ccreg-11-18-1975 22() Mr. Gaddis briefed the Council on a request for a meeting from the engineer for the Homecraft GUADCO MUD District #1. The engineer wanted to go over the plans for the Homecraft Subdivision to be sure of the City requirements. Chief Schoonover reported the City Manager had requested he submit cost estimates for Police Protection of this subdivision, as a result of a request from Homecraft. The Chief is preparing his report to the City Manager, which will be submitted to the Council. E. Mrs. Funk asked the status of the bids for the swimming pool. Mr. Gaddis said he is working on the electric bid now and all bids should go out by the end of this month. Mr. Gaddis also reported work had begun on the foundation construction for the new water tower and the tower itself should be started in January, with erection anticipated being completed within sixty days thereafter. Bueker, presiding; Nell G. Funk, Donald J. Seeba, Walter F. Schneider, Ed L. Sharpe and Gail Hyatt. Also City Manager Denny L. Arnold and City Secretary June G. Krause. #1 APPROVAL OF MINUTES: A. Mrs. Hyatt moved to accept the minutes of the Public Hearing of November 4, 1975 as presented. Mr. Seeba seconded the motion which carried with the following vote: AYES: Mrs. Funk, Mr. Seeba, Mr. Schneider, Mr. Sharpe and Mrs. Hyatt. NAYS: None B. Mr. Seeba moved to accept the minutes of the Regular Meeting of November 4, 1975 as presented. Mr. Sharpe moved to accept the minutes of the meeting of the Personnel Board of October 28, 1975 as presented. Mrs. Funk moved to accept the minutes of the Personnel Board meeting of November 3, 1975 as presented. None #5 SCHERTZ POST OFFICE: Mayor Bueker briefed the Council on the informa- tion he had concerning the possible changes in service of the Schertz Post Office and actions he had taken thus far. Such as writing letters to Mr. Davis of the Postal Service, Senators Tower and Bentsen, and Representative Kazen requesting their help in preventing the curtailment of postal service to Schertz residents. At this time, replies had been received from Senator Tower and Rep. Kazen. Mayor Bueker also said he had about a 45 minute conversation with Mr. Bader, Customer Services Director in San Antonio, but they could not reach any conslusions. He had also written a petition which was circulated by the Citizens Advisory Committee, who had obtained over 2600 signatures. A meeting has been set up with Mr. Bader and other officials in the Mayor's office for Wednesday the 19th of November to discuss these proposed 32x I Q~~ ~. I ~.~i ~J\ \ 16 \~o' changes. This meeting will determine what should be done with the petition. Mr. Arnold advised that a representative of the Postal Union had visited with him and offered their help in protesting this change. During Council discussion, Mrs. Funk suggested it would be advisable since most of the Council work at full-time jobs, to name someone to represent the City at meetings of higher elected officials. #6 RESOLUTION: Mayor Bueker introduced a Resolution adopting the maintenance and updating procedures for personnel evaluation, position descriptions, merit raises, etc. as part of the City.s personnel policy. The Resolution was read in full by the City Manager. After Council discussion, Mr. Sharpe moved to adopt the following captioned resolution. Mrs. Funk seconded the motion which carried by the following vote: AYES: Mrs. Funk, Mr. Seeba, Mr. Schneider, Mr. Sharpe and Mrs. Hyatt. NAYS: None RESOLUTION NO. 75-R-19 A RESOLUTION ADOPTING THE MAINTENANCE AND UPDATING PROCEDURES TO THE JOB EVALUATION, CLASSIFICATION AND COMPENSATION PLAN AND MERIT SYSTEM FOR THE EMPLOYEES OF THE CITY OF SCHERTZ, TEXAS. #7 HOME CRAFT CORPORATION: Mayor Bueker suggested the Council consider the requests of Homecraft Corporation for Police and Fire Protection of the GUADCO MUD District #1 separately. Mr. Sharpe moved the City not provide Police protection to the Homecraft area. Mr. Schneider seconded the motion. Mr. Arnold presented cost estimates for