#7 WATER REQUEST: Council discussed a request for water service by Mrs.
Ethel L. Dawson. Mr. Howe moved to table this item
until the next regular meeting. Mr. Schneider seconded the motion which carried
with the following vote:

#9 ITEMS BY MAYOR: Mayor Bueker passed on the suggestion of some citizens
of having an annual tree decorating day during the
Christmas season.

~ #10 ITESM BY COUNCIL: Mr. Schneider brought up items for discussion such
as the street seal coating; inventory, ambulance
repairs and electrical codes. Mr. Sawyer discussed with Council the reason
for carports being denied in Aviation Heights Subdivision and Mrs. Hyatt
mentioned that Gutierrez employees were carrying dumpsters on top of their
trucks.
#11 WORKSHOP: Council went into workshop session at 8:29 P.M.
#12 ADJOURNMENT: On a motion duly made, seconded and carried unanimously
the meeting adjourned at 9:50 P.M.

SEPTEMBER 26, 1978
The Schertz City Council convened in Special Session, Tuesday, September 26,
1978 at 7;00 P.M. in the Council Chambers, 1400 Live Oak Road with the follow-
ing members present: Mayor Robert C. Bueker, presiding; Richard L. Howe,
Walter F. Schneider, Earl W. Sawyer and Earl Jonnson. Absent: Gail Hyatt.
Staff present: City Manager Walter W.Hill, Jr.; City Secretary June G. Krause;
and Asst. City Manager Hal Baldwin.

#1 JOINT PUBLIC ZONING HEARING: Mayor Bueker explained the Joint
Public Hearing with the Planning and
Zoning Commission members was to allow citizens to be heard on the request
for a specific use permit by Mr. & Mrs. E.F. Lamport for the purpose of
conducting a day care center at 305 Second Street.
The following citizens spoke in behalf of the Lamport's request: Jan Ulbrich,
309 Second Street; Mary Besch of 303 Second; Dorcas Hartman of 308 Second; and
Mr. Lamport. The City Manager had a letter from a property owner on that
street, Mrs. Lucy Deen, who was agreeable to the request.
There being no further citizens to be heard, the Public Hearing was declared
closed at 7:08 P.M.
#2 JOINT MEETING: Mayor Bueker explained the purpose of the Joint
Meeting with the Planning and Zoning Commission was
to review two applications for rezoning:
A. the first by Graham L. Burris to rezone, the remalnlng portion of Lot 1,
Block 1 of Bavarian Village Shopping Center Subdivision from pre-development
to General Business District and to rezone Lot 1, and 3, Block 2, of the same
subdivision from pre-development to General Business District.

Chairman Aguilar of the P&Z Commission set forth the criteria to determine if
a public hearing could be set. As there was no conflict with the four questions,
the City Manager said staff recommended setting a public hearing date of
October 24, 1978.
B. A request by Malford Koch, Marvin Koch and Ce1yta Dendy to rezone a
portion of three parcels of land consisting of 3.016 acres, 3.017 acres and
3.169 acres which also includes lots 13 thru 16, situated in the G. Malpaz
Survey, from R-2 Single Family District to R-4 Multiple Residence Dwelling
District.
After discussion, a public hearing was set for October 24, 1978 on this request.
As this completed the joint session, Chairman Aguilar recessed at 7:30 P.M.
in order for the Council to reconvene in the Conference Room.

#3 APPOINTMENT OF ALTERNATE MUNICIPAL COURT JUDGE: On the recommendation
of the City Manager,
Mr. Schneider moved to appoint Mr. Steve Allison Municipal Court Judge for the
Wednesday, September 27, 1978 Court. Mr. Sawyer seconded the motion which
carried with the following vote:
AYES: Councilmembers Howe, Schneider, Sawyer and Johnson.
NAYS: None
#4 WORKSHOP: Council met in workshop session. On a motion duly made,
seconded and carried, the meeting adjourned at 8:50 P.M.
