Pace 5 A. Annual Inventory /Audit of Resource Report, dated January 2011 Membership The Committee is authorized fourteen members. Committee strength was at ten members at the beginning of the calendar year. There were two member resignations brought about by either time conflict or by residence relocation. Four new members joined during the year, leaving membership at twelve members by year's end. A few "Associate Members" continue to participate as non - voting participants. Bob Cantu, Special Assistant to the Schertz City Manager, continues to serve as liaison between the Committee and the City Manager's Office. All officers served commendably throughout their yearly terms. Resource Management & Control Resources available to the Committee consist of display items (photographs, documents, paintings, charts, maps, etc.) donated by Schertz citizens or manufactured by Committee members and furniture items purchased by the Committee (City funds). Items previously accepted on loan from citizens for use in a museum have been return to the owner(s) since the acceptance of loaned items was considered unmanageable by the Committee. Several items of no useful purpose to the Committee were either donated to the Schertz Public Library, the Salvation Army or destroyed with concurrence of the Schertz City Manager. Inventory control is maintained through use of a resource listings. The Committee Chairman and one other Committee member completed a 1.00 percent inventory audit of the resources in January 2012. The completed and certified inventory is appended as Appendix A. There are various locations where resource inventory is maintained. Some resources are stored in the Committee Chairman's residence, while others are on display at the Schertz Public Library, the Schertz Visitor's Center or the Schertz Area Senior Center. Two items (Spinning Wheel and Loom) remain stored at a personal residence in Johnson City, Texas. Project Selection and Development Several projects occupied the Committee's time and efforts. The listing of projects includes: • Research, nomination and selection of Schertz' first Heritage Neighborhood. Dedication ceremony conducted March 26, 2011. • Research and writing of nine Special Edition Historical "Remembrance" Articles featuring the history of particular area sites and/or persons • Preparation and distribution of four quarterly Committee Remembrance Newsletters • Sales of the book "Schertz, Texas — The Story of Great Ancestry, Legacy and Development ". Sales Activity —26 books sold • Continued interface with our sister historical society ( Riedisheim, France). Schertz historical promotion activity published in Riedisheim Bulletin for third year in a row • Development of criteria for historical designations and amendment of the Schertz Unified Development Code (UDC) — No action by Schertz City Administration • Development and placement of railroad exhibit at the Schertz Visitor's Center • Cemetery Subcommittee has progressed in documenting locations and inventory of area historic cemeteries as well as restoring markers long since in disrepair • Cemetery Subcommittee has published cemetery inventory booklets for two historic cemeteries. • Outreach involvements with community groups (Chamber of Commerce, Schertz Senior Citizens Society, Old Town Community Network, Comal County Historical Commission, etc.). • Organized and guided activities of the Comal Settlement Association to advance historical preservation awareness efforts in the Comal Settlement area. (Includes historical landmark designations for six landmark properties within the Comal community. • Researched historically significant landmarks within Comal Settlement Community and prepared/submitted application for a Texas State Historical Commission designation for the community as a historical landmark. • Research, application preparations, application submissions and dedication events for seven Schertz city historical landmark property designations • Research for eventual publication of a book regarding the history of the Comal Settlement community Fiscal Matters The Committee's budget cycle is the same as the City of Schertz (October lst to September 30th). The Committee's projected budget expense for fiscal year 201.1 -201.2 has been set at $5,1.50.00. The only revenue generator is derived from book sales. Allocated budget, expenses and revenues for both fiscal year 201.1 -201.2 (to date) and for calendar year 2011 . CALENDAR YEAR 2011 (January - December) $5,150.00 EXPENSES $2,400.25 Impact Events REVENUE (Book Sales) $1.22.21 (7 books) REVENUE (Book Sales) $466.45 (26 books) The major impact events that bear on Committee mission accomplishment include the following: • Comal Settlement area annexation prompted Committee involvement with the community residents and the Comal County Historical Commission in the effort to identify and designate the community and its historic resources as landmark resources. Significant time and effort was directed toward these efforts. • The Committee (i.e. the City) still maintains custody of hundreds of individual artifacts, photos, furniture pieces, etc. that need to be disposed of by some means agreeable to the City of Schertz. Efforts to pursue disposal of the items will continue in calendar year 2012. . • The Committee's efforts to have City management produce an amendment to the Unified Development Code (UDC) that codifies the City's historic designation program has been met with inaction by City staff. This has been a pending project for more than a year and one -half. It is long beyond time for City staff to take the necessary action to address this matter. L! Conclusion The SHPC has had another busy year filled with work directed toward identifying and recognizing historical landmark properties throughout the Schertz community and its extra territorial jurisdiction (ETJ). Defining and documenting the Schertz historical designation program via City Code (UDC) amendment remains a neglected City staff tasking after having been proposed a year and one -half ago by the SHPC. Some of the museum collections (photos) were placed in either the Schertz Senior Citizen's Center, the Schertz Public Library and/or the Schertz Visitor's Center. Ceremonies recognizing the Heritage Neighborhood and Saint Joseph's Chapel as historic landmarks were conducted with excellent community participation for both events. The Cemetery Subcommittee continues development of its inventory of cemetery sites and publications have documented placements in two cemeteries. The Committee's newsletter ( "Remembrances ") that keeps interested citizens abreast of happenings within the committee and publication of nine special edition articles focusing on persons and places within the Schertz area have hopefully increased awareness among Schertz citizens of the City's historic past. State of Texas historic designation for the community of Comal remains pending the announcement of 2011 selectees. Schertz City historical designations have been applied to nine different Schertz and Comal Settlement properties. Schertz' first Heritage Neighborhood has been designated. Plaques and/or banners have been erected at each landmark property site and within the Heritage Neighborhood. Saint Joseph Cemetery at Comal has received State of Texas designation as a historical cemetery and installation of appropriate markers is pending.