this service as provided by the Chief of Police. After further discussion, Mayor Bueker called for a vote on the motion, which carried with the following vote: AYES: Mrs. Funk, Mr. Seeba, Mr. Schneider, Mr. Sharpe and Mrs. Hyatt. NAYS: None Mr. Arnold had talked with Fire Chief Woodward, who said his feeling was the Fire Department would not be opposed to furnishing fire protection to GUADCO MUD District #1 but he wanted the Council's opinions as to entering a contract with Homecraft. Mayor Bueker, with Council agreement, said his only objection would be to first determine if entering a contract would have any effect on the City's key insurance rate. #8 ORDINANCE: The Mayor introduced the hereinafter set forth ordinance which has been read and considered at the last regular meeting of the City Council on the 4th day of November, 1975. It was determined that the City Secretary had caused a short synopsis of said proposed ordinance to be published in the official City Newspaper after its consideration at the last regular meeting of the City Council and prior to this meeting. Whereupon said ordinance was discussed and further considered by the Council. Thereupon it was moved by Mrs. Funk that said ordinance be finally passed and adopted. The Mayor put the motion to a vote of the members of the City Council and the ordinance was finally passed and adopted by the following vote: 329 AYES: Mrs. Funk, Mr. Seeba, Mr. Schneider, Mr. Sharpe and Mrs. Hyatt. NAYS: None ORDINANCE NO. 75-M-36 AN ORDINANCE AUTHORIZING THE USE OF PARKS AND RECREATIONAL AREAS, OWNED AND CONTROLLED BY THE CITY OF SCHERTZ, TEXAS; REGULATING THE POSSESSION AND CONSUMPTION OF ALCOHOLIC BEVERAGES IN SUCH PARKS; STATING THE POLICIES AND REGULATIONS GOVERNING THE USE OF SUCH AREAS; REGULATING BASEBALL USES AND FEES; AND PROVIDING FOR A PENALTY. #9 SEWER RATE REVIEW: Council discussed at length methods of assessing sewer rates for the City of Schertz. It was general concensus of the Council for the City Manager to write a letter to Mr. Smith, Area Engineer of the Environmental Protection Agency stating this item has been on the agendas of the last three Council meetings and the Council is unable to arrive at a fair method of assessment of sewer rates until more specific guidelines are provided by their office. #10 GENERAL DISCUSSION: A. Mayor Bueker read a letter of appreciation to the Schertz Police Department from Barbara Stanhope of the Good Shepherd Catholic Church. B. Mrs. Funk again asked the Mayor if he had appointed Mr. Howe to the Industrial Committee. Mayor Bueker said he had not as yet pending the outcome of an investi- gation as to the coordination of requests received between the Chamber of Commerce and the Industrial Committee. Arnold C. Mr.jasked for and received Council agreement to not hold a Special Session of the Council on the 9th of December. D. Mr. Arnold briefed the Council on the types of liability insurance the City now has and said that at a meeting in the very near future, he would ask our insurance agent, Nick Brewer, to address the Council in this respect. E. The City Manager then briefed the Council on several projects he and the staff are now working on, such as: working with the auditors, financial advisor and engineer On an engineering study to renegotiate contracts to furnish water to Schaefer Road Rural Water Supply District and the City of Cibolo; rewriting of the Comprehensive Plan; Water Extension Policy; gathering data necessary to present to the Federal Attorney General in order to get approval of our annexa- tions since 1972 under the Voting Rights Act. He also told the Council he and Mr. Graham of CCMA had inspected a 3 acre tract of land CCMA thought Uie:y owned and on which they had done extensive reclamation. Mr. Dietz actually owns the land is not happy with the destruction of some trees. Council was asked if they would like to consider joining the CCMA in the distant future in purchase of this land. #11 ADJOURNMENT: Mrs. Hyatt moved the meeting be adjourned at 8:47 P.M.
