REGULAR MEETING OF THE CITY COUNCIL
JULY 19, 1977
The Schertz City Council convened in Regular Session, Tuesday, July 19,
1977 at 7:05 P.M. in the Council Chambers, 401 Oak Street, with the
following members present: Mayor Robert C. Bueker, presiding; Richard
L. Howe, Donald J. Seeba, Walter F. Schneider, Earl W. Sawyer and Earl
Johnson. Also attending was Denny L. Arnold, City Manager.
#1 APPROVAL OF MINUTES: A. Mr. Howe moved to approve the minutes
of the Regular Meeting of July 5, 1977.
Mr. Schneider seconded the motion, which carried,with the following vote:
AYES: Mr. Howe, Mr. Seeba, Mr. Schneider, Mr. Sawyer and Mr. Johnson
NAYS: None
B. Mr. Johnson moved to approve the minutes of the Joint Public Hearing
of July 13, 1977. Mr. Sawyer seconded the motion which carried with
the following vote:
AYES: Mr. Howe, Mr. Seeba, Mr. Schneider, Mr. Sawyer and Mr. Johnson
NAYS: None
#2. HEARING OF RESIDENTS: Mr. Ed Nordmeyer asked to reserve time
on agenda Item #6.
Mr. Ralph Arcemont, resident of Village III .Subdivision, addressed the
the Council concerning a deteriorating house condition in his neighbor-
hood. He filed recent pictures of the property and stated it was a long
time problem in the neighborhood. The property belongs to a Mr. Gomez.
Mr. Arcemont stated that at times there are more than 20 members of the
Gomez family living in the house. Mr. Arnold confirmed that the house
and family had been a problem to the City and the neighbors for a long
time. Mr. Jordan and other residents from the neighborhood were present.
Mr. Jordan told the Council he had contact~d the ,Gill Company, mortgage
holder of the Gomez house, and they had implied a lack of interest in
enforcing a betterment of ~he condition of the Gomez house, which is a
235 program house.

The Council agreed for the City staff to work ,to correct thencondition
of the Gomez property.
#3 P&Z MINUTES: Mr. Schneide~ moved the acceptance.of the P&Z
Commission Minutes of the Regular and Joint
Public Hearing of July 13, 1977. Mr. Sawyer seconQed_the motion which
carried with the following vote:
AYES: , Mr. Howe, Mr. ..Seeba, Mr. Schneider, Mr. Sawyer and Mr. Johnson
NAYS: None
#4 PERSONNEL BROAD: Mr. Sawyer moved the appointment of Mr. Rufus
Barnes to the Personnel Board. Mr. Howe
seconded the motion which carried with the following vote:
AYES: Mr. Howe, Mr. Seeba, Mr. Schneider, Mr. Sawyer and Mr. Johnson

Mr. Schneider moved for the adoption of the oy'dinance. Mr. Howe seconded
the motion. The Co'unci1 discussed the merits of changing zor.ing prior
to a knowil use of the property. The mction carried with the follOi,Jing
vote:
AYES: Mr. Howe, Mr. Seeba, Mr. Schneid2r, Mr. Sawyer and Mr. Joh1son
NAYS: None
#6 CIBOLO CREEK LAND RECLAMATION: Mr. Arnold informed the Council
that Mr. Leslie Baker had filed
with the Water Development Board for a permit to reclaim land along the
Cibolo Creek which would involve filling in part of the creek bed. Howard
Gaddis, having, studied Mr. Sakerls engineer's data of the reclamation,
submitted a letter stating that he did not agn~e with the engineering
data in so far as it would not affect flooding on the Cibo1o Creek. ~r.
Ed Nordmeyer urged the Council to file a letter of protest with the Water
Development Board.
Mr. Sawyer moved that the City vigorously opposed the permit application
of Mr. Leslie Baker and that the City Manager be instructed to file a
letter of protest with the Water Development Board. Mr. aoi1nson seconded
the motion which carried with the following vote:
AYES: Mr. Howe, Mr. Seeba, Mr. Schneider, Mr. Sawyer and Mr. Johnson
NAYS: None
#7 BUILDI~G USAGE: General discussion ~as held by the Cou~cil on
the subject of usage of existin~ City office
buildings once the new Municipal Building and Community Center were com-
plete. Mr. ,A.rnold infcrmed the Cour1cil that he had this far l~r:ceived
the fo11DWir.~ requests for p.ermanent use of d room or building:
Senior Citizens Club Meeting Room, BVYA Meeting Room, SAFES Offices
and Library. He also stat~d that a T,=en Center might be 1 uS:lge.
After considerable discussion, it was left that the City Manager should
bui 1 d the FY77-78 budget on some usage of the bui 1 di ngs.
Mayor Bueker left the ~eetir.g at this point to address t~e De Malays. Mr.
Howe chaired the meeting in his absence.

Mr. Sawyer moved that the City not participate in the 911 Emergency Tele-
phone System. Mr. Schneider seconded the motion which carried with the

Lovaca or assesses a lien for our work. Mr. Arnold answered that we do not

C. Mr. Arnold explained the reason for the delay of Sidewalk Project,con-

bond.
D. Mr. Arnold read a letter from the Secreta,ry' of State of Te:xag',requesting
the City participate in costs for silverware for the newly commissioned
U.S.S. Texas ship. Council declined.

E. The Council asked Jerry Graham various questions about the swimming pool,
its monthly headcount and maintenance of the pool.
F. Mr. Schneider asked about the daily vehicle usage log. Mr. Arnold and
Kay Reinarts explained that the staff committee was very close to a total
vehicle usage/replacement policy to recommend to the Council.
G. Mr. Schneider began an explanation of a recent misuse of a City vehicle
by an employee. Mr. Arnold advised that the employee had been counseled
and reprimanded for any misuse that occurred.

H. Mr. Sawyer stated that it was his opinion that no new City vehicles
should be bought until a history could be developed on each vehicle.
I. Mr. Sawyer questioned the legal notice recently appearing in the Valley
News concerning Revenue Sharing Funds. Mr. Arnold reiterated that he was
required by the Federal Register to publish that notice prior to a Revenue
Sharing Proposed Use Public Hearing.
#12 ADJOURNMENT: Upon motion duly made and seconded, the meeting adjourned
at 9:25 P.M.
