SPECIAL MEETING OF THE CITY COUNCIL
JANUARY 11, 1977
The Schertz City Council convened in Special Session Tuesday, January 11, 1977
at 7:00 P.M. in the Council Chambers, 401 Oak Street with the following mem-
bers present: Mayor Robert C. Bueker, presiding; Richard L. Howe, Donald J.
Seeba, Walter F. Schneider and Ed L. Sharpe. Absent: Gail Hyatt and City
Manager Denny L. Arnold. Also present: Assistant City Manager Harold D.
Baldwin, City Secretary June G. Krause and City Engineer, Howard W. Gaddis.
#1 BID OPENING: Bids were opened and tabulated for "Street Improvements,
Buffalo Valley South, the City of Schertz, Texas" as

Mayor Bueker confirmed the apparent low bidder as being New Paving Company of
Seguin; however, the bids will be thoroughly checked by the City Engineer and
awarding will be made at the regular meeting of Janaury 18, 1977.
#2 MUNICIPAL COMPLEX/COMMUNITY ACTIVITY CENTER: Mr. Baldwin said the
only new thing to
report is that we did receive the official package from the Economic Development
Administration but have not received the "Grant Offer" forms as yet.
He also said the architects had worked out a tentative schedule for letting of
bids and commencing work under the 90 days. Mayor Bueker asked Mr. Baldwin
to investigate as to what happens under the time schedule, if none of the bids
are acceptable and our time is up.
Mrs. Hyatt arrived at 7:26 P.M.
#3 COST OVERRUN: Mayor Bueker explained that this item was placed on
the agenda in order for the Council to get accurate
figures as to why and how the overrun on the South Schertz project occurred,
in order for them to have reasons for reallocating of funds.
Mr. Gaddis explained that the estimate of $170,000 for streets was given before
even the design of streets was worked out, at which time we did not even know
how wide the streets would be. Also the drainage in front of stores on FM 78
had to be changed and this item along cost $19,770. Tree removal was another
item that caused an overrun.
As to the water line project, Mr. Gaddis explained that when the estimate was
given, the project was just to extend the existing 6" water lines in the area.
However, when the street design was completed and some of the lines were uncovered,
it was discovered that the deepest line was only 18". Therefore, with Council
approval, all new water lines were installed - 3020 feet of 6" line. Also
since only one line served the entire area; again with Council approval, it
was decided to run another line down Mill street which consisted of 2000 feet
of 2" line and 3 new fire hydrants above what was planned. And of course, had

the additional expense of lower each meter service from the main to the
meter.

Mr. Howe said he had been approached by one citizen who had a fire plug
placed right in the middle of his front yard making it impossible to
park a car in fron of his house, when it could have been placed at the
corner. Mr. Gaddis was instructed to look into this matter.
Mr. Gaddis also asked the Council who is paying for the moving of fences
in this project, as this expense was not in the bid contract. Mr. Farr
reminded the Council that at the time easements were being obtained, the
people were assured that the moving of fences would be paid for under the
Community Development Funds.
Mr. Gaddis then asked the Council where they felt work on this project
should be started. The majority of the Council agreed the drainage on
FM 78 should be commenced first.
In answer to Mr. Schneider's question, Mr. Gaddis said he felt that the
bid price plus his engineering fees and extra costs would still be within
the $267,000 allocated for the year's project.
Also discussed was the sidewalk proposed for Westland Park. Mr. Gaddis
recommended placing them one foot off the property line rathen than at the
curb where children were more likely to get hurt.
#4 GENERAL DISCUSSION: Mr. Howe asked the Assistant City Manager
if he would investigate having the buttons
on FM 78 at Mill Street changed to allow for a left turn onto Mill Street
going west.
#5 ADJOURNMENT: On a motion duly made, seconded and unanimously
agreed upon, the meeting adjourned at 8:35 P.M.
