MINUTES
REGULAR SESSION
MAY 29, 2007
The Schertz City Council convened in Regular Session on Tuesday, May 29, at 6:30 p.m.
in the Municipal Complex Council Chambers, 1400 Schertz Parkway Building #4,
Schertz, Texas. The following members were present: Mayor Hal Baldwin presiding,
Mayor Pro Tern Jim Fowler, Councilmembers David L. Scagliolia, John Trayhan,
Michael Carpenter, and Tony Wilenchik. Also present were City Manager Don Taylor,
Assistant City Managers John Bierschwale and David Harris, City Secretary Judy Tokar,
Economic Development Director, George Antunna, and Public Works Director, Sam
Willoughby.
#1 CALL TO ORDER.
Mayor Baldwin called the meeting to order at 6:30 p.m.
#2 PLEDGES OF ALLEGIANCE TO THE UNITED STATES AND STATE
OF TEXAS
Both pledges were recited.
#3 HEARING OF RESIDENTS.
Raloh Hoe:ue, 660 Rooster Run, asked for the City's assistance by speaking to the
builder's subcontractors to clean up the trash and debris in the Kramer Farms Subdivision
and suggest they park on the right side of the road. He had sprinkler system repair work
done and the contractor deposed of the grass over his back fence. It should he the
responsibility of the contractor to clean up after the job.
Leonard Truitt, Director of Development Services said he would look into assisting him.
Robert Brockman, 1000 Elhel Road, reminded Council of the Schertz Chamber ribbon
cutting in Bracken. He asked if the City had an annexation plan?
#4 PUBLIC HEARING:
Mayor Baldwin opened the public hearing at 6:40 p.m.
A) Hold a public hearing to consider the amendment of land use
assumptions, the capital improvement plan and imposition of an impact fee
for water. (S. Willoughby)
Larry Dublin, Ford Engineering explained the Capital Improvement Plan changes and the
reason for the impact fee increase.

There was no public comment.
The public hearing closed at 6:45 p.m.
ACTION ITEMS:
#5 ORDINANCE: Discussion and action on first reading of an ordinance
amended by revising Chapter 19, Water, Wastewater and Waste Disposal,
Exhibit 10, Schedule of Current Capital Recovery Fees; providing an
effective date; and providing a repealing clause. (S. Willoughby)
Councilmember Trayhan made a motion, seconded by Councilmember Wilenchik, to
approve fIrst reading of an ordinance amended by revising Chapter 19, Water,
Wastewater and Waste Disposal, Exhibit 10, Schedule of Current Capital Recovery Fees;
providing an effective date; and providing a repealing clause. The motion carried 5 to 0
and the vote was as follows:
AYES: Councilmembers Fowler, Scagliola, Trayhan, Wilenchik and Carpenter
NA YES: None.
#6 Approve minutes of the regular session of May 1, 2007.
Councilmember Wilenchik made a motion, seconded by Councilmember Trayhan, to
approve the minutes ofthe regular session of May 1,2007. The motion carried 4-0 and
the vote was as follows:
AYES: Councilmembers Fowler, Scagliola, Wilenchik and Carpenter
NA YES: None.

· Attended Schertz Chamber of Commerce Board of Directors meeting, City
directory at printer and a letter for funding from Ms. Rushing is heing prepared for
presentation to the Council, decided on design of chamber coin with motto, and
filed two positions on the Board.
· The Doggie Dash net profit was $7,200 for the Humane Society.
