SPECIAL MEETING OF THE CITY COUNCIL
JULY 12, 1978
The Schertz City Council convened in Special Joint Session with the Planning
and Zoning Commission Wednesday, July 12, 1978 at 7:03 P.M. in the Conference
Room of the Municipal Building, 1400 Live Oak Road with the following Council
members present: Mayor Robert C. Bueker, presiding; Walter F. Schneider, Mayor
Pro Tern; Richard L. Howe, Gail Hyatt; Earl W. Sawyer and Earl Johnson: Staff
present was City Manager Walter W. Hill Jr.
#1 JOINT PUBLIC ZONING HEARING: The purpose of the hearing was to
consider rezoning the following
properties: A. ~ot 2, Block 2 out of Biegert Subdivision from R-2 to R-4.
B. four tracts out of T. Herrera Survey No. 68 from temporary Pre-development
to N.S. Neighborhood Services. C. Monotech Corp. property from temporary
pre-development to M-1 Industrial District. D. a 1001 by 150 I tract on
which El Rancho Lounge is situated from temporary Pre-development to G.B.
General Business; E. a 2 acre tract out of T. Herrera Survey Abstract 153 -
the John Welding Shop from temporary Pre-development to M-l Industrial District;
F. a .91 acre tract out of the Frank P. Fey tract from temporary pre-development
to G.B. General Business District and G. consider amending Section 10.5 of
the City of Schertz Zoning Ordinance.

There were approximately 24 people in attendance to give their opinions
pro or con the rezoning questions. Pat Hand, Dian Bornham and Mrs. W.
Schneider were opposed to rezoning A. The following citizens were opposed
to the rezoning of item D: Joe Potempa, Eugene Biggs, May Warnotk, Don
Lauer, Donald Myer, Floyd Landry and B. Strickland. There were no citizens
either pro or con the other item up for discussion.
The Public Hearing was declared closed at 8:45 P.M.

The Schertz City Council convened in Joint Session with the Schertz-Cibolo-
Universal City Independent School District Board at 7:00 P.M. in the Confer-
ence Room of the Municipal Building, 1400 Live Oak Road with the following
Councilmembers present: Mayor Robert C. Bueker, Mayor Pro Tern Walter F.
Schneider, Richard L. Howe, Earl W. Sawyer~ Gail Hyatt and Earl Johnson.
Staff present: City Manager Walter W. Hill Jr., Asst. City Mgr. Hal Baldwin
and City Secretary June G. Krause.
#1 Discussion of sewer service to schools: The two groups discussed
the ways to lower the
sewer charges to the school campuses within the city, specifically to the
football and baseball fields.
Mr. Sawyer moved that if the School Board puts in separate meters for ground
water use only, the City would eliminate the sewer charge to those meters
provided the School Board would go along with beautifucation of school grounds.
Mrs. Hyatt seconded the motion which carried with the following vote:

#2 Discusison of combined tax office: After discussion of the combined
tax office possibility, both
groups agreed the two Tax Assessor/Collectors, City Manager and School Super-
intendent should get together and work something up for further discussion
at a later date.
