04-03-2007-CCJMtg MINUTES JOINT MEETING APRIL 3, 2007 The Schertz City Council and Cibolo City Council met for ajoint meeting on April 3, 2007 at 7:35 p.m. in the Schertz Civic Center Annex. #1 CALL TO ORDER (City of Schertz City Council and City of Cibolo City Council) Mayor Baldwin called the joint meeting to order at 7:35 p.m. City officials and staffs from both cities introduced themselves. Those present from the City of Schertz were Mayor Hal Baldwin; Councilmembers Reginna Agee, Jim Fowler, David Scagliola, Michael Carpenter and Tony Wilenchik; Don Taylor, City Manager; Assistant City Managers John Bierschwale and David Harris; Michael Spain, City Attorney; and Judy Tokar, City Secretary. The City of Cibolo was represented by Mayor Johnny Sutton; Councilmembers Diane Davis, Mark Winn, Bede Ramcharan, Tony Krasnai" Chad Royal; Peggy Cimics, City Secretary; Todd Parton, City Manager; and Nancy McBeth, Community Development Director. #2 Discussion on Town Creek Gravity Sewer. John Bierschwale, Assistant City Manger, City of Schertz, explained the project is critical for development ofIH 35 and FM 1103. It is proposed to readjust the alignment to allow joint partnership with the City of Cibolo, which will shorten the length of the gravity sewer needed by Schertz. The project is separated into four segments: Schertz outfall line, the line on Dean Road from Wiederstein to the Enclave that will be upsized and shared with Cibolo, the parallel line from the Enclave to FM 1103, and the parallel line from FM 1103 to FM 78 that will be upsized to accommodate the City of Cibolo. All that is needed is for the City of Cibolo to participate is the design for the lines, and the estimated cost for Cibolo's portion. The City of Schertz is ready to bid the project and start construction. Todd Parton, City Manager, City ofCibolo said the parallel line located from FM 1103 to FM 78 is there to meet the City's 20 year projected build out in the watershed. #3 Discussion on the following drainage issues/projects: John Bierschwale, Assistant City Manager, City of Schertz said the expansion of the railroad bridge at Dietz Creek is a critical project and vital for both cities and communities. There are two major watersheds that come together at Dietz Creek that will require partnering with both cities and the Missouri Pacific railroad. The railroad bridge would be expanded to 60 feet at a cost of approximately $300,000.00 shared between the three entities. Mr. Bierschwale said there needed to be an agreement with the Missouri Pacific Railroad before costs could be established. City of Schertz and City of Cibolo Joint Meeting 157 Todd Parton, City Manager, City of Cibolo said another project that needs to be considered is the clean up of the Cibolo Creek. The City of Schertz and City of Cibolo just fmished a drainage analysis study. Some of the results of the study were the approach on minimizing the impact of the watershed on development in both cities by requiring regional planning. Mr. Parton referred to a portion of the Town Creek watershed that affected some of the City of Schertz housing developments. John Bierschwale, Assistant City Manager, City of Schertz recommended that both cities continue cooperation and discussion with the Guadalupe Blanco River Authority, FEMA and San Antonio River Authority to resolve the regional drainage problems. #4 Discussion on future boundaries between cities. Todd Parton, City Manager, City of Cibolo and David Harris, Assistant City Manager, City of Schertz updated both Councils on their discussion with the City of San Antonio regarding extraterritorial jurisdiction grants for land adjoining for each city in the IH 10 area. They both expressed the importance of acquiring land for future growth and providing necessary services. Councilmember Wilenchik asked what kind of actual planning is being looked at, and if we were considering annexation, joint use of services, or ETJ swaps? Todd Parton, City Manager, City of Cibolo explained that there are issues regarding sewer and growth management, provision of utility services, thoroughfare planning, and boundary realignment. Both Councils should consider whether or not these are essential issues, and give each staff more direction. Mayor Sutton, City of Cibolo said that his staff has gone as far as they can go without City Council's direction or approval. Don Taylor, City Manager, City of Schertz said he feels that his staff won't consider any action that may have an impact on the City ofCibolo. #5 Discussion on Health Inspection services. David Harris, Assistant City Manager, City of Schertz said the school district asked the City of Schertz Health Inspector, Shanna Bates, to perform cafeteria inspections. After staff's discussion with the City of Cibolo, it was agreed that an interlocal agreement is necessary to inspect the restaurants and schools in their city limits. It was agreed that the City of Schertz would contract with the school district for health inspections until an agreement with City ofCibolo can be prepared. #6 Discussion on other joint projects. David Harris, Assistant City Manager, City of Schertz, and Nancy McBeth, Community Development Director, City of Cibolo updated both City Councils and staffs on possible joint projects for connectivity such as land use/transportation plan, County Club City of Schertz and City ofCibolo Joint Meeting 4-3-07 158 Boulevard expansion, Ripps-Kruessler Road extension, Wiederstein Road and Old Wiederstein Road extension and parks and lateral parks. #7 Discussion items for future meeting(s). Schertz Mayor Pro Tern Fowler suggested further discussions be considered on developing regional parks that could be jointly managed to meet the projected growth of both communities. Mayor Sutton, City of Cibolo, asked that some kind of agreement be made to allow the City of Cibolo to hook up to the Schertz system for waterline breaks in case of emergency. Councilmember Mark Winn, City of Cibolo asked that the cities consider joint purchasing for major equipment, and bidding on capital projects. John Bierschwale, Assistant City Manager, City of Schertz said Guadalupe County has heavy equipment that could be used jointly to benefit both cities. #8 ADJOURNMENT. Mayor Sutton, City of Cibolo, said this was the best meeting that has happened in a long time and hoped both cities can continue to communicate and work together. He appreciated the assistance the City of Schertz has offered in the past. Mayor Baldwin, City of Schertz thanked both staffs and City Councils and stated that it is a good start for this type of meeting.
