ccreg-10-21-1975 318 REGULAR MEETING OF THE CITY COUNCIL OCTOBER 21,1975 The Schertz City Council convened in Regular Session, October 21, 1975 at 7:00 P.M. in the Council Chambers, 401 Oak Street with the following members present: Mayor Robert C. Bueker, presiding; Nell G. Funk, Donald J. Seeba, Walter F. Schneider, Ed L. Sharpe and Gail Hyatt. Also City Manager Denny L. Arnold and City Secretary June G. Krause. #1 APPROVAL OF MINUTES: A. Mr. Schneider moved to accept the minutes of the regular meeting of October 7, 1975 as presented. Mr. Sharpe seconded the motion which carried with the following vote: AYES: Mrs. Funk, Mr. Seeba, Mr. Schneider, Mr. Sharpe and Mrs. Hyatt. NAYS: None B. Mr. Sharpe moved to accept the minutes of the Special Meeting of October 14, 1975 as presented. Mr. Seeba seconded the motion which carried with the follow- ing vote: AYES: Mrs. Funk, Mr. Seeba, Mr. Schneider, Mr. Sharpe and Mrs. Hyatt. NAYS: None ~?) ~' \\.0 #2 HEARING OF RESIDENTS: Mrs. Fotenot reserved the right to speak on agenda item No.3. #3 ORDINANCE: The Mayor introduced the following captioned ordinance which was thoroughly discussed by the Council. Council requested the addition of "livestock trailers, or other trailers" to Section III (2). Mr. Schneider was in agreement with the no parking of tractor trailors in residential areas as specified in Section III, (2) and (3) but asked where these trucks could be parked. Council was in agreement with the Chief of Police that these trucks could be parked behind the Police Department on Live Oak Road. Mr. Schneider moved that said ordinance be considered by the Council with the changes as noted above. Mrs. Funk seconded the motion which carried with the following vote: AYES: Mrs. Funk, Mr. Seeba, Mr. Schneider, Mr. Sharpe and Mrs. Hyatt. NAYS: None AN ORDINANCE AMENDING ORDINANCE NO. 74-D-12 HERETOFORE PASSED AND ADOPTED BY THE CITY COUNCIL OF THE CITY OF SCHERTZ, TEXAS, ON THE 2ND DAY OF APRIL, 1974, REGULATING TRAFFIC WITHIN THE CORPORATE LIMITS OF THE CITY OF SCHERTZ TEXAS, AND PROVIDING FOR THE PUBLICATION OF THIS ORDINANCE. Whereupon Mr. Schneider moved that said ordinance be further considered at the next regular meeting of the City Council to be held on the 4th day of November, 1975, which motion was seconded by Mrs. Funk and which carried by the following vote: AYES: Mrs. Funk, Mr. Seeba, Mr. Schneider, Mr. Sharpe and Mrs. Hyatt. NAYS: None Jl~ #4 ORDINANCE: The Mayor introduced the hereinafter set forth ordinance, which has been read and considered at the last regular meeting of the City Council on the 7th day of October, 1975. It was determined that the City Secretary had caused a short synopsis of said proposed ordinance to be published in the official City newspaper after its consideration at the last regular meeting of the City Council and prior to this meeting. Whereupon said ordinance was discussed and further considered by the Council. Thereupon it was moved by Mr. Seeba and seconded by Mrs. Hyatt that said ordinance be finally passed and adopted. NAYS: None AN ORDINANCE PROVIDING FOR THE EXTENSION OF THE BOUNDARY LINES OF THE CITY OF SCHERTZ, TEXAS BY THE ANNEXATION OF ONE CERTAIN TRACT OR PARCEL OF LAND CONTAINING 13.20 ACRES OUT OF GUADALUPE COUNTY. #5 GENERAL DISCUSSION: A. Mr. Arnold briefed the Council on a conversa- tion he had with Mr. Nordmeyer of H. B. Zachry concerning Mr. Beck's offer of concrete for the new addition to the Fire Depart- ment Building. B. Mr. Arnold said the City had received a letter from Mayor Lila Cockrell of San Antonio on TML letterhead requesting the City Council pass a resolution in support of passage of the proposed Texas Constitution. Council decided to decline the request. C. There was general discussion as to whether the City should become a member of the Greater Randolph Area Chamber of Commerce. Council decision was to check further and make a final decision later. D. Mrs. Funk asked the Mayor if anyone had been appointed to the Industrial Board; and when told no one had, she suggested the name of Richard Howe. Mayor Bueker said he would recommend Mr. Howe. E. Mr. Schneider asked the status of the review of the water contracts with Schaefer Road Rural Water Supply District and the City of Cibolo Water District. Mr. Arnold said that he had met with officials of both water districts and City Staff is now doing a cost analysis. He will continue to meet with both district representatives to come as close to an agreement as possible before having the two bodies meet with the City Council. F. Mr. Arnold discussed with the Council the possibility of separating the Street and Park and the Water & Sewer Departments by building a new Utilities Building at some site to be decided on by Council. Although Council could see the need, there was no definite decision given. 320 G. Council discussed the sewer main installation and streets in Deer Haven/ Oak Forest subdivisions. Mr. Arnold said that he, Howard Gaddis, Howard Stich and CCMA officials were coordinating everything involved in this project. It will be at least 30 days before Stich Contractors will finish the stub-out and manholes in that area. #6 ADJOURNMENT: On a motion by Mr. Schneider, seconded by Mrs. Hyatt, the meeting was declared adjourned at 8:50 P.M. A.x e 4~-~ Mayor, City of Schertz, Texas ATTEST: ()::~,/~' ~ Ci~Secretary, City of Schertz PUBLIC HEARING OF THE CITY COUNCIL NOVEMBER 4, 1975 The Schertz City Council held a Public Hearing Tuesday, November 4, 1975, at 7:00 P.M. in the Council Chambers, 401 Oak Street, with the following members present: Mayor Robert C. Bueker, presiding; Donald J. Seeba, Nell G. Funk, Walter F. Schneider, Ed L. Sharpe and Gail Hyatt. City Manager Denny L. Arnold and City Secretary June G. Krause and Community Development Coordinator Darrell Farr. Mayor Bueker explained the purpose of the publiC hearing was to allow citizens to appear and be heard on the proposed rehabilitation of the south side of Schertz - Buffalo Valley South Project. There were approximately twenty three residents of the area in attendance. Mr. Farr discussed with the residents the incorporation of their suggestions from the last Public Hearing into the present plans. There was general dis- cussion as to drainage, removal of trees, street paving and width. After questions had been answered to the citizens' satisfaction, Mayor Bueker briefly discussed the process of project completion, the first being the acquisition of right of way.
