconded the motion which carried
with the following vote:

NAYS: None

#8 CITY MANAGER'S REPORT: Mr. Hill had nothing further to report.
#9 ITEMS BY MAYOR: None at this time.
#10 ITEMS BY COUNCIL: Mr. Johnson presented a check to Mrs. Ruth
Tienor for the Library Fund.
#11 ADJOURNMENT: On a motion by Mrs. Hyatt, seconded by Mr. Sawyer

and Zoning Commission Wednesday, July 12, 1978 at 7:03 P.M. in the Conference
Room of the Municipal Building, 1400 Live Oak Road with the following Council
members present: Mayor Robert C. Bueker, presiding; Walter F. Schneider, Mayor
Pro Tern; Richard L. Howe, Gail Hyatt; Earl W. Sawyer and Earl Johnson: Staff
present was City Manager Walter W. Hill Jr.
#1 JOINT PUBLIC ZONING HEARING: The purpose of the hearing was to
consider rezoning the following
properties: A. ~ot 2, Block 2 out of Biegert Subdivision from R-2 to R-4.
B. four tracts out of T. Herrera Survey No. 68 from temporary Pre-development
to N.S. Neighborhood Services. C. Monotech Corp. property from temporary
pre-development to M-1 Industrial District. D. a 1001 by 150 I tract on
which El Rancho Lounge is situated from temporary Pre-development to G.B.
General Business; E. a 2 acre tract out of T. Herrera Survey Abstract 153 -
the John Welding Shop from temporary Pre-development to M-l Industrial District;
F. a .91 acre tract out of the Frank P. Fey tract from temporary pre-development
to G.B. General Business District and G. consider amending Section 10.5 of
the City of Schertz Zoning Ordinance.
