SPECIAL MEETING OF THE CITY COUNCIL
AUGUST 23, 1977
The Schertz City Council convened in Special Session, Tuesday, August 23,
1977 at 7:10 P.M. in the Council Chambers, 401 Oak Street with the follow-
ing members present: Mayor Robert C. Bueker, presiding; Richard L. Howe,
Donald J. Seeba, Walter F. Schneider, Earl W. Sawyer and Earl Johnson. Also
present was City Manager Denny L. Arnold.

#1 BUDGET REVIEW: Council discussed and reviewed personnel and other
items of the proposed 1977-78 Budget.
Mr. Sawyer moved to recess the meeting at 10:45 P.M. until 7:00 P.M. Wednes-
day August 24, 1977. Mr. Schneider seconded the motion which carried with
the following vote:
AYES: Mr. Howe, Mr. Seeba, Mr. Schneider, Mr. Sawyer and Mr. Johnson.
NAYS: None

The Special Session of the City Council was reconvened at 7:15 p.M. Wednesday,
August 23, 1977, in the Council Chambers, 401 Oak Street with the following
members present: Mayor Robert C. Bueker, presiding; Richard L. Howe, Walter
F. Schneider, Earl W. Sawyer and Earl Johnson. Absent: Donald J. Seeba.
Also present, City Manager Denny L. Arnold and City Secretary June G. Krause
and Administrative Assistant Kay Reinarts.
Council continued their review of the proposed 1977-78 Budget, completing
Departments 1 through 7 and the personnel po~tion of Department 8.
Mr. Arnold briefed the Council on the need to increase the water revenues
to produce sufficient coverage of revenues over total operating expenses
relating to future bond sales.
After discussion on the above, Mr. Schneider moved the meeting be adjourned
at 11 :23 P.M. Mr. Johnson seconded the motion which carried unanimously.

SPECIAL SESSION OF THE CITY COUNCIL
AUGUST 30, 1977
The Schertz City Council convened in Special Session, August 30, 1977, at
7:00 P.M. in the Council Chambers, 401 Oak Street with the following mem-
bers present: Mayor Robert C. Bueker, presiding; Richard L. Howe, Donald
J. Seeba, Walter F. Schneider, Earl W. Sawyer and Earl Johnson. Also pre-
sent were City Manager Denny L. Arnold, City Financial Advisor Tom Ander-
litch and City Secretary June G. Krause.
#1 CHANGE ORDER: Mr. Arnold presented Change Order #3 to the
Community Center for lettering for the Building.
Council discussed the large sum of money involved.
Mr. Johnson moved to approve Change Order #3 to the Community Center. Mr.
Seeba seconded the motion.
Further discussion followed in which it was ageeed by Council to check with
other firms that might be able to do this work. Mr. Johnson then withdrew
his motion with Mr. Seeba withdrawing his second.
This item was then tabled until the next Regular Session of the City Council
on September 6, 1977.
#2 CHANGE ORDER #3 to the Southside Project. This item was tabled
until the next regular meeting of the Council as the paper work
had not been received in time for this meeting.
#3 PAYMENT ESTIMATE #5 to New Paving Company. This item was also
tabled until the next regular meeting of the Council on Septem-
ber 6, 1977 also because the paper work had not been received.
Mr. Anderlitch briefed the Council on the requirements for selling Revenue
Bonds, whether the full $475,000 as voted were sold are only a portion.
Council discussed with Mr. Anderlitch the pros and cons of needs for selling
bonds and the requirements necessary for selling bonds.
#4 BUDGET REVIEW: Council continued their review and discussion of
the proposed 1977-78 Budget, completing Departments
8 through 11.
Mr. Schneider moved the meeting be recessed at 10:34 P.M. and continued on
August 31,1977 at 7:00 P.M. Mr. Sawyer seconded the motion which carried
with the following vote:
AYES: Mr. Howe, Mr. Seeba, Mr. Schneider, Mr. Sawyer and Mr. Johnson.
NAYS: None

ing members present: Mayor Pro Tem Richard L. Howe, presiding; Donald J.
Seeba, Walter F. Schneider, Earl W. Sawyer and Earl Johnson. Absent: Mayor
Robert C. Bueker. Also present were City Manager Denny L. Arnold, Adminis-
trative Assistant Kay Reinarts, Asst. City Manager Hal Baldwin and City Sec-
retary June G. Krause.
Council conintued their review and discussion of the proposed 1977-78 Budget,
completing Departments 12 through 22.
