Seeba, presiding; Nell G. Funk, Walter F. Schneider, Ed L. Sharpe and Gail Hyatt. Absent: Mayor Robert C. Bueker. City Manager Denny L. Arnold and City Secretary June G. Krause also present. #1 APPROVAL OF MINUTES: A. Mrs. Funk moved to approve the minutes of the Public Hearing of September 16, 1975 Mr. Schneider seconded the motion which carried with the following as presented. vote: AYES: NAYS: Mrs. Funk, Mr. Schneider, Mr. Sharpe and Mrs. Hyatt. None B. Mrs. Hyatt moved to accept the minutes of the Regular Meeting of September 16, 1975 as presented. Mr. Seeba requested his name be corrected in the attendance portion of the Public Hearing of September 23, 1975. Mr. Schneider moved to accept the minutes of the Public Hearing of September 23, 1975 as corrected. Mrs. Hyatt moved to accept the minutes of the Special Session of September 23, 1975 as presented. Mr. Sharpe seconded the motion which carried with the following vote: AYES: Mrs. Funk, Mr. Schneider, Mr. Sharpe and Mrs. Hyatt. NAYS: None #2 HEARING OF RESIDENTS: Mr. Ed Wilson requested the CAC Committee members present be given time to address the Councilor answer questions when Item #3 comes before the Council. #3 CAC MINUTES: Mrs. Funk moved to accept the minutes of the Citizens Advisory Committee of September 25, 1975. Mrs. Hyatt seconded the motion which carried with the following vote: AYES: Mrs. Funk, Mr. Schneider, Mr. Sharpe and Mrs. Hyatt. NAYS: None Council discussed with the Chairman and members of the CAC several aspects of the committee functions. #2 HEARING OF RESIDENTS: Mr. Robert Strange, who arrived late, asked to brief the Council to bring them up to date on the Buffalo Valley Youth Association and handed out balance sheets for the season ending August 31, 1975. #4 COMMUNITY FUND BOARD MINUTES: Mr. Sharpe moved to accept the minutes of the Community Fund Board as presented. Mrs. Hyatt seconded the motion which carried with the following vote: AYES: Mrs. Funk, Mr. Schneider, Mr. Sharpe and Mrs. Hyatt. NAYS: None / ~') . \ A proclamation was presented for the Mayor's signature naming the week of October 31st through November 9th as Schertz Community Fund Drive Week. #5 ORDINANCE: Mayor Pro-tern Seeba introduced the following captioned ordinance which was read in full by the City Manager. Mr. Sharpe moved that said ordinance be considered by the Council. Mrs. Hyatt seconded the motion which was carried by the following vote: . . y AYES: Mrs. Funk, Mr. Schneider, Mr. Sharpe and Mrs. Hyatt. NAYS: None The following captioned ordinance was then discussed and fully considered by the Council. AN ORDINANCE PROVIDING FOR THE EXTENSION OF THE BOUNDARY LINES OF THE CITY OF SCHERTZ, TEXAS BY THE ANNEXATION OF ONE CERTAIN TRACT OR PARCEL OF LAND CONTAINING 13.20 ACRES OUT OF GUADALUPE COUNTY. Whereupon Mr. Sharpe moved that said ordinance be further considered at the next regular meeting of the City Council to be held on the 21st day of Octo- ber 1975, which motion was seconded by Mrs. Hyatt and which carried by the following vote: .) 1 .... ,) ~ AYES: Mrs. Funk, Mr. Schneider, Mr. Sharpe and Mrs. Hyatt. NAYS: None #6 NEWSLETTER REVIEW: Council reviewed the proposed newsletter for the month of September, 1975. Mr. Schneider moved to approve the newsletter with the changes as noted. Mrs. Hyatt seconded the motion which carried with the following vote: AYES: Mrs. Funk, Mr. Schneider, Mr. Sharpe and Mrs. Hyatt. NAYS: None #7 GENERAL DISCUSSION: A. Mr. Arnold explained that the Schertz Busi- ness Club would be paying $8,370.00 of the total cost of $11,970.00 for the metal addition to the Fire Department building. However, since the Schertz Business Club is not a legally formed body, they could not sign a financial note or a contract for the construction of the building. Since the City, as of October 1, has taken over the financial liabi- lity and assets of the SAFES organization, it would be the City's responsibility to sign for the balance of the financial obligation which the Business Club will retire. The Business Club will make an initial downpayment on the financial obligation in the approximate amount of $3,000, leaving a balance of approximately $5,000. Also it would be the City's responsibility to enter contract with Mr. Tommy Crouch Construction Company for the building construction. Mr. Sharpe moved to authorize the Mayor to sign a note in the amount of $5,000 on behalf /L~" "/- of the City for the balance required for construction of the extention of the Fire Department Building. Mrs. Hyatt seconded the motion which carried with the following vote: AYES: Mrs. Funk, Mr. Schneider, Mr. Sharpe and Mrs. Hyatt. NAYS: None Mr. Sharpe moved to authorize the Mayor to sign a contract with the Crouch J&:/ -:: ,- Construction Company for construction of the building. Mrs. Funk seconded the motion which carried with the following vote: AYES: Mrs. Funk, Mr. Schneider, Mr. Sharpe and Mrs. Hyatt. NAYS: None #8 ADJOURNMENT: Mrs. Hyatt moved the meeting be adjourned at 8:40 P.M. The motion was duly seconded and carried with a unanimous vote in favor of the motion.
