SPECIAL SESSION OF THE CITY COUNCIL
OCTOBER 14, 1975
The Schertz City Council convened in Special Session October 14, 1975 at
7:00 P.M. in the Council Chambers, 401 Oak Street with the following members
present: Mayor Robert C. Bueker, presiding; Nell G. Funk, Donald J. Seeba,
Walter F. Schneider, Ed L. Sharpe and Gail Hyatt. Also City Manager Denny L.
Arnold and City Secretary June G. Krause.
#1 SWIMMING POOL PLANS: This item was tabled until Mr. Gaddis arrives
later in the evening.
#2 $-C-UC ISD SEWER RATE: Council discussed the School District sewer
rates with the following members of the School
District: Board President Douglas English, Board Member Chuck Sharp, Superinten-
dent C. M. Nalls and Asst. Superintendent Jerome Davis.
Mrs. Hyatt moved that the City Staff be instructed to conduct a review and sewer
rate study of the entire sewer system to be presented to the Council at their
November 14th work meeting. Mr. Seeba seconded the motion which carried with
the following vote:
AYES: Mrs. Funk, Mr. Schneider, Mr. Sharpe and Mrs. Hyatt., and Mr. Seeba.
NAYS: None
#3 COMMUNITY DEVELOPMENT: Mr. Gaddis presented the residents comments
as compiled by the Com. Dev. Director, on the
proposed paving project in Buffalo Valley South and his recommendations accordingly.
After Council review and discussion, Mr. Seeba moved to approve the recommenda-
tions of Mr. Gaddis, with the exception of Beck Street which should be 27 feet
wide instead of the 30 feet as recommended. Mr. Schneider seconded the motion
which carried with the following vote:
AYES: Mrs. Funk, Mr. Schneider, Mr. Sharpe, Mr.' Seeba and Mrs. Hyatt.
NAYS: None
#1 SWIMMING POOL PLANS: Mr. Gaddis presented the finalized plans for the
swimming pool showing also the location site.
Council agreed to eliminate the non-paying aspect of the wading pool area and
change the ramp accordingly.
Mr. Seeba moved to accept the speCifications presented for the swimming pool
with the specified changes on the wading pool area. Mrs. Hyatt seconded the
motion. Further discussion followed concerning the separate bids. Mayor Bueker
called for a vote on the motion of acceptance of specifications which carried
with the following vote:
AYES: Mrs. Funk, Mr. Seeba, Mr. Schneider, Mr. Sharpe and Mrs. Hyatt.
NAYS: None
Mr. Gaddis gave the following approximation dates: Bids to be let in November,
with construction to start late November or early December. Project completion
is anticipated as being by the first of June 1976.

#4 INDUSTRIAL DEVELOPMENT: Council discussed utilities extension policy
(both in and out of City limits) for proposed
Mr. Sharpe recommended that the City staff be directed to start working on a
water and sewer extention policy. Mr. Arnold was requested to answer Mr. Robert
Opitz's letter giving the general guidelines, - that the City will be working
on an extention policy for utilities but until then each request will be handled
on its own merit.
MRS. HYATT HAD TO LEAVE THE MEETING AT 9:47 P.M.
#5 GENERAL DISCUSSION: A. Mayor Bueker explained that AACOG is forming
a Camino Real Health Care Plan Committee which
will be a 30 member committee with 14 seats allocated to professional people
and the balance being filled by cities or other public entities etc. The
Community Council would like to place General Blake on this committee. The
Council agreed to the Mayor writing a letter to AACOG stating the City of
Schertz does not desire a position but relinguishes our position on the com-
mittee to the representative to be chosen by the Randolph Community Council.
B. With reference to requests by residents of Mobile Villa Estates to take
over the maintenance of the streets, Council agreed the City will not accept
dedication of the streets (including maintenance) until such time as the City
accepts dedication of the water system and all related easements.
On a motion duly made and seconded, Mayor Bueker declared the meeting adjourned
at 10:00 P.M.
