REGULAR SESSION OF THE CITY COUNCIL
DECEMBER 2, 1975
The Schertz City Council convened in Regular Session Tuesday, December 2, 1975
at 7:00 P.M. in the Council Chambers, 401 Oak Street with the following members
present: Mayor Robert C. Bueker, presiding; Nell G. Funk, Donald J. Seeba,
Walter F. Schneider, Ed L. Sharpe and Gail Hyatt. City Manager Denny L. Arnold
City Secretary June G. Krause and City Attorney Richard W. Harris.
#1 APPROVAL OF MINUTES: Mrs. Funk moved the minutes of the Regular
Session of November 18, 1975 be accepted as
presented. Mrs. Hyatt seconded the motion which carried with the following VQte:
AYES: Mrs. Funk, Mr. Seeba, Mr. Schneider, Mr. Sharpe and Mrs. Hyatt.
NAYS: None
#2 HEARING OF RESIDENTS: There were no citizens wishing to be heard.
#3 CITIZENS ADVISORY COMMITTEE MINUTES:

#4 LIABILITY INSURANCE: This item was tabled until the meeting of Decem-
ber 16, 1975 because Mr. Brewer, City Insurance
Agent of record, was not properly notified to be present.
#5 INDUSTRIAL PROSPECTS: The Mayor introduced a letter from Mr. Pleas
Naylor of Naylor Realty concerning Industrial
prospect for the Industrial Park. Council discussed utilities policies for this
area and again stated they would not set a definite policy but would consider each
request on an individual basis. It was brought out that most cities are following
this same procedure.
Mr. Arnold said he had been asked by Mr. Borgfeld of the Industrial Committee to
determine if the Mayor had appointed anyone to this committee. Mayor Bueker said
he would contact Mr. Borgfeld in this regard.
#6 SCHERTZ POST OFFICE: Mayor Bueker briefed the Council on the status of
the Schertz Post Office curtailment of services
and correspondence that has gone forward as of this date. Mr. Arnold was requested
to contact the Small Cities Association for any help they might be able to give.
Discussion followed regarding current and future City involvement in Post Office
activities. Mayor Bueker suggested Councilmembers bring up any new ideas they
might have on Post Office activities at future meetings.
#7 CHRISTMAS CLOSING: Council discussed the closing of City Hall during the
Christmas-New Year Holiday Season.

Mr. Sharpe moved that policy be established whereby if a National Holiday falls on
either a Tuesday or Thursday that City Hall be closed on Monday or Friday which-
ever applies. Mrs. Funk seconded the motion which carried with the following vote:

#8 MINUTES AND NEWSLETTER: Mr. Arnold explained to the Council that in his
professional opinion, the City is spending an .
enormous amount of money to print the newsletter and minutes monthly. He also
stated there was little response to the questionaire in the last newsletter asking
citizens to give their opinions on this subject, only eleven people contacted
City Staff. They were in"agreement to discontinue the publishing of the minutes
but all wanted to keep the newsletter.
Council discussed the pros and cons of producing both and asked the City Manager
to bring cost figures to the meeting of December 16, 1975 in order for them to
arrive at a decision.
#9 NEWSLETTER REVIEW: After review by the Council, Mr. Schneider moved
to approve the newsletter as presented. Mr. Seeba
seconded the motion which carried by the following vote:

#10 GENERAL DISCUSSION:
A. Mayor Bueker read a letter from Mr. D. L. Davis

B. Mr. Seeba reported it had been brought to his attention that the school sign
does not work on the north side of the crossing at FM 3009 and Live Oak Road.
Chief Schoonover reported he had notified the Highway Department several times.
Also that soon this crossing would be moved to Elbel Road and Live Oak Road
intersection and hopefully would have improved service at that time.
C. Mr. Harris briefed the Council on the problem, which is getting worse, of the
number of people failing to appear on court dates or even to contacting the Police
Department. He ask Council consideration of discussing some means of alleviating
this costly problem.
D. Concerning Mr. Seeba's question on the status of the swimming pool, Mr. Arnold
said he had talked with Mr. Hanns who informed him the plans are finished, the
specifications are being typed at this time and will be forwarded to the Parks and
Wildlife Department this week.
E. Mr. Arnold briefed the Council on several subjects. One being the streets
in Deer Haven being repaired when the sewer work is completed. Mr. Gaddis, City
Engineer is preparing cost estimates for overlay work but wanted the Council to
be aware of the problems involved in doing this work in cold weather.
Mr. Arnold also reported he had received a letter from the Small Business Associa-
tion stating they would like to sell the metal building on Wuest Street to the City
but could not sell it for the $15,100 as offered and would like the Council to
consider raising their offer.
City Staff have started gathering data necessary for annexation approval under
the Voting Rights Act.

F. Mrs. Hyatt asked for a progress report on the rehabilitation of the south
side of Schertz. Mr. Harris working on the interpretation of HUD's require-
ments on land acquisition, which has to be accomplished before anything else
can be commenced.
#11 ADJOURNMENT: Mrs. Hyatt moved the meeting be adjourned at 8:31 P.M.
The motion was seconded by Mrs. Funk and carried
unanimously.

The Schertz City Council met in joint session with the Planning & Zoning Commission
Wednesday, December 10, 1975 at 7:30 P.M. in the Council Chambers, 401 Oak Street
with the following members present: Mayor Pro-Tem Donald J. Seeba, Walter F.
Schneider, Ed L. Sharpe and Gail Hyatt. Also City Manager Denny L. Arnold and City
Secretary June G. Krause. Absent: Mayor Robert C. Bueker and Nell G. Funk.
Planning and Zoning Members present: Chairman Johnny Wise, presiding; Earl Sawyer,
Sam Carey, Ray Stanhope. Absent: Dick Howe and Chuch Sharpe.
#1 CALL TO ORDER: Chairman Wise called the meeting to order at 7:30 P.M.
#2 READING OF MINUTES: There were no minutes available at this time.
#3 SPECIFIC USE PERMIT: Chairman Wise asked Mr. Arnold to explain the proce-
dures involved. Mr. Arnold read a letter of request
from the Schertz Baptist Church to build an addition across the street from their
present church. He also gave the recommendations of the City Inspector.
Councilmember Schneider moved'to hold a Public Hearing on the Church's request for
a Specific Use Permit on January 6, 1975. Mrs. Hyatt seconded the motion which
carried with the following vote:
AYES: Mr. Seeba, Mr. Schneider, Mr. Sharpe and Mrs. Hyatt.
NAYS: None
P&Z member Carey moved to hold a Public Hearing of the Church's request for a Specific
Use Permit on January 6, 1975. Mr. Stanhope seconded the motion which carried with
the following vote:
AYES: Mr. Carey, Mr. Stanhope and Mr. Sawyer.
NAYS: None
#4 ADJOURNMENT: Mr. Stanhope moved the meeting be adjourned at 7:58 P.M.,
